Control No. 18-17
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, P.O. Box 6898, JBER, Alaska 99506-0898.
2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source General Electric specification for a General Electric Rx3i (GE Rx3i) controller in solicitation W911KB-19-R-00XX for FTG218 Mechancial electrical Building at Missile Field #4 Construction Package #03 (FTG218 MF#4 CP#03 MEB4) on Fort Greely, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY19 MILCON funds.
3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification is for the inclusion of a brand name specification for the GE Rx3i controller in the solicitation and resultant contract for the FTG218 MF#4 CP#03 MEB4 project. The Missile Defencse Complex Power Control and Monitoring System (PCMS) contoller is a GE Rx3i and all individual building power components are required to communicate and integrate with the PCMS head end. Approval authority for this Limited Source Justification is the Procuring Contracting Officer.
4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2), when only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
Background: The Missile Defence Complex utilizes a GE Rx3i controller is the main switch for the PCMS. All buildings on the complex are required to be connected the power switches to the PCMS head end. The power to multiple components such as leak detection, HVAC, BacNET, UMCS, and Reverse Osmosis Units are maintained and controlled by the centralized system. The GE Rx3i controller provides the convergence of wire-line components to the head end.
b. Justification: GE Rx3i controller provides discrete logic control, motion control and process control of all equipment power in all areas of the Missile Defense Complex. The GE Rx3i controller prevents mission failure by ensuring operability of the missile complex’s mission esssential equipment.
c. Impact: Failure to incorporate the requirement for compatibility with the Missile Defense Complex with the existing PCMS system will result in a failure to meet functional and operation requirements of the complex-wide system and could result in a mission failure.
d. Alternatives: None. Specification of a GE Rx3i controller for the FTG218 MF#4 CP#03 MEB4 is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.
6. EFFORTS TO OBTAIN COMPETITION: In an attempt to solicit offers from as many potential sources as practical, market research was conducted as described in paragraph 8 below. Effective competition is not anticipated for this system. There are no other known sources that have the capability to control power components to the head end PCMS system therefore no competition is proposed for the acquistion of this system.
7. ACTIONS TO INCREASE COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-19-R-00XX is not feasible.
8. MARKET SURVEY: An internet search was performed to locate alternatives to this product as well as vendors. No suitable alternative was located. There are a substantial number of vendors who will be able to provide competitive quotes for the prime contractor selected.
9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be posted with the solicitation when the solicitation is made available through the Government Point of Entry (www.fedbizopps.gov). Any sources that indicate interest as a result of the publication will be evaluated. To date, no other sources have written to express interest.
10. OTHER FACTORS:
a. Procurement History: Procurement History: The GE Rx31 controller has been provided under prior Missile Defenese Complex contracts at Fort Greely; ie. Mechanical Electrical Building 2 at Missile Field #2, Mechanical Electrical Building 3 at Missile Field #3, Missile Defencse Complex Power Plan, Missile Defence Complex Readiness and Control Buildiung.
b. Acquisition Data Availability: Not applicable.
c. Unusual and Compelling Urgency: Not applicable.
d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.
