SURVEYS (CIVIL WORKS)

PART 1 GENERAL

1.1 SCOPE

Items included in this section cover topographic and/or hydrographic survey requirements as specified herein or indicated on the drawings.

1.2 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.3 DEFINITIONS

The survey limits shall include the extents of the seawall footprint and excavation area, runway, overrun areas, apron area, all disposal areas, rock stockpile area, and quarry.

1.4 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.5 SERIAL LETTERS

Serial letters shall be used to transmit the following:

1. Notification of intent to perform a pre-construction or post-construction survey.

2. Preliminary and final survey drawings of the pre-construction, interim condition, and post construction surveys and data. See the section "Survey Deliverables" in this specification for details.

3. Daily Soundings (weekly).

1.6 SURVEY PLAN AND EQUIPMENT

The Contractor shall provide a survey plan to the Contracting Officer's Representative (COR) describing the following, as a minimum:

A. Provide the name, model, year of manufacture and electronic frequencies of all the horizontal positioning, recording/depth-finding, and tidal equipment to be used. Provide the manufacturer's stated positioning accuracy and capability for all the equipment to be used.

B. Provide a written description of survey procedures that shows the independent surveyor shall provide surveys meeting all requirements of EM 1110-1-1005 for topographic surveying and EM 1110-2-1003 for hydrographic surveying.

C. Certify that the vessel to be used is safe and suitable for operation in the waters in which the work is to be performed, and that experienced staff will be used for operation of the vessel as well as the position and recording/depth finding equipment.

D. Provide the independent hydrographic surveyor firm name, qualifications and experience and show how the surveyor meets the minimum requirements stated in this specification. Names and resumes for all survey field personnel, and their responsibility to the independent hydrographic surveyor, shall be included.

E. The Contractor shall list any other personnel not directly employed by the hydrographic surveyor that will be performing surveying for the hydrographic surveyor. Provide qualifications, experience, and describe their responsibility to the Contractor and the independent hydrographic surveyor.

F. When Global Positioning Systems are used for surveys required in this section, show how the GPS will be used to follow EM 1110-2-1003.

When conventional survey systems (total station, etc.) are used, show how they will follow procedural guidance and specifications of EM 1110-1-1005.

G. Survey Control Plan - a horizontal and vertical control plan shall be submitted. The plan shall include procedures for local control to be verified through two published primary NOAA tidal benchmarks.

Horizontal local control to be verified in the field.

H. Survey Quality Assurance/Quality Control Plan - describe how the independent licensed surveyor will provide the QA/QC of their survey in accordance with the EM 1110-1-1005 and/or EM 1110-2-1003.

1.7 CERTIFICATION

When hydrographic or both hydrographic and topographic surveys are required, the Contractor shall provide an independent hydrographic surveyor who is a Professional Land Surveyor (PLS) with a license valid in the State of Alaska, and have current hydrographic certification from the American Congress for Surveying and Mapping (ACSM). The surveyor shall document at least 3 years of experience in hydrographic surveying of navigable channels.

When only topographic surveys are required, the Contractor shall provide an independent surveyor who is a Professional Land Surveyor (PLS) with a license valid in the State of Alaska. The surveyor shall document at least 3 years of experience in surveying civil works projects similar to this contract.

1.8 GPS ENABLED CONSTRUCTION EQUIPMENT

Data acquisition performed by GPS enabled construction equipment will be acceptable for areas below 0.0 foot MLLW for interim survey submittals only. GPS enabled construction equipment shall meet all topographic and hydrographic survey requirements, including QA/QC and accuracy standard requirements. ...AM#3

1.9 GOVERNMENT-FURNISHED DATA

The COR will provide the Contractor with CD-ROM disk(s) containing data in the AutoCAD DWG format meeting current version Architect Engineering and Construction (A/E/C) CAD standards, and capable of producing a basic survey contract drawing, complete with area map, borders, title block, and miscellaneous information.

PART 2 PRODUCTS

2.1 SURVEYS

The Contractor shall provide surveys through use of an independent hydrographic/topographic survey firm as specified in this section and in accordance with EM 1110-2-1003 and EM 1110-1-1005. The hydrographic/topographic firm shall have the capability to plot the surveys by computer onto orthographic plan-view drawings.

