About this file

This document provides an amendment to a solicitation for post remedial action maintenance services at the Kodiak Drury Gulch former used defense site. The amendment adds proposal submission requirements and basis of contract award information to the solicitation. Offerors are required to submit proposals that include a technical approach, schedule, and price for the work. The technical approach must demonstrate an understanding of the scope of work and include details on mobilization, sediment and culvert cleaning methods, waste characterization and disposal, and subcontractors. The schedule must include milestones for planning, fieldwork, demobilization and reporting. Price proposals must be submitted in PDF and spreadsheet format using the contract line item numbers provided in the scope of work, with costs broken down by task. Evaluation will be based on technical acceptability, schedule acceptability, and price reasonableness. The selected contractor will provide post remedial action maintenance services at the Drury Gulch site for the U.S. Army Corps of Engineers Engineering District Alaska, including sediment removal from a culvert and stilling basins.

SUBMISSION REQUIREMENTS

Proposal Submission Requirements and Basis of Contract Award

Kodiak Navy/Army Drury Gulch Formerly Used Defense Site F10AK1007-01

Post Remedial Action Maintenance 30 June 2021

This is a “Lowest Price Technically Acceptable (LPTA)” solicitation. The government will evaluate the proposals in accordance with the criteria described herein and award a firm fixed price contract to the responsible offeror whose proposal is determined to represent the Lowest Price Technically Acceptable proposal. Award will be made based on the lowest evaluated price of those proposals that are deemed acceptable. Proposals receiving an “Unacceptable” rating in any of the evaluation factors will be excluded from consideration for award.

The evaluation factors for this action are:

Factor 1: Technical Approach Factor 2: Schedule Factor 3: Price

Adjectival Ratings: One of the following adjectives will be assigned in the evaluation of Factor 1: Technical Approach and Factor 2: Schedule.

Acceptable (A): The proposal clearly meets the minimum requirements of the solicitation.

Unacceptable (U): The proposal does not clearly meet the minimum requirements of the solicitation.

PROPOSAL EVALUATION CRITERIA

Proposals will be evaluated in accordance with the selection criteria below.

Factor 1 Technical Approach

The proposal shall be based on information provided in the solicitation documents. The proposal will be evaluated by comparing it to the specifications below. A Technical Approach that does not demonstrate a clear understanding of the requirements of the scope of work (SOW), simply repeats the requirements of the SOW without discussing the method of performance, or includes claims or language that is unsubstantiated or lacks relevance to the SOW shall be considered technically unacceptable. The inclusion of numerous assumptions that significantly “assume away” contractor risk regarding major issues or problems that may be encountered on the project will be considered unacceptable.

The Technical Approach description shall be no longer than four (4) pages in length, with offerors detailing the following:

Plan to mobilize the necessary equipment to the project location. Describe mode of transportation or local source of equipment.

Methods to achieve the culvert cleaning, sediment removal from the stilling basins, and management/disposal of surface water and saturated soil/sediment.

Methods of characterizing soil/sediment waste from the stilling basins, to include field screening/soil sampling and soil/sediment treatment and/or disposal. Method must ensure that waste streams are properly characterized. Methods/approaches that do not characterize the waste to the degree necessary to facilitate disposal will result in an ‘Unacceptable (U)’ rating.

A list the subcontractors and disposal facilities selected to assist the offeror, highlighting their responsibilities.

The government will determine whether the offeror’s Technical Approach is consistent with the requirements in the request for proposal (RFP) scope of work (SOW), and on the suitability of the equipment and procedures described in the plan.

A Technical Approach that addresses the requirements of the SOW and proposal submission requirements and clearly details how the project will be executed will result in an Acceptable (A) rating.

Factor 2: Schedule

Timeframe and general schedule with which the offeror shall accomplish the requirements of the solicitation plans and specifications (not to exceed the Contract Completion date).

The Schedule shall be no longer than two (2) pages in length. Contractor shall provide a schedule, which, at a minimum, outlines the following milestones:

Preparation of planning documents Mobilization Fieldwork Demobilization Reporting requirements

A Schedule that meets the requirements of the SOW will result in Contract Completion date requirements and addresses the SOW will result in an Acceptable (A) rating.

Factor 3: Price

The Offeror shall prepare and submit a detailed price proposal for review by the Contracting Officer based on the contract line item number (CLIN) Schedule provided within the SOW. For CLINS that contain multiple tasks, costs within each CLIN shall be broken down by Task. The Offeror shall submit both a PDF and spreadsheet file of the price proposal. For unit priced items, if the Quantity multiplied by the Unit Price does not exactly equal the Total price, the price proposal will be rejected. All work necessary to complete the project shall be identified within one of the SOW-described CLINs and Tasks. The Offeror may further subdivide tasks for clarity but may not add tasks not included in the SOW.

The proposal shall detail the level of effort for each item. The level of effort shall include labor rates, labor hours, and labor categories included in each CLIN, Task or subtask. All proposed services, materials, and equipment shall be itemized and specified. Labor rates shall not exceed the fully burdened rates for FFP included in the base contract. The price proposal shall identify which year rates are proposed for each task.

The evaluation of Factor 3: Price will include the total price for all CLINs and Tasks, including unit priced CLINs. This evaluation will not be rated or scored but will be evaluated for fairness and reasonableness. The evaluation will also check for appearance of unbalanced line item prices.

All costs that depend upon the quantity of soil/sediment removed from the stilling basins should be included in that unit priced CLIN. These quantity dependent costs shall not be placed in the lump-sum CLIN. If necessary, supplemental price breakdown information will be requested and used to assist the Government in performing the price evaluation.
