All construction activities shall be coordinated with the Port of Nome Harbormaster, or his designee, at (907)304-1905. The Contractor shall also coordinate with the Port of Nome Harbormaster in the unlikely event that it becomes necessary to have vessels moved out of the way of construction operations. Pursuant to Contract Clause OTHER CONTRACTS (FAR 52.236-8) of this contract, the Contractor may be required to work in close proximity with other contractors and share the same disposal site. In the event that multiple contractors are required to work within the project limits, work areas for each contractor will be coordinated with the Contracting Officer's Representative and the Port of Nome Harbormaster, or his designee, at the required weekly coordination meetings.

1.18.4 Weekly Schedule Review Meetings

The Contractor's Project Manager must lead weekly Look-Ahead Meetings to coordinate work with the Contracting Officer or his Representative and all other stakeholders. The Contractor will schedule the meeting at a time and location that is agreeable by the Contracting Officer. The Contractor will present a 3-week look ahead schedule that is generated from the approved and updated Initial Schedule. The Contractor must group, sort, or arrange the updated Initial Schedule to clearly reflect all activities that are scheduled for 3 weeks out from the date of the weekly coordination meeting. The Contractor will prepare supplemental schedules, handouts, charts, etc. that may assist in communicating the next 3 weeks of activities. All construction activities, critical milestones, utility outages, and traffic closures must be reflected in the schedule.

The schedule must be up to date regardless of when the last "monthly update" occurred. The Contractor will be responsible for preparing the agenda in coordination with the Contracting Officer or his Representative, distributing the agenda, conducting the meeting, preparing the meeting minutes, distributing the minutes, and tracking action items. The Contractor's superintendent and CQC System Manager must attend each meeting. The Contractor must distribute the 3-week Look-Ahead Schedule, in both native and .pdf format, along with a meeting agenda by COB of the day prior to the meeting. If deemed necessary by the Contracting Officer, the Contractor may be required to group, sort, arrange, clarify, or improve the level of detail within the schedule in a way that better meets the coordination needs of the group. At a minimum, the following items must be discussed and coordinated at the meeting in addition to or in conjunction with the 3-week Look-Ahead Schedule:

a. Temporary Traffic Closures: Discuss status of Temporary Closure

SECTION 01 19 40.00 29 Page 12

Traffic Plan submittal and any related coordination items.

b. Utility Outages: Discuss proposed utility outages and potential future outages.

c. Submittals: Discuss status of critical submittals (provide a list of submittals currently under review). Prioritize submittals and identify potential impacts to project schedule due to the length of the Government's review. Provide a list of upcoming submittals to be submitted within the next 2 weeks and provide visibility on long lead time items and submittals.

d. RFIs: Discuss status of critical RFIs.

e. Modifications: Discuss award status of modifications and potential modifications.

f. Coordination with Other Contractors: Discuss any current/potential issues, potential coordination, and anticipated or perceived impacts.

g. Delays or impacts to the critical path and their corrective actions.

The Contractor must have all appropriate personnel and subcontractor representatives participate in weekly look-ahead meetings to fully discuss the work tasks within the current three-week window of discussion.

1.18.5 Joint Schedule Baseline Review

A Joint Schedule Baseline Review (JSBR) Conference will be held on site at a mutually agreeable time within 15 days of the initial project schedule submittal. The purpose of the conference is to jointly assess schedule risk, operational/coordination concerns, and reasonableness, as well as to identify methods to mitigate risk and obtain stakeholder visibility and buy-in. The Contractor's Superintendent, scheduler, and key subcontractor personnel will orient the Government team to the project concept and discuss schedule specifics. A live version of the schedule will be used by the project scheduler during the review. The JSBR must be held prior to obtaining approval of the initial project schedule.

1.19 OPERATION AND MAINTENANCE (O & M) MANUALS

An electronic copy and two hard copies shall be submitted to the Contracting Officer not later than 30 days prior to scheduled contract completion. The electronic copy will be submitted via RMS or DoDSafe.

Failure to submit manuals by this date will be considered cause to withhold any payments due the Contractor. All equipment manual materials shall be durable, clearly printed or reproduced copies, not more than 8-1/2 x 11 inches in size, or neatly folded to that size without overlapping into the binding. Materials shall be indexed and bound in stiff covers with tab separators. Approval of manuals shall be obtained prior to scheduling operating tests and field training courses.

1.20 EQUIPMENT

The following Plant and Equipment Schedule must be completed by the Contractor and submitted within 60 calendar days of receipt of Notice-to-Proceed. The Contractor must keep equipment on the job sufficient to meet the requirements of the work. The equipment must be in satisfactory operating condition and capable of safely and efficiently

SECTION 01 19 40.00 29 Page 13 performing the work as set forth in the specifications and will be subject to inspection by the Contracting Officer at all times. The equipment used must be of a design and have characteristics similar to equipment which has been used successfully for a minimum of 3 years under similar conditions.

It will be the responsibility of the Contractor to prove this equipment has sufficient capacity to accomplish the work in a timely manner without damaging existing facilities.

a. Number: For equipment give identifying number or name.

b. Type: Under this heading give general description. Sufficient detailed information must be furnished to properly delineate the proposed equipment and operation.

c. Capacity: Under this heading, state the estimated capacity of the plant and equipment in square yards, cubic yards, tons per day, or other applicable units when working materials similar to those anticipated in the work. No reduction in the stated capacity of the plant and equipment employed on the work will be made except by written permission of the Contracting Officer. The measure of the "capacity of the plant and equipment" will be its actual performance on the work.
