STATEMENT OF WORK
Specification/Statement of Work Provide Groundwater Monitoring Services at Anniston Army Depot’s Open Burning and
Open Detonation Units
1.0 Scope: This scope of work establishes requirements for services pertaining to the monitoring, sampling, data analysis, and report generation for groundwater wells at the Anniston Army Depot (ANAD) Open Burning (OB) and Open Detonation (OD) areas.
Waste Military Munitions are destroyed by burning and underground detonation at the OB and OD areas. There are currently eight groundwater wells to be monitored on a semi-annual basis, all of which are currently in ANAD’s Hazardous Waste Facility Permit and three temporary wells utilized to determine groundwater elevation. Additional wells may also be monitored for groundwater water elevations based on the requirements of state environmental regulators. A statistical evaluation will be completed to determine if statistically significant evidence of contamination above background levels at each monitoring well exists within 45 calendar days after completion of each sampling event. If statistically significant evidence of contamination exists above background levels, additional sampling of Appendix IX to part 264 of 40 CFR compounds will be required. An annual groundwater report is also required within this scope as well as an evaluation of the efficiency of the downgradient well network at the OD unit. This scope includes the above monitoring activities and any other groundwater activities that may result from the site’s continued operation based on ANAD’s Hazardous Waste Facility Permit and state/federal environmental regulations.
2.0 Applicable Documents:
2.1 ANAD Alabama Department of Environmental Management (ADEM) Hazardous
Waste Facility Permit
2.2 ADEM Admin. Code 335-14-5-.06
3.0 Scope Requirements:
3.1 Contractor Requirements
3.1.1 Must have experience in environmental field work and writing reports involving analysis of environmental field work operations and corresponding with state and federal environmental regulatory agencies such as the ADEM and the Environmental Protection Agency (EPA).
3.1.1.1 Experience must have involved monitoring of groundwater wells for environmental contamination.
3.1.2 Must be capable of completing statistical evaluations according to ADEM
Administrative Code 335-14-5-.06(9)(f).
3.1.3 Must have environmental experience with groundwater at Open
Burn/Open Demolition (OB/OD) sites used to destroy waste military munitions.
3.2 Contractor Responsibilities:
3.2.1 Coordinate access and complete all required information with ANAD security for installation access as well as site access for field work.
3.2.2 All efforts (scheduling, request for information, etc.) shall be coordinated through the ANAD person of contact. The contractor will be responsible for physically gathering all data and initiating teleconferences or electronic mail to coordinate and inform the ANAD person of contact.
3.2.3 All work will comply with the latest version of federal, state, and DOD environmental statutes, regulations, and guidance in effect. It will be the contactors responsibility to identify all applicable criteria and apply to issues, procedures, and protocols as required.
3.2.4 Copies of calculations, reports, analysis, etc., generated will become property of ANAD and will not be released to any other agency or individual without prior approval by ANAD.
3.2.5 The Army has unlimited use rights to all documents/material produced under this contract.
3.2.6 Sample all permitted groundwater monitoring wells semi-annually or according to ANAD’s RCRA permit and collect groundwater elevations from three temporary wells, as well as complete any additional ADEM requirements that may arise based on sampling results.
3.2.6.1 All point of compliance wells and background wells will be sampled and analyzed according to the constituents listed in the ANAD RCRA Permit.
3.2.7 Determine whether there is statistically significant evidence of contamination above background levels at each monitoring well.
3.2.8 Complete annual groundwater monitoring reports according to the ANAD RCRA permit.
3.2.8.1 The report shall include all analytical sampling data, established background values, statistical evaluations, groundwater elevations, associated potentiometric maps, and the annual groundwater flow rate and direction determinations.
3.2.8.2 The analytical method and the method detection limit (MDL) for each constituent must be integrated into all report analysis.

If your order WILL BE PAID BY DFAS (not by credit card) and contains DFARS Clause 252.232-7003, Electronic Submission of Payment Requests, you must submit your invoice through Wide Area Workflow (WAWF). This clause requires invoices for supplies and services purchased by the DoD be submitted via electronic means. The Wide Area Workflow system satisfies this mandatory requirement. WAWF can be accessed on the internet at https://wawf.eb.mil/
Ensure the Electronic Business POCs listed in the System for Award Management (SAM) for your company are the same individuals that will submit invoices through WAWF before using WAWF. The previous ‘Central Contractor Registration (CCR)’ system has been migrated to the System for Award Management (SAM) and accessible at www.sam.gov. For SAM access and navigation issues, follow the instruction provided at “User Guides and Helpful Hints” on SAM Home page.
If your Electronic Business (EB) POCs are correct, contact the WAWF helpdesk at 1-866-618-5988 or by e-mail at cscassig@ogden.disa.mil and ask them to establish a group for your CAGE code. The group administrator will also have to call the WAWF helpdesk to request account activation. Once the group is established and the account is activated, you will be able to create a Combination Invoice/Receiving report (SUPPLIES/MATERIALS) or a 2 in 1 Invoice (SERVICES/EQUIPMENT) using the codes below and instructions available from our contract administrator/buyer.
Questions concerning payment should be directed to the responsible Defense Finance Accounting Services (DFAS).
Please have the order number and invoice number ready when calling about payment status.
The accounts payable mailing address can be located in Block 18a of your order. You can easily access payment information using the DFAS web site at http://www.dfas.mil/http://www.dfas.mil. Your purchase order/contract number or invoice will be required to inquire status of your payment. Go to DFAS on the web at:
