1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

1.4 FIRE SAFETY

Use * for all projects except Air Force and use ** for all Air Force projects.

* The Contractor shall obtain a permit from the organization having jurisdiction over the job site for any welding or open flame work.

1.4.1 Fire Protection

** The Contractor shall comply with local Air Force fire protection requirements and NFPA 241.

1.4.2 Welding Permit

Use * for all projects except as noted, use ** for all Air Force projects and use *** for JBER projects.

** The Contractor shall obtain AF Form 592 "USAF Welding, Cutting, and Brazing Permit" (copy attached to this section) from the Installation Fire Chief prior to any welding operations. Welding shall conform to AFI 91-203 and requires inspection and approval by the Installation Fire Department.

*** Prior to using any flame devices or welding equipment, or performing other similar operations, Contractor personnel shall be certified to issue AF Form 592 "USAF Welding, Cutting, and Brazing Permit" (copy attached to this section). Certification training is provided by appointment and can be scheduled by contacting the Base Technical Services Office, through the Contracting Officer. If permits are required for hot work prior to attendance in the certification class, permits may be obtained from Technical Services. Work shall comply with NFPA 241, NFPA 51B, and applicable portions of 29 CFR 1910 and 29 CFR 1926. See also required procedures and acknowledgement for hot work at Clear AFS, attached.

1.5 WORK CLEARANCE AND UTILITY OUTAGES

Use * for all projects except as noted, use ** for all Air Force projects and use *** for JBER and FTW projects.

*** The Contractor shall limit the number of power outages to the minimum necessary to complete the work. Each outage shall be limited to 4 hours in duration. Work shall be continuous until completed during each outage.

Any switching required will be done by facility personnel. The Contractor shall submit a written request in advance, through the Contracting Officer, for each outage. The request shall include the following:

a. The date and time of day the outage will start and length of time it will be in effect.

b. A signed statement, in triplicate, outlining each operation and identifying the equipment on which the work is to be performed.

No outage shall be effected until the Contractor has received approval from the Contracting Officer.

1.5.1 Clearance Request

The Contractor shall have a properly executed 3WG Form 3AF Form 103, Base Civil Engineering Work Clearance Request (copy attached to this section), coordinated through the Contracting Officer and signed by the Base Civil Engineer prior to any work at the project site.

1.5.2 Utility Outages

Utility outages shall be coordinated with the Base Civil Engineer through the Contracting Officer at least 7 days prior to the planned utility interruption. Outage periods shall exclude Saturdays, Sundays and holidays.

1.6 PERMANENT UTILITIES

The utility system infrastructure for water, sewer, natural gas and electricity on Fort Richardson has been privatized and is owned by Doyon Utilities, LLC (DU). Permanent utility systems (water, sewer, electricity) will be installed by DU up to the demarcation point. The Contractor shall coordinate directly with DU on all aspects of contract work that will interface with DU's installation of permanent utilities to facility including, but not limited to, schedule, access, safety, SWPPP, and areas/details of the interface. The Contractor shall also coordinate directly with DU for removal and relocation of any existing permanent utilities on the project site, which conflicts with or prevents new construction in accordance with project plans. The Government will not serve as an intermediary or coordinator between the Contractor and DU. The Contractor shall remain responsible for meeting all contract requirements and for providing a complete and operable facility for use no later than the contract completion date required by FAR 52.211-10 of the contract.

Also, reference FAR 52.236-8, Other Contracts, regarding the requirement to fully cooperate with other Contractors on the site and not interfere with the performance of their work.

1.7 TEMPORARY UTILITY SERVICES

The Government will make all reasonably required utilities available to the Contractor from existing power, and water outlets, for the Contractor's temporary use during construction at a charge to the Contractor. The Contractor shall carefully conserve any utilities furnished without charge.

