About this file
This document summarizes bidder inquiries for a federal contract solicitation to repair a groin structure. The solicitation seeks a contractor to transport and place up to 100,000 tons of Class IV riprap on the toe and slope of the Tanana Sill groin near North Pole, Alaska by October 31st, 2022. The contractor must provide all labor, equipment, materials and supervision for the project. The document addresses 32 inquiries from potential bidders relating to rock source testing, specifications, safety requirements, and logistics. The responses clarify requirements for rock gradation and quality, debris removal, schedule, and coordination with the U.S. Army Corps of Engineers Alaska District office.

Comment Classification: Controlled Unclassified Information (CUI) the referenced specification any haul roads constructed other than at the stockpile location must be removed. If the contractor needs to spread gravel on the surface of the existing groin rip-rap to facilitate access, will that gravel require removal?
On: Jul 15 2021.
Government Response. . The placement of gravel on the existing groin riprap will be permitted and the gravel may remain upon completion of the project. See Amendment #1. On: Jul 22 2021

What are the tolerances for construction, and are there any penalties for out of tolerance work?
On: Jul 15 2021.
Government Response. . The groin crest must be widened by a minimum of 17 feet, ripap must be placed to the existing river ground level and the groin slope must be no steeper than 1.5H:1V. Construction that exceeds the minimum requirements as a result of placing the quantity of riprap in the bid schedule will be acceptable with no payment penalty. Note that excavation around the groin nose is not required. On: Jul 22 2021

Assuming my riprap test results meet the specifications for this project, will the following gradation be acceptable?
50% weighing 2000 pounds or more 15% weighing up to 400 pounds 35% weighing 400 up to 2000 pounds
All angular well-graded stone
On: Jul 19 2021.
Government Response. . The provided riprap gradation is ambiguous and not considered acceptable as it is currently written. It is not clear from the gradation information provided how much material actually weights 400 pounds or less with the statement of 35% weighing 400 up to 2000 pounds. That statement

implies 35% could be 400 pounds and that does not meet the Class IV riprap gradation requirement for the project. On: Jul 22 2021

During the site visit it was mentioned that woody and silt debris would require removal from the existing rock slope prior to placement of rip rap. This requirement is not mentioned in the plans or specifications. The downstream end, particularly around the bull nose, has filled in with silt to approximate elevation 508. Please clarify whether this will be required, the extents, and how this work will be measured and paid as much is below the water surface and not visible.
On: Jul 20 2021.
Government Response. . Debris removal is addressed in Section 35 31 19 however removal of debris below the water surface will not be required. At the nose of the groin, the toe of the revetment is the surface of the ground so the riprap will placed on the silt. On: Jul 22 2021

Given the remote location and the volume of rock required for the job as well as the specification requirements, material sources need to be tested prior to bid in order to determine if they are an acceptable source. These test take time to obtain results. Additionally, there are several questions that have not been answered.
Please extend the bid date to allow for evaluation of answers when they are released as well as time to obtain test results on available sources.
On: Jul 21 2021.

9337177 Survey Section 31 09 13.00 29 Item 1.6
Comment Classification: Controlled Unclassified Information (CUI)
Item 1.6 states that at least one member of the field survey crew conducting the control survey and subsequent hydrographic and topographic field work must document at least three years of experience in surveying civil works projects (e.g. dams, levees, embankments, erosion control features, etc.) similar to this contract.
Is the three year requirement an absolute? Given the lack of long term projects of this type in Alaska, it may be diffcult to find anyone with those specific qualifications.
And secondly, are ther other types of experience that could be substituted (ie Construction, Control network surveys, Quantity Surveys, et cetera)?
Thanks.
(Attachment: Tanana_Sill_Groin_Repair_IFB-p176.pdf) On: Jul 22 2021.
Government Response. . Three years of survey experience on civil works projects is required however the qualifications can be met by other types of surveys such as construction surveys and quantity surveys.

I own a very large rock formation consisting entirely of quartzite, 69 miles from this project site. Recent test results consistently show an LA abrasion of 19 and a Specific gravity of 2.63. All the stone is block shaped, with flat sides.
Bidders on this project are telling me that the COR will reject my rock based on the 2.63 specific gravity. Is this true?

Comment Classification: Controlled Unclassified Information (CUI) we are having difficulty finding rock within a reasonable distance to the project. Either the SSD specific gravity is too low (2.61), or the abrasion is too high (26). the only requirement for Alaska DOT Class IV rip rap is the abrasion shall be less than 50. Can the specifications for this project be modified accordingly to accommodate local materials?

I asked this question 7-19-21 Assuming my riprap test results meet the specifications for this project, will the following gradation be acceptable?
50% weighing 2000 pounds or more 15% weighing up to 400 pounds 35% weighing 400 up to 2000 pounds
All angular well-graded stone.
And you responded that my gradation as written was ambiguous. Well I get that, but so is your riprap gradation Section 35 31 19 Part 2, 2.4.1. Furthermore in Part 3 3.2 Placement For Groin Repairs states
"Rock will be placed to the full thickness shown on the drawings. Rocswill be placed in such a manner as to produce a well-keyed mass of rock with individual pieces tightly in contact with each surrounding stone, and with the least practicable amount of void spaces. The finished surface must be free from pockets of single size rock.
Placement of small rock to chink the spaces between large rock, or for leveling the surface, will not be permitted".
Page 4 of 8ProjNet: Logged In User
I think it would be impossible to place all 2000 lbs stone or larger into a WELL-KEYED mass of rock without using a variety of well graded stone sizes up to 400 lbs. And a variety of well grades stone sizes over 400 lbs up to 2000 lbs.
Please help us understand what you are thinking would be an acceptable gradation for riverine erosion protection?
