job location of key personnel, and lines of communication. Identify the design firm(s) and the disciplines applicable as chosen for the project, if not to be self-performed. Describe the proposed management structure for the team, describing how the design and construction process will be managed and the authorities and the delegations of authority in single task order award. Contractor is awarded two simultaneous Task Orders.

7.1.3 Key Personnel Capabilities and Experience:

Provide resumes using the Key Personnel Resume form (Attachment 6) at the end of this section for key personnel to include; Project Manager, Superintendent, and Quality Control System Manager. Provide resumes for two (2) personnel for each key position.

7.1.4 Self-Performed Work: Generally describe the items the offeror will self- perform to comply with the requirements in Section 00 72 00 for self-performed work (Reference clause 52.219-14, Limitations on

Subcontracting).

7.2 EVALUATION CRITERIA:

7.2.1 Government will evaluate the proposed management structure for the team, the responsibilities, lines of communication, authority between the construction firm and design firm(s), and any teaming arrangement proposed. The Government will evaluate how the design and construction process will be managed and the delegations of authority within the team. The Offeror is required to select and commit to design firms to achieve an “acceptable” rating. Joint venture participant’s contribution to the organization should be commensurate with their skills and background.

7.2.2 Key Personnel Experience: The Government will evaluate the Contractor’s resumes of key personnel to determine how well the offeror identifies and demonstrates that its key personnel meet or exceed minimum qualifications. This includes previous satisfactory experience on similar types of projects as described in this solicitation. Government will evaluate how well the Offeror demonstrates it has the experienced, qualified personnel within its organization to effectively execute the construction operations, manage the quality control, and manage the subcontracts. The minimum experience requirements for the project manager(s) is 5 years construction management experience on similar projects as described in this solicitation. The minimum experience requirement for the superintendent(s) is 5 years’ experience as superintendent, managing multiple trades and subcontractors for similar types of projects as described in this solicitation. AM#02 The minimum experience requirements for the Quality Control System Manager(s) is 10 five (5) years’ experience as Quality

Control System Manager construction experience on construction similar to this contract and shall comply with

Division 01 Specification 45 04.00 29 and have experience on similar projects as described in this solicitation.

7.2.3 Self-Performed Work: The Government will evaluate the Contractor’s resources to determine if it has the capability to self-perform the required amount of the project, in accordance with public policy to assure adequate interest in and supervision of all work.