The Contractor is responsible for coordinating with Doyon Utilities to extend temporary lines and for any fees and expenses associated with providing and maintaining necessary temporary connections, meters, and distribution lines. For Utility see attachment at end of this section, and verify current rates with:

The Contractor is responsible for submitting all work plans for permanent or temporary utilities to Doyon Utilities for approval, a minimum of 30 working days prior to when requested services are needed.

a. The Contractor should not assume that permanent utilities will be installed to the facility at a time most convenient for the Contractor, and may want to consider obtaining access to temporary utility services. DU will extend temporary service to contractors performing work on the Installation when requested by the Government and the Contractor. The Contractor shall provide written notification to DU, copy furnish the Government, a minimum of 30 working days prior to when requested services are needed. Written notification shall be provided using Doyon Utilities' Service Application Form. As a minimum, the request will include requested date of temporary service installation, expected duration of the connection, a description of requested connection, and the name, title, and phone number of Contractor Point of Contact responsible for coordinating the temporary service connection with DU. The Contractor shall be responsible for any fees charged by DU to extend/provide temporary utility lines to project site and making any required connections to Contractor provided equipment.

b. The Contractor shall submit a Temporary Site Electrical Plan for Government and Doyon Utilities approval. The Contractor shall comply with all applicable rules and regulations. The temporary site electrical plan shall identify safety procedures to include lock-out/tag-out procedures, NEC and NESC safety requirements.

c. Doyon Utilities must review and approve plans for disinfecting and preventing contamination/cross-connection from any temporary water supply connection; and DU must operate the valve that charges/opens any temporary connection. The Contractor shall provide the documentation and coordination to facilitate these actions as applicable.

d. DU will install meters on the temporary utility lines it extends to the project site. The Contractor shall reimburse the Government for use of temporary utility services. The Contractor shall carefully conserve any utilities furnished without charge.

e. Before completion of the work and final acceptance of the work by the Government, the Contractor shall notify the Contracting Officer and Doyon Utilities, in writing, 5 working days before termination is desired. Doyon Utilities will take a final meter reading and disconnect service. DU and the Contractor shall then remove their respective temporary distribution lines and associated paraphernalia. The Contractor shall be responsible for any costs or fees charged by Doyon Utilities for disconnecting, and shall pay all outstanding utility bills before final acceptance of the work by the Government.

1.8 DISPOSITION OF MATERIALS

Use * for all projects except as noted, use ** for all Air Force projects and use *** for JBER projects.

* Combustible and noncombustible waste material shall be disposed of off-site at an authorized solid waste disposal facility, except as otherwise specified. No burning will be permitted. The Contractor shall

SECTION 01 19 30.00 29 Page 5 comply with all Federal, State and local regulations. Covered vehicles shall be used for hauling to prevent spillage. Clean (uncontaminated) soil, gravel, and rock; concrete, recyclable asphalt, and asbestos may be disposed of at various designated sites, generally within a five mile radius of the project site. The Contractor shall include a plan covering waste disposal, borrow pit operations and project site operations as part of the Environmental Protection Plan specified in SECTION 01 57 20.01 29 ENVIRONMENTAL PROTECTION.*** Combustible and noncombustible waste material, except asbestos, shall be disposed of off-site at an authorized solid waste disposal facility. No burning will be permitted. Asbestos containing materials shall be disposed of at the Base Landfill where shown. The Contractor shall comply with applicable waste hauling requirements of the State of Alaska and the Municipality of Anchorage.

Combustible and noncombustible waste material shall be disposed of off-site. No burning will be permitted.

1.8.1 Salvageable Material

Salvageable material, if not otherwise indicated, shall become the property of the Contractor. The value of such salvage shall be reflected in the contract price.

1.8.2 Disposal of Soils

Use * for all projects except as noted, use ** for all Air Force projects and use *** for JBER projects.

* except JBER: No existing soil stockpile shall be moved from its present location without written permission from the Contracting Officer. No soils shall be removed from the installation for off-site disposition. Soils may be temporarily removed from the installation when approved for off-site remediation. Such soils shall be properly tracked and fully accounted for until returned to the installation and shall not be mixed with other soils at any time.

