22. Section 1.0 of the SOW says that “If statistically significant evidence of contamination exists above background levels, additional sampling of Appendix IX to part 264 of 40 CFR compounds will be required”. Without knowing how many additional wells will need to be sampled based on the statistical analysis, it is not possible to provide a price for this line item. We request that the Army provide the number of wells for additional samples for each sampling event so that we can provide an accurate price. Without this information, the incumbent will have a clear advantage in pricing based on their historical knowledge of the site.
Up to 8 wells may need resampling.
23. Amendment 03, Section 3.1.4 of the SOW now requires two years groundwater monitoring experience at Open Burn/Open Demolition (OB/OD) sites. With this more stringent requirement, is it the government’s intent to restrict competition?
Groundwater monitoring is a very basic task that all environmental consultants have experience doing.
The type of site, whether it is a UST, landfill, industrial facility, or OB/OD site, does not change the overall procedure for collecting samples from a monitoring well. We believe this requirement could be eliminated to allow more competition, especially for local contractors who have significant experience sampling groundwater monitoring wells in accordance with ADEM guidelines.
Experience with explosives sampling/analysis is required.
Specification/Statement of Work
Provide Groundwater Monitoring Services at Anniston Army Depot’s Open Burning and Open Detonation Units
1.0 Background: Anniston Army Depot (ANAD) is a military installation in Calhoun County, Alabama approximately 110 miles from Atlanta, Georgia and 50 miles from Birmingham, Alabama. The installation’s primary missions are to maintain and upgrade combat vehicles and small arms, to store and demil ammunition and to ship, store and receive equipment and inventory. ANAD is one of the few U.S. Army Depots that operates Open Burn (OB) and Open Detonation (OD) sites to destroy waste military munitions. Destruction operations are regulated under the Resource Conservation and Recovery Act (RCRA), the Alabama Waste Management and Minimization Act, the Military Munitions Rule and related regulations.
The sites are located in the northwest corner of ANAD in the Ammunition Limited Area.
The Anniston Munitions Center, an ANAD tenant, operates the sites in accordance with a permit issued by the Alabama Department of Environmental Management (ADEM). One of the requirements of that permit is to sample groundwater in the vicinity of the sites.
Currently, there are 8 permanent and 3 temporary wells at the sites. Specific chemicals of concern are provided in Table 2, Module X of the ANAD Hazardous Waste Facility Permit (ANAD RCRA Permit)(enclosure 2).
Maps of the Installation with the sites and the wells are provided as in enclosure 1 and 3.
1.0 Scope: This scope of work establishes requirements for services pertaining to the monitoring, sampling, data analysis, and report generation for groundwater wells at the ANAD OB/OD areas. Waste Military Munitions are destroyed by burning and underground detonation at the OB and OD areas. There are currently eight groundwater wells to be monitored on a semi-annual basis, all of which are currently in ANAD RCRA Permit and three temporary wells utilized to determine groundwater elevation. Additional wells may also be monitored for groundwater water elevations based on the requirements of state environmental regulators. An evaluation will be completed to determine if statistically significant evidence of contamination above background levels at each monitoring well exists within 45 calendar days after completion of each sampling event. Statistical analysis will be conducted iaw ADEM Administrative Code 335-14-5-.06(9)(f), 335-14-5.06(8)(h) and ANAD RCRA Part B permit (enclosure 3, section E-6l). If statistically significant evidence of contamination exists above background levels, additional sampling of Appendix IX to ADEM Administrative Code 335-14-5. compounds will be required. An annual groundwater report is also required within this scope as well as an evaluation of the efficiency of the downgradient well network at the OD unit.
2.0 Applicable Documents:
2.1 ANAD Alabama Department of Environmental Management (ADEM) Hazardous Waste Facility Permit (ANAD RCRA Permit)

IV E-3
Date: February 2017
The results from semi-annual groundwater monitoring at the OB and OD units are submitted to ADEM in an annual report. The most recent annual report, which summarizes the data and presents a statistical evaluation in accordance with permit requirements is included as Appendix A to Section IV E of this permit application. The annual reports include cumulative data tables depicting all exceedances of Preliminary Screening Values (PSVs) in the prior 12 year period. The report also presents graphs of analyte concentration trends from 2011 through 2016.
OB Unit The analytical results from the monitoring program at the OB unit are summarized in tables below, excerpted from the Annual Report (Appendix A to this Section). The tables present a historical summary of analytes with PSVs that were detected at the OB Unit in the last twelve (12) sampling events. Results are summarized for total metals, dissolved metals, SVOCs, VOCs, explosives, nitrate-nitrite, cyanide and perchlorate. For the most recently reported data (2016), iron and manganese were the only constituents that exceeded their maximum concentration limits in the May monitoring event and iron, manganese, aluminum, arsenic, and vanadium were the only constituents that exceeded their maximum concentration limits during the December 2016 monitoring event.
The annual report (Appendix A) states that “A statistical evaluation of the data, completed in accordance with the permit requirements (non-parametric, ANOVA test) indicates that iron and manganese are the only regulated compounds that had statistically higher concentrations in downgradient wells and also exceeded the maximum concentration limit at the OB unit.”