The independent surveyor shall perform the following surveys in this contract:

A. Pre-construction surveys B. Interim condition surveys C. Post-construction surveys

All pre-construction and post-construction hydrographic surveys shall be Multi-beam. Interim condition AM#3... surveys if hydrographic ...AM#3 shall be multi-beam or single-beam.

Coordination with the port harbormaster/operations manager, the COR, and any other vessels operating within the survey limits is required.

A. Pre-construction surveys. A pre-construction survey of the entire survey limits shown on the contract drawings shall be conducted as follows:

1. Performed no more than 21 calendar days prior to the start of construction.

2. Performed by the Contractor's independent hydrographic/topographic surveyor.

3. Preceded by the Contractor notifing the COR in writing (by use of a serial letter) of its intent to perform a pre-construction survey at least 7 days in advance.

4. The preliminary survey package shall be submitted to the COR within 7 days of the start of the survey fieldwork.

5. If a multi-year contract, the pre-construction survey shall be conducted before the start of each season.

6. The Government shall have 7 days to review and comment on this survey.

7. The Contractor shall have 7 days from receipt of comments to finalize this survey and submit the final survey package.

8. The preliminary pre-dredge/pre-construction survey, including quantity computations, cross section drawings, QA/QC, 10 field photos, field notes and all data described in this section shall be accepted by the COR in writing (by use of a serial letter) before the start of any construction activities. The Contractor shall not start construction work without written acceptance of the pre-dredge/pre-construction survey by the Government.

B. Interim Condition Surveys. Interim Condition surveys shall be performed and submitted to the COR to verify that the project is being constructed as defined in the Contract plans and specifications and as the basis for pay estimates.

1. An interim survey shall be required 60 calendar days after Contractor mobilization each season. Additional interim surveys shall be required every 60 calendar days thereafter until Contractor demobilization.

2. The COR will have the right to request three additional interim surveys in addition to the surveys indicated above. These surveys may be requested at any time, for the entire survey limits or any portion thereof, at no additional cost to the Government.

3. For projects involving excavation, interim surveys shall cover the full extent of the survey limits of the project.

4. For construction projects, interim condition surveys shall depict original ground, and each layer of material placed or removed as of the survey date, including partially complete layers.

5. The cross-sections shall show each layer of material placed or removed, and shall be drawn as specified in this section.

6. The preliminary and final interim survey packages shall include project drawings with soundings, quantity computations, cross section drawings, QA/QC, field notes, 10 field photos, and associated data described in this section.

7. The preliminary survey package shall be submitted to the COR within 7 days of the completion of the survey.

8. The Government shall have 14 days to review and comment on this survey.

9. The Contractor shall have 7 days from receipt of comments to finalize this survey and submit the final survey package.

C. Post-construction surveys. After the completion of all construction, a post-construction survey of the entire survey limits shall be conducted as follows:

1. Performed no more than 2 days after to the completion of all

2. Performed by the Contractor's independent hydrographic/topographic surveyor.

3. Preceded by the Contractor notifying the COR in writing (by use of a serial letter) of its intent to perform a post-construction survey at least 10 calendar days in advance.

4. If a multi-year contract, the post-construction survey will be conducted at the end of each season.

5. For construction projects, the interim survey values depicting each layer placed or removed shall be shown on the post-construction drawings, with notes added to trace the point values to their respective surveys.

6. Preliminary and Final post-construction survey packages shall include all data files, cross-sections, 10 field photos and quantities as indicated in this section.

7. The preliminary survey package shall be submitted to the COR within 7 days of the start of field work for each survey.

8. The Government shall have 14 days to review and comment on this survey.

9. The Contractor shall have 7 days from receipt of comments to finalize this survey and submit the final survey package.

If project placement or depths have not been attained, the Contractor shall place and/or remove the required material and a re-survey of the entire survey limits shall be performed at no additional cost to the Government.

This process shall be repeated at the Contractor's expense until the required project placement and/or depths have been achieved in accordance with the plans and specifications.

Prior to the Contractor demobilizing from any project site, a post construction survey to determine if contract requirements have been attained over the entire project area shall be performed by the Contractor's independent surveyor within the time limits stated above. In the field, the Contractor shall provide proof, and document via serial letter, of meeting contract requirements over the entire project area to the Government's designated COR by AutoCAD display of post-processed XYZ point files superimposed with project limits. The Contractor shall acknowledge within the serial letter that re-mobilization to correct any deficiencies found will be required at its own expense.