1.9 TESTS

The Contractor shall provide testing, except where specifically noted to be performed by the Government, in accordance with SECTION 01 45 04.00 29

CONTRACTOR QUALITY CONTROL.

1.9.1 Contractor Furnished Testing Equipment

The Contractor shall furnish a laboratory building with at least 300 square feet of floor area which shall be located adjacent to the asphalt plant.

The building shall have a wood or concrete floor, shall be weathertight and shall be equipped with electric lights for continual use, running water and sink, heater, and adequate bench space to perform the tests required. The Contractor shall furnish, maintain and replace as required all utilities and testing equipment needed to perform control testing for aggregate production and asphalt concrete pavement. The Contractor shall furnish all apparatus specified in applicable ASTM standards for testing bituminous pavement by means of the Marshall method. In addition, the Contractor shall furnish the following equipment:

a. One mechanical testing screen (Gilson or equal) with appropriate screens conforming to applicable ASTM standards.

b. One power driven 8 inch sieve shaker (Rotap or equal) with appropriate screens conforming to applicable ASTM standards.

c. One extractor suitable for obtaining bitumen content. The extractor shall have a minimum capacity of 6.6 pounds.

d. One scale with a minimum capacity of 75 pounds and sensitive to 0.1 pound.

e. The drying apparatus shall be a four burner electric or gas kitchen range with a minimum oven capacity of 8 cubic feet.

f. Core drill and drill barrels to obtain specified core samples from the pavement.

1.10 WARRANTY OF CONSTRUCTION

Reference 00 72 00, contract clause 52.246-21 "Warranty of Construction" for additional requirements.

1.10.1 Failures

Upon receipt of notice from the Government of failure of any part of warranted items during the warranty period, the affected part or parts shall be promptly replaced. Such replacement shall include furnishing and installing the necessary new part or parts, making all necessary repairs, restoring the affected item to the operating condition specified in this contract and making all such tests as are necessary to ensure that there are no remaining defects. Such tests shall be performed in the presence of representatives of the Using Agency indicated below. Upon final acceptance of the work or transfer of responsibility to the Government for operation and maintenance of the items covered, whichever is earlier, the Contractor shall be responsible to the Using Agency for the warranty provisions of this contract. A letter stating the applicable warranty provisions shall be furnished to the Contracting Officer in duplicate, in the format and text shown in the sample letter attached to this section.

1.11 TEMPORARY HEATING

EM 385-1-1, Section 09.D.02.c, requires "close surveillance" of temporary heating devices. The Contractor shall interpret this to mean "continuous monitoring during operation of the temporary heater" to ensure the proper operation of the heater and that appropriate fire prevention/response measures are taken. Continuous monitoring may be accomplished by on-site personnel, or through the use of a wired, a wireless, or in the case of steam or hydronic heating systems where combustion is taking place external to the construction, an internal monitoring system located at the source of combustion. Submit Temporary Heating Monitoring Plan for approval with APP or prior to commencement of applicable definable feature of work.

With regard to fuel combustion heaters, the following also applies: When fuel combustion heaters are used in enclosed structures, carbon monoxide (CO) shall be continuously monitored.

1.12 NON-GOVERNMENT BORROW SOURCES

The Contractor shall check any non-Government, proposed borrow sources for the presence of hazardous substances and petroleum products as defined in ASTM E 1527. The publication includes guidance on previously examined sites. A Phase I Environmental Site Assessment, also as defined therein, shall be submitted for each proposed borrow site as a supplement to the Environmental Protection Plan specified in SECTION 01 57 20.01 29 ENVIRONMENTAL PROTECTION. The report shall identify any previous or current presence of hazardous substances at the site, regardless of whether they have been, or can be, released to the environment. The Assessment shall be performed under the direct supervision of an independent, registered professional engineer, currently licensed by the State in which the borrow source is located, and within such time frame as will ensure reports are valid when submitted. The engineer shall have a minimum of 3 years experience in performing satisfactory Environmental Site Assessments. All reports shall be certified in writing by the engineer and submitted in the standard format specified in the referenced publication, through the Contracting Officer, to the Base Environmental Office for review. Reports shall be submitted at least 30 days prior to needing borrow materials in the work. The qualifications of the engineer performing the Assessment shall be included with the report. Where hazardous materials are indicated, use of the source will not be allowed.

