About this file
This document is an Amendment (Amendment #0002) to a federal solicitation for the EIE439 Fuels Management and Laboratory Facility project at Eielson Air Force Base in Alaska. The amendment extends the proposal due date to 2 JUN 2025 at 2:00 PM Alaska Daylight Time and makes several key changes to the original solicitation, including modifications to Sections 00 22 11 across multiple pages. Specifically, the changes involve deleting Factor 4, updating Factor 5, removing entire pages, and revising various attachments such as the Proposal Data Sheet and Letter of Commitment template.
The solicitation remains a single-award, best-value procurement for constructing a new 4,014 SF facility to replace an existing 1,615 SF Fuels Management and Laboratory Facility. The evaluation will assess factors including past performance, technical approach, project execution, organization and management, and pricing. Offerors must submit comprehensive proposal volumes covering these factors, with past performance being the most important evaluation criterion. The government will conduct a price analysis to evaluate fairness and reasonableness, and contractors are advised to carefully distribute direct and indirect costs across contract line items.

magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
In determining the relevancy of each submitted project, the Government will consider the following in fuel storage tanks, fuel offload facilities, and construction on flightlines:
• Similar construction of fuel laboratories described in this solicitation
• Similar construction projects with similar magnitude
• Similar construction of other fuel analysis facilities used for aviation applications described in this solicitation
• Similar construction on military installations as described in this solicitation
• Extent of relevant experience and performance of the prime contractor in construction with regard to their role on this project.
• Location of work and similarity to the climate Zones 7 and 8 as defined by ANSI/ASHRAE Standard 169 climate zone map for United States. AMD#2
5.2.1.3 The third aspect of the past performance evaluation, quality, is to determine how well the offeror performed on its past performance projects. The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor performance. The entity will be rated on its own performance. With respect to relevancy, past performance on projects with more relevance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment rating than past performance on projects oflesser relevance. The Government may ask Owners/References and will target areas covered in the requirements of this proposal including records of conforming to quality of construction, timeliness, management of the work, subcontractor management, including timely payment to subs or suppliers, safety, relations between owner and contractor, level of support for such things as As-built
Section 00 22 11 Page 9
NOTE: Magnitude is defined as projects with a construction cost between $10M to 25M.