Availability of Materials: All field notes, sketches and computations made by the Contractor in establishing the above surveys shall be available at all times during the progress of the work and for ready examination by the Contracting Officer or their representative.

2.2 SURVEY DATA AND DRAWINGS

The Contractor's independent surveyor shall reduce the survey depth soundings (and topographic shots) to the nearest one-tenth (0.1) foot referenced to mean lower low water (MLLW) in feet and provide sorted, edited, and tide corrected data in separate PNEZD (for project control components) and ENZ (for topographic and hydrographic components) comma-delimited ascii point files 3, 6, 12 and 24 ft cell size, scale sorted, and an original point file with all topographic and hydrographic component points. Point files shall be submitted in ".XYZ" file extension format with the z-values in elevation mode (points below the 0 foot MLLW elevation include a minus sign and points above the 0 foot MLLW elevation have no sign).

All surveys shall be recorded and legibly plotted across the entire survey limits as shown on the contract drawings. The soundings and topographic shots plotted on the drawings shall be in depth mode (points below the 0 foot MLLW elevation have no sign and points above the 0 foot MLLW elevation have a positive sign).

For new construction projects, such as breakwaters or revetments, data to produce cross sections for each survey shall be taken at 25-foot stations along the project control line. Elevations shall be taken at a maximum of 10-foot-intervals along each 25-foot station perpendicular to the project control line and extending 20 feet beyond the perpendicular extent of the revetment or breakwater material placement. Additional soundings and/or shots shall be taken to capture all breakpoints along the cross-section.

The DWG plots shall include all pertinent title block information, also including tables for minimum survey boundary, project area limits, disposal site limits, and control data (control to contain elevations in MLLW, notes, and/or material placment areas as required under surveys above and shall meet all current version of TR-09-2, Architectural, Engineering, and Construction (AEC) CADD standards.

Any information found in error on the government-furnished drawings provided, such as vicinity maps, notes, shorelines, floats, docks, navigational aids, control coordinates, etc., shall be brought to the attention of the COR and replaced with accurate data as it becomes known. Each DWG drawing shall contain all pertinent data respective to its survey and be legibly and accurately plotted at the above specified spacing.

2.3 CROSS SECTIONS AND QUANTITY COMPUTATIONS

For each survey, the independent hydrographic/topographic surveyor shall provide cross-sections and quantities for each 25 foot baseline station increment across the project area as drawing and data files. Plots of cross-sections shall be computer generated by the independent surveyor and plotted at a minimum scale of 1"= 20' vertical and 1" = 20' horizontal.

Horizontal and vertical scales shall be the same. For each station (or cross section), different line types shall be used to show the following:

Original ground Side slopes Design template and allowable tolerance Material placed, including all layers Material removed/excavated Material stockpiled

For each survey, a running total of the quantity removed/placed by type/area to design template, tolerance and outside the applicable tolerance shall be maintained and reported in an Excel spreadsheet.

Quantities placed or removed outside the applicable tolerance shall be deducted from the total quantity placed or removed. Calculations shall be performed using the composite method, given in cubic yards, ( the original point file, meeting the requirements specified in this section, paragraph 2.2), and submitted on the drawing sheets and in an Excel spreadsheet with each survey, and including notes stating the point file and surface build characteristics used for the calculations. For all successive surveys, including interim and post-construction surveys, quantity computations shall show the survey-to-survey change in the quantities listed above. The quantity removed/placed for each type/area shall be shown separately.

2.4 FIELD PHOTOS

Field photos shall include the vessel used for the survey with positioning equipment in place, field conditions (water and land), and any obstacles to completing the survey. Any monuments in poor condition shall be photographed.

2.5 QUALITY CONTROL

Submit all quality assurance/quality control (QA/QC) reports and field notes with each preliminary submittal. Perform all QA/QC in accordance with EM 1110-2-1003 and EM 1110-1-1005.

The hydrographer's bathymetric data format shall provide complete traceability for all positions, soundings, and correctors including sensor offsets, biases, dynamic attitude, sound speed, position, sensor position, date and time, vertical datum reducers, and sounding data from acquisition through post processing. Data quality and edit flags must be traceable.