No borrow materials shall be brought onto Government property without approval of the Contracting Officer. The Government reserves the right to sample and test any borrow materials delivered to the project for conformance with this specification.

1.13 BIRDS' PROTECTION

Use * for all projects except as noted, use ** for all Air Force projects and use *** for JBER projects.

* Federal law prohibits disturbing bird nests containing eggs or birds too young to fly. Harassment of birds to force them to abandon an occupied nest is also illegal. If the contractor removes nests or harasses birds in violation of federal and state law, the contractor is responsible for any charges filed by US Fish and Wildlife Service or State of Alaska Department of Public Safety and is the liable party.

If an occupied bird nest is discovered, the contractor shall cease activities in the vicinity of the bird nest until the young birds are able to fly and leave the nest under their own power.

Cliff swallow nests are usually the greatest threat to construction projects. As a general rule, cliff swallows can begin nest construction any time between 10 May and 21 July.

The contractor shall be responsible for control of new nest construction after issuance of Notice to Proceed (NTP). The contractor shall survey the work area daily for new nest construction. To avoid project delays, the contractor shall remove all nests discovered before the nests have been completed and occupied.

The contractor shall be responsible for any increased cost or delay resulting from a nest constructed and occupied in the work area after NTP has been issued.

1.14 MONTHLY COORDINATION MEETINGS

*** The Contractor shall participate in monthly coordination meetings with the Contracting Officer and other Government representatives-as applicable. The Contractor shall be responsible for preparing the agenda in coordination with the Contracting Officer, distributing the agenda, conducting the meeting, preparing the meeting minutes, distributing the minutes, and tracking action items. The Contractor's superintendent and QC System Manager shall attend each meeting. Typical topics shall consist of but not limited to the following: review of the previous week's activities and progress; forecast of the following two week's activities and progress;

upcoming utility outage or street closure; status of shop drawing submittals and reviews; status of outstanding requests-for-information (RFI); status of pending modifications; anticipated modifications; proposed schedule changes; other concerns/and or issues.

1.15 RED ZONE MEETING

Initial Red Zone Meeting (IRZM) At approximately 75% completion, but not less than 60 days from anticipated completion, the Contractor shall participate in the Initial RED ZONE Meeting (IRZM). The Contractor shall be responsible for contributing to the agenda in support of the Administrative Contracting Officer (ACO) and the Alaska District Project Manager. The Government is responsible for distributing the agenda, conducting the meeting, preparing the minutes, distributing the minutes, and assigning action items. The purpose of the IRZM is to coordinate all of the activities leading up to project acceptance by the customer as well as completing contract and project closeout.

Items to be discussed include, but are not limited to, the following:

verify O&M manual requirements and submittal dates; review status of all outstanding submittals; verify spare parts, keys, etc.; turnover requirements and turnover dates; acceptance inspection and final acceptance; LEED documentation; identify and schedule all tests to be witnessed by Government personnel; mechanical system tests and balances;

commissioning; training sessions; preliminary as-built submittals; final as-built submittals; warranty conference; building interior inspections;

separate building exterior inspections, if necessary before snowfall; final utility readings; erosion control and turf requirements; installation of specialized equipment and communications infrastructure; permanent keys for building, whose responsibility and when needed; site demobilization.

