Control No. 18-16
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, P.O. Box 6898, JBER, Alaska 99506-0898.
2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source Red Lion Model DSPLE protocol converter in solicitation W911KB-19-R-00XX for FTG218 Mechanical Electrical Building at Missile Field #4 (FTG218 MF#4 CP#03 MEB#4) on Fort Greely, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY19 MILCON funds.
3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification is for the inclusion of a brand name specification for the Red Lion Model DSPLE protocol converter in the solicitation and resultant contract for the FTG218 MF#4 CP#03 MEB#4 project. The Missile Defencse Complex (MDC) Power Control and Monitoring System (PCMS) protocol converter is an Red Lion Model DSPLE and all individual building components are required to communicate and integrate with the PCMS head-end (Crimson 3.0 Red Lion sofware). Approval authority for this Limited Source Justification is the Procuring Contracting Officer.
4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2), when only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
Background: The power consumption and distribution of all buildings on the MDC is monitored and controlled remotely from the Power Plant. The MDC utilizes a Red Lion Model DSPLE protocol converter for the PCMS monitoring and control. The PCMS monitors power at each building by connecting their power switches to the PCMS head-end control system. The Red Lion Model DSPLE protocol converter provides the convergence of wire-line components to the head-end contol.
b. Justification: Red Lion Model DSPLE protocol converter is used to fully integrate all equipment power components to the head end control system are installed in all areas of the MDC. The Red Lion Model DSPLE protocol converter is essential to the Government’s mission and all new power systems are integrated into the PCMS using the proprietary Red Lion converter for proper monitoring of power system to prevent inoperability of the missiles.
c. Impact: Failure to incorporate the requirement for compatibility with the MDC with the existing PCMS system will result in a failure to meet MDC’s functional and operation requirements and could result in a mission failure.
d. Alternatives: None. Specifying a Red Lion Model DSPLE protocol converter for the FTG218 MF#4 CP#03 MEB#4 is essential to the Government’s requirements, precluding consideration of replacing the entire monitoring system with a product manufactured by another company.
6. EFFORTS TO OBTAIN COMPETITION: In an attempt to solicit offers from as many potential sources as practical, market research was conducted as described in paragraph 8 below. Effective competition is not anticipated for this system. There are no other known sources that have the capability to control components to the head-end PCMS system, therefore no competition is proposed for the acquistion of this system.
7. ACTIONS TO INCREASE COMPETITION: Based on information in paragraph 5, above, competition for the sole source brand name items to be included in solicitation W911KB-19-R-00XX is not feasible.
8. MARKET SURVEY: An internet search was performed to determine if there were alternatives to this product as well as vendors. No suitable alternative was located. There are a substantial number of vendors who will be able to provide competitive quotes for the prime contractor selected.
9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be posted with the solicitation when the solicitation is made available through the Government Point of Entry (www.fedbizopps.gov). Any sources that indicate interest as a result of the publication will be evaluated. To date, no other sources have written to express interest.
10. OTHER FACTORS:
a. Procurement History: The Red Lion Model DSPLE protocol converter has been provided under prior Missile Defenese Complex contracts at Fort Greely; ie. Mechanical Electrical Building at Missile Field #1, Mechanical Electrical Building at Missile Field #2, Mechanical Electrical Building at Missile Field #3, MDC Power Plan, MDC Readiness and Control Buildiung.
b. Acquisition Data Availability: Not applicable.
c. Unusual and Compelling Urgency: Not applicable.
d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.