Provide documentary evidence that calibration, performance tests, and quality control were conducted. This shall include a written log (or equivalent digital record) of sensor offset and alignment measurements, patch test calibration results, sound velocity measurements, bar checks, squat calibrations, tide/stage observations, performance test results, etc., pertaining to the survey.

Also include associated control monument quality control (level closures, etc.).

2.6 SURVEY DELIVERABLES

Each survey (pre-construction, interim, and post-construction) shall be submitted as a preliminary and a final. The COR will review and provide comments on each preliminary survey. The Contractor shall revise the survey in accordance with the comments and submit the final survey.

Preliminary surveys will either be accepted with comments or disapproved.

Preliminary Survey Package: Preliminary survey drawings shall be submitted in PDF format and in AutoCAD in an editable and searchable CIVIL 3D format.

All surfaces shall be submitted in XML format. Include quantity computations in an excel spreadsheet and summarized in a table on the drawings, cross sections, Civil 3D data, field notes, QA/QC and all supporting files. All surveys shall be organized in individual folders labeled as mm_dd_yyyy with sub folders labeled:

The preliminary survey package shall be posted to the Contractor maintained ftp site and the COR notified by email that the information has been posted. The Contractor shall also notify the COR with a serial letter.

Incomplete packages will be rejected without review.

Comments on disapproved surveys will be provided to the Contractor in a

Section 31 09 13.00 29 Page 8 serial letter. Disapproved surveys shall be revised and resubmitted within 5 days.

Final Survey Package: Final survey drawings shall address all comments submitted by the COR and include a survey number provided by the COR. All autoCAD files shall be submitted in an editable and searchable CIVIL 3D format. All surfaces shall be submitted in XML format. Include quantity computations in an excel spreadsheet and summarized in a table on the drawings, cross sections, Civil 3D data, field notes, QA/QC and all supporting files. All surveys shall be organized in individual folders labeled as mm_dd_yyyy with sub folders labeled:

The final survey package shall be a complete record of the survey; data from the preliminary survey that was not revised shall be included in the final submittal.

Final survey drawings in PDF format shall be stamped on each page, signed, and dated by the independent surveyor. One full size paper copy of the stamped, signed drawings and an 11" X 17" paper copy of the final survey data package shall be submitted along with a CD/DVD of all data. Provide a serial letter transmitting each final survey package.

2.7 EXISTING MONUMENTS

As part of the pre-construction survey, the position, elevation and condition of existing Primary and Local control monuments mentioned or shown on the drawings shall be verified by GPS or conventional methods.

The COR shall be notified of any deviances in position or elevation prior to making any corrections to the data. The COR shall also be provided any subsequent corrected survey data of any of the control monuments, which shall be in writing and stamped by a Professional Land Surveyor (PLS) valid in the State of Alaska).

2.8 ACCURACY

All surveys shall conform to requirements specified in the most current USACE Engineering Manual EM 1110-1-1005 (Engineering and Design - Control and Topographic Surveying) and EM 1110-2-1003 (Engineering and Design - Hydrographic Surveying. Specifically, the following accuracies must be obtained:

a. Horizontal Control Point Closure Standard shall be Second Order Class II referenced to Alaska State Plane based on NAD83 in U.S. survey feet.

b. Distance closure error, after azimuth adjustment, shall not exceed 1 part in 20,000 parts.

c. Traverse adjustment shall be by the Least Squares Method.

d. Vertical control shall be referenced to Mean Lower Low Water (MLLW = 0.0 feet) based on the 1983-2001 tidal epoch, holding current published NOAA/CO-OP values.

2.9 DAILY SOUNDINGS/ELEVATIONS

The Contractor shall perform soundings/take elevations on a daily basis.

The soundings/elevations shall be conducted on a 25-foot grid system covering the work area. The soundings/elevations shall be recorded by the Contractor on a scaled project drawing, shall be available daily, and compiled and submitted to the COR weekly. Such information shall be used to control work and aid in determining quantities of material placed or removed should no hydrographic/topographic survey information be available due to adverse weather conditions. No additional payment will be made for performing daily soundings/elevations. Daily soundings/elevations are not required to be performed by the independent hydrographic surveyor. Daily soundings shall be submitted separately (i.e. not as part of the pre-construction, interim or post-construction surveys).

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