Additionally the project team will discuss the processes for completing the Contractor's Release of Claims (RoC) and Contractor Performance Assessment Reporting System (CPARS). The Contractor is explicitly responsible for presenting five (5) copies of the following documents to the ACO at the

IRZM:

1. Current progress schedule.

2. Current punch list.

3. Schedule of all tests to be witnessed by Government.

4. In-season HVAC Testing and Balancing schedule.

The Contractor is explicitly responsible for presenting one (1) copy of the following documents to the ACO at the IRZM:

1. Up-to-date Redline drawings and/or draft-final Computer Aided Design & Drafting (CADD) as-built drawings.

2. Draft of O&M manual.

3. Draft of Warranty Plan.

4. LEED documentation.

The IRZM is also the forum for the Government Team and the Contractor to discuss any requirements for potential Final Contract Modifications to minimize the impact on the BOD and other key project milestones. The Government Team and the Contractor are jointly responsible for tracking all action items through resolution and addressing open issues in regularly scheduled management meetings following the IRZM.

1.16 PROHIBITION OF DRY WELLS ON SITE

*** In order to comply with the Safe Drinking Water Act and ensure that any surface fluids entering the ground meet water quality standards, and to reduce potential impacts to contaminated sites managed under the RCRA/CERCLA cleanup program, JBER has established a prohibition on the construction or installation of any new Class V Underground Injection Control(UIC) wells (i.e., "dry wells"). Although JBER-Richardson recognizes that EPA is authorized to permit the installation of Class V UIC wells under certain circumstances, the installation of such wells are contrary to JBER's long-term environmental management plan. The Corps of Engineers and the JBER-Richardson jointly consider and grant exceptions to this prohibition on a case-by-case basis for those projects for which it is determined that avoidance of Class V UIC well use is technologically impracticable. Absent such an exception, no UIC well or wells may be constructed or installed under this contract.

1.17 ACCESS REQUEST

Complete the access request form attached to the end of this specification. Instructions are included.

1.18 LOCKSET CORE INSTALLATION

The Contractor shall install all lockset(s) in accordance with the manufacturer's recommendations and with the following exceptions:

a. All locksets shall be installed without the cores. The Contractor shall be responsible for providing interim security of each facility until such time as the lockset cores are installed by the CES Locksmith.

b. The Contractor shall provide a Key Schedule to the Government for approval. Once approved, the Contractor shall coordinate final coding of the lockset cores by the manufacturer in accordance with the approved key schedule. The Contractor shall coordinate the delivery of the final lockset cores and permanent keys directly from the manufacturer to the CES Locksmith.

c. The CES Locksmith will install the coded lockset cores; the Contractor shall be responsible for coordinating installation of the coded lockset cores in a timely manner.

� You are authorized by the owner and/or project owner of the property(s) contained in this order to request utility markings prior to excavation.

� Requests for underground locates must be submitted 2-15 working days prior to excavation; 10-20 working days in remote locations per AS 42.30.400. Submit a “re-locate” if your project has not started within the allotted time frame.

� Underground facilities will only be marked within the excavation area documented on this order.

� The 811 Alaska Digline member facility owners notified will be listed on your locate request confirmation. It is the requestor’s responsibility to proof read the confirmation for accuracy. Contact Alaska Digline ASAP with errors or if you do not receive your locate confirmation within 24 hours.

� You must HAND DIG within two (2) feet of the outside dimensions of a buried facility; if digging deeper than ten

(10) feet hand dig within thirty (30) horizontal inches of the outside dimensions of a buried facility. See diagram 1

� Depth of underground facilities is not provided nor guaranteed.

� Private or consumer owned underground facilities are not marked through 811 Alaska Digline.

� Public water and sewer lines are only located up to the public rights of way or public easement; Electric lines are only located up to the utility owned electric meter.

Contractor ID#: The contractor file number assigned in the 811 Alaska Digline Contractor Database.

Site Contact: A person with knowledge/access of the excavation project able to answer specific questions that locate personnel may have when they arrive on site. (Site contact does not have to be on site to answer questions).

Work Order #: Your Company’s in-house job tracking number, for your personal use.

