7.1.4 The schedule submittal should include as a minimum:
1. Summary Schedule:
W911KB25R0020
EIE439
a. Overall Show the overall construction phase for the facilities, the site work and the utilities. Include any long lead items and any fast-tracking starts. It isn't necessary to show the detailed breakdown construction (e.g., by trades) of each facility, site work and utilities.
b. Show turnover of facility. The duration to complete the facility and turnover to include Red Zone, Government walk-through and final turnover. the government must consider the requirement for the Contractor Quality Control (CQC) completion inspection and the subsequent joint Contractor-Government turnover inspection. of new fuel lab. Additionally, include demo of existing Lab, showing a no less than 45 days pause between bldg. turnover and Demo start.
…AM#0004
c. Constraints: Offeror must demonstrate the capability and flexibility to plan and schedule the complete project to meet the proposed contract completion period.
Clearly identify any constraints on the schedules presented (e.g., labor or material availability, scheduled airfield exercises, utility outages, permits, weather, etc.).
Indicate the anticipated overall critical path on the schedule.
7.2 EVALUATION CRITERIA:
7.2.1 Summary Schedule: The Government will evaluate the summary schedule for construction. The length of the schedule must match the contract duration. If it is shorter than the proposed contract duration, it offers no advantage to the Government because it is non-binding, only representing a preliminary planned schedule. A schedule shorter than the contract duration may indicate the Offeror is placing additional risk on the Government for any delays between the scheduled completion date and the required contract completion period. Therefore, the Government believes that there is no valid need to shorten the schedule less than the contract duration. The Government will evaluate the schedule to assess the strength of understanding of the project scope, restrictions which must be considered in the schedule such as permitting and long lead items. The Government may take into account how well the summary schedule and other technical submittals supports the proposed duration, as well as use other information, such as but not limited to independent judgment concerning logic, constraints and typical construction durations. Inconsistencies between documents will be considered a weakness. The packaging plan should minimize risk to the Contractor and to the Government for tear-out and coordination for reviews.

PART 3 EXECUTION
3.1 INSTALLATION
Do not install items that show visual evidence of biological growth.
Provide the same finish for the surfaces of fastening devices exposed after installation as the attached accessory. Provide oval exposed screw heads.
Install accessories at the location and height indicated. Protect exposed surfaces of accessories with strippable plastic or by other means until the installation is accepted. After acceptance of accessories, remove and dispose of strippable plastic protection. Coordinate accessory manufacturer's mounting details with other trades as their work progresses. Use sealants for brackets, plates, anchoring devices and similar items in showers (a silicone sealantsealant specified in Section
07 92 00 JOINT SEALANTS) as they are set to provide a watertight installation. After installation, thoroughly clean exposed surfaces and restore damaged work to its original condition or replace with new work.
3.1.1 Recessed Accessories
Fasten accessories with wood screws to studs, blocking or rough frame in wood construction. Set anchors in mortar in masonry construction. Fasten to metal studs or framing with sheet metal screws in metal construction.
3.1.2 Surface Mounted Accessories
Mount on concealed backplates, unless specified otherwise. Conceal fasteners on accessories without backplates. Install accessories with corrosion-resistant fasteners as required by the construction. Install backplates in the same manner, or provide with lugs or anchors set in mortar, as required by the construction. Fasten accessories mounted on gypsum board and plaster walls without solid backing into the metal or wood studs, or to backplates secured to metal studs.
3.2 CLEANING
Clean material in accordance with manufacturer's recommendations. Do not use alkaline or abrasive agents. Take precautions to avoid scratching or marring exposed surfaces.

It's indicated on the SF1442 that offers need to remain valid for 60 days.
Assume an Award Date of July 15th (assuming this date project completion date would be 7/15/2027) .
KTR immediately begins execution of preconstruction submittals, specifically the SAP. Per specification section 02 61 13 the KTR is to allow 90 days for the SAP. Assuming 20 calendar days for submittal preparation and the 90 day review period no onsite work (excavation) could begin until 11/2/2025. This is not an optimal time to begin excavation for a new building. It is possible, but it would be very costly for the project in additional temporary heat for earthwork and concrete construction (to get the building enclosed).
If construction did commence in November of 2025 the new facility would not be completed for turnover for at least 14 months (optimistic scenario). After its completion the KTR is required to account for 180 day move in period (See Projnet Response 11331029). Based on the following durations it only leaves 10 days to complete the work associated with Phase 2 (reference G-
102) of the project.
120 Day Preconstruction Submittals & SAP approval (July 15th - November 12th) 420 Day (14MTHS) New Construction Completion (November 12th - January 7th 2027) 180 Day Occupant Move Period (January 8th - July7th 2027) PHASE 2 (July 8th - October 6th 2027)
On: May 28 2025.
DI IGovernment Response. . Duration from turnover to demo is a 45 day move in period. The current 730 days is not anticipated to be extended at this time On: May 28 2025
