About this file

This document is an Amendment of Solicitation (Standard Form 30) for a federal contract opportunity to replace floating breakwaters at Bar Point Harbor in Ketchikan, Alaska. The amendment introduces two key changes: updating the Bidder Inquiry Key and rescheduling the Pre-proposal Conference Call to 11 March 2025 at 10:00am AKDT. The project involves demolishing and replacing two existing floating breakwaters - a small 120-foot breakwater protecting the middle entrance channel and a larger 963-foot breakwater protecting the harbor - with new reinforced concrete float-type breakwaters moored by chains and concrete anchor blocks.

The contract has an estimated construction cost magnitude between $25 Million and $100 Million. Proposals must be submitted electronically via the PIEE Solicitation Module website, with a pre-proposal conference call scheduled on Microsoft Teams. Offerors are required to submit proposals electronically, with specific formatting requirements including 8½" x 11" documents using 10-point or larger font, searchable PDF format, and including Excel files for price breakdown information. The solicitation is issued by the U.S. Army Engineer District, Alaska (CEPOA-CT) and potential offerors can find additional information and interested vendor lists on the SAM website.