Client Name: The project owner or property owner.

Nearest X Streets: The closest intersecting street to the project/dig location – not necessarily the main roads you take to get to the project location.

Grid: Either the common “taxi map” page identifier or your in-house (utility) facility page number.

Open Access: There are no locked gates or loose animals etc. that would prevent access to utility equipment at the site.

Insert the name of the road the work will take place on in the 1.) Street Address space and the starting and stopping streets in the Nearest X Street spaces. Or place the starting address or lot/blk in 1.) and the stopping address or lot/blk in 2.) - Clarify the project scope in the Excavation Area.

Q: Why wasn’t my short notice locate done by the time I asked for it.

Short Notices are simply a request for expedited locate service. Locate staff will try to work your project into their existing schedule – it is not always possible for each facility owner to meet your expedited needs.

This publication implements Air Force Policy Directive (AFPD) 31-1, Integrated Defense, and is used in conjunction with AFTTP 3-31.1, Entry Control, AFI 31-101, Integrated Defense, AF

2. Visitor Control Center (VCC):

2.1. The Boniface VCC is located in Building 3711, adjacent to the Boniface Gate on

Vandenberg Ave.

2.2. The Richardson VCC is located in Building 47-303, on D St.

2.4. The VCC parking lots on JBER have been designated as short-term parking areas.

Vehicles left parked over 1 hour will be cited by the 673 SFS, using a DD Form 1408, Armed

Forces Traffic Ticket, or DD Form 1805, United States District Court Violation Notice, and may be towed at the vehicle owner’s expense.

2.5. Personnel working at the VCC Centers will not accept packages or deliveries on anyone’s behalf; delivery personnel must deliver items directly to the intended customer after proper validation of delivery/driver credentials is conducted by VCC personnel or installation entry controllers.

3. Authorized Credentials:

3.1. The following credentials are authorized for entry onto JBER: US Department of

Defense (DoD)/Uniformed Services ID card (CAC), All DD Forms 2, US Armed Forces of the United States Geneva Convention Identification Card,.DD Form 1173, United States

Uniformed Services Identification and Privilege Card, DD Form 1173-1, Department of

Defense Guard and Reserve Family Member Identification Card, DD Form 2765, Department of Defense/Uniform Service Identification and Privilege Card, DoD Civilian

Retiree Card, DBIDS ID cards, DBIDS visitor passes, and AF Forms 75, Installation Visitor

Pass.

3.2. Defense Biometric Identification System (DBIDS) information will be enrolled into the database for all contractors and vendors who are either assigned to JBER or who require frequent access (more than once a month) to the installation.

3.3. Company or unit badges will not be used as credentials for entry onto JBER.

3.4. The AF Form 75 will only be used when DBIDS is not available and will be recorded in the blotter. When used, the AF Form 75 will be completed electronically and saved to the

Base Access folder for tracking purposes. All individuals with the following credentials will be granted a 1-day AF Form 75 when DBIDS is not available. For short-term access onto

JBER when on official business without escort/sponsor: DD Form 4, Enlistment/Reenlistment Document; US Department of Transportation, US Department of

Interior, US Department of Energy Identification (ID) card; Individuals flying in from

Kodiak Coast Guard Station not in possession of a DoD ID card will be granted a DBIDS pass upon presentation of their Environmental Morale Leave (EML) orders to either JBER-

Elmendorf or JBER-Richardson VCC.

3.5. If a person in the above listed categories requires a pass for a longer duration, they must submit a request to the 673 SFS/Base Access Office.

3.6. DD Form 2220, Department of Defense Vehicle Registration Decal, is not required or issued for privately-owned vehicle access to the installation.

