1. Technical Specifications:

A. 100 to 160 ton capacity.

B. Duty Cycle Requirements Minimums: 125 feet of boom with a duty cycle rating of

16,000 pounds at 85 feet radius. Reference Attachment 1 for photos of the debris baling task to be performed by the new crane. Note the crane position near the railing on the Control Works deck.

C. Retractable crawlers with a maximum width of 14 feet when fully retracted. Crane shall be fully mobile when crawlers retracted.

D. Minimum line pull of 70,000 pounds with free fall option.

E. Heavy Lift Requirement Minimums: Ability to make the 6 gate lifts specified below at 90 percent capacity or less within the geometry and structural conditions of the Moose Creek Dam Control Works Deck.

70,000

Gate 6 – Emergency, Non-hydraulic 72,000 Spreader Bar 1,700

*Note: All gate weights are from the USACE Inspection Report “Hydraulic Structures (HSS) Inspection” dated April 2010 unless noted otherwise o Each operating gate has overall dimensions that are approximately 29 feet wide, 28 feet-8 inches tall, and 4 feet-8 inches thick (at the thickest point which is the “ears” on the support beam, the actual gate is about 2’-3” thick) and with rigging about 97,000 pounds.

o Crane rigging: The 4-legged sling is used for the four operating gates (gates 1-4) and the 4-legged sling and spreader bar is used for the two emergency gates (gates 5 and 6). Attachment 4 shows the Government owned rigging weights and dimensions.

o Reference Attachment 2 for the location of each gate on the Moose Creek Dam Control Works deck and allowable loads for different sections of the deck.

o Reference Attachment 4 for pertinent rigging and gate dimensions.

o Reference Attachment 5 for the lift to be made with each gate from its stored location to the dogged position shown.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Offers will be technically evaluated in accordance with the requirements set forth in the LPTA Document of this solicitation. Award will be made to the lowest-priced technically acceptable offeror. The Government reserves the right to make award on the initial offer received without discussions.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

A liability is not finally determined if there is a pending administrative or judicial challenge. (B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.

Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