3.7. Local contractors not eligible for Common Access Cards (CAC) under HSPD-12, will be listed on the Base Access All List and issued locally produced DBIDS ID Cards under the

US Government Contractor category. The DBIDS ID card will expire on the date specified by the employer when submitted for access. Sponsor information will be listed in the

REMARKS section on the reverse side of the ID Card. The Base Access All List is a database of all contractors, food delivery, service providers, and Anchorage School District

(ASD) personnel that have been pre-vetted for installation access by the Base Access Office.

3.8. Dependents of DoD, Department of Army and Department. of Air Force Civilian employees on JBER will be issued a locally produced DBIDS ID Cards under the US

Government Civilian category. Dependents of civilian employees will be issued a DBIDS ID

Card via a DD Form 1172-2, Application for Identification Card/DEERS Enrollment, signed by the sponsor. The DBIDS ID card will expire 1 year from issue or at the expiration of the

Civilian employee’s CAC, whichever occurs first. Sponsor information will be listed in the

REMARKS section on the reverse side of the ID Card.

3.9. Visitors who require access to JBER longer than 60 days will be issued a locally produced DBIDS ID Card under the Long Term Visitor category for no longer than 1 year.

Submit Long Term Visitor DBIDS ID Request to the Base Access Office. Sponsor information will be listed in the REMARKS section on the reverse side of the ID Card.

3.10. Local companies that provide specialized services to installation populous can be issued locally produced DBIDS ID Cards under Personal Services category for no longer than 6 months. Submit Personal Services Pass DBIDS ID Request form to the Base Access

Office. Sponsor information will be listed in the REMARKS section on the reverse side of the ID Card.

3.11. Agent card holders, see paragraph 14, this instruction, will be issued DBIDS ID card.

3.12. Upon verification of credentials, grant unescorted entry to state, local, and federal law enforcement officers to the installation. Law Enforcement officials are not required to register in DBIDS. They are considered on-duty at all times and are authorized to carry their duty weapons onto JBER. A search is not required prior to entry. Air Force Office of

Special Investigations (AFOSI) and Criminal Investigation Command (CID) on official business are not required to have their passengers show ID for entry to JBER.

3.13. Installation Entry Controllers will notify the Base Defense Operations Center (BDOC) of all emergency vehicles performing official functions that enter the installation and their destination.

4. Trusted Traveler (TT):

4.1. The Installation Commander has approved the TT program by exception to facilitate alternative means of expediting secure base access upon request. Uniformed Service members, DOD civilian employees with a valid CAC, military retirees, military dependents

18 and over, and permanent party foreign affiliated military personnel assigned to JBER may present their identification to escort any vehicle occupant(s) without requiring vetting through the Entry Control Point (ECP) VCC. Personnel using the TT program will remain with their guests at all times while on the installation. Escorts are responsible for the actions of their guests at all times while on the installation. Non-CAC employees requested by mission partner senior leaders and approved by the 673 ABW/CC may be delegated TT escort privileges. Requesters will submit requests via official memorandum to the 673

ABW/CC. Approved lists will be provided to 673 SFS/S5PD (Base Access) for issue of

DBIDS ID Cards. See Attachment 3, this instruction, for the sample memorandum.

4.1.1. Escorted visitor personnel found on the installation without their escort are trespassing and will be detained by SF personnel, processed, released to civilian police authorities and may be subject to subsequent installation barment. The sponsor/escort

will also be subject to possible adverse judicial or administrative action for failure to maintain control of the visitor.

4.1.2. The 673 ABW/CC or appointed designee will take action in cases where visitors are left uncontrolled by their sponsor. At a minimum, the sponsor who escorted the visitor onto the installation will have their escort privileges suspended for not less than 30 days. The 673 ABW/ CC may set a standard of greater than 30 days.

4.1.2.1. Individuals may provide mitigating circumstances surrounding their case to the 673 ABW/CC or appointed designee, through the 673 SFS/Base Access Office, within 60 days of the dated letter for a final determination concerning their base access privileges. Determinations made by the 673 ABW/CC or designee for suspensions are considered final. Suspensions that are not appealed within 60 days will be considered final and denied access for a period of 1 year.
