1.4.1 Navigation Safety and Coordination Plan

The Contractor shall submit a Navigation Safety and Coordination Plan as part of the Accident Prevention Plan. This plan shall include but not be limited to temporary lights at night and/or marker buoys during construction, "Notice to Mariners" and coordination with local officials, and reference to applicable U.S. Coast Guard regulations for construction vessels as well as SECTION 19, Floating Plant and Marine Activities, of

EM 385-1-1.

1.5 FIRE SAFETY

The Contractor shall obtain a permit from the organization having jurisdiction over the job site for any welding or open flame work.

1.6 DISPOSITION OF MATERIALS

Combustible and noncombustible waste material shall be disposed of off-site. No burning will be permitted.

1.6.1 Salvageable Material

Salvageable material, if not otherwise indicated, shall become the property of the Contractor. The value of such salvage shall be reflected in the contract price.

1.7 TESTS

The Contractor shall provide testing, except where specifically noted to be performed by the Government, in accordance with SECTION 01 45 04.00 29

CONTRACTOR QUALITY CONTROL.

1.8 WARRANTY OF CONSTRUCTION

a. In addition to any other warranties in this contract, the Contractor warrants, except as provided in subparagraph "i" herein, that the work performed under this contract conforms to the contract requirements

SECTION 01 19 40.00 29 Page 3 a 750 kilonewton load applied over any area equal to the width of the breakwater by an equal length of the breakwater. This load need not be taken within one unit of width from the end of the breakwater.

1.3.7 Transient Moorage Provisions

The floating breakwater shall be provided with rub strips or fenders, and bull rails. Materials for these items shall be suitable for the marine environment and shall allow for transient moorage along the full perimeter of the floating breakwater, with the exception that bull rails shall not be provided along the southern 30 meters of the east floating breakwater.

Bull rail connections shall be designed for ductile failure outside the concrete of the floating breakwater.

1.3.8 Floating Breakwater Moorage Requirements

The design of the floating breakwater shall accomodate catenary moorage lines. Moorage lines shall maintain a minimum depth of -6.1 meters MLLW within the entrance channel and maneuvering areas shown for all specified loading conditions, except that within 3 meters horizontal distance of the north floating breakwater the mooorage lines may be as shallow as -3.0 meters under lateral loads specified. This exception does not apply to the no-load depth of the moorage lines adjacent to the north floating breakwater. Breakwater deflection from the no-load condition shall not exceed 3.5 meters under the lateral loads specified. See Section 03 31 29, MARINE CONCRETE, regarding soil conditions in the project area.

1.3.9 Future Harbor Expansion

Provision shall be made for extending the east floating breakwater to the north. This shall include providing all necessary embedments to continue the floating breakwater system, as designed, farther north.

1.4 DESIGN REQUIREMENTS

The floating breakwater material shall be post-tensioned concrete. The configuration shall be such as to provide a minimum width of 6.4 meters and a minimum unladen draft of 1.3 meters. Minimum post-tensioned module length shall be 30 meters. The design drawings and calculations shall be stamped by a registered professional engineer. While it is understood that some designs may be proprietary, full disclosure of all calculations required to fully demonstrate the performance and safety of the floating breakwater for all listed environmental and loading conditions is required. Proprietary information will be protected and will not be made available to the public. Calculations shall be presented in a fully coordinated manner allowing a marine structural engineer reviewer to readily understand and follow the calculations. Calculation packages submitted which require reviewers to perform parallel calculations to produce numbers or generate understanding shall not be considered acceptable.

1.5 QUALITY REQUIREMENTS

The floating breakwater will be placed in service in a harsh marine environment at Unalaska, Alaska. The corrosion typical of marine environments is present as well as a high number of annual freeze-thaw cycles. The materials selected for use in the floating breakwater shall be such as to provide for a minimum 25-year service life with only minor maintenance. Acceptance of alternate designs shall be dependent on

SECTION 01 19 41 Page 4 providing documentation of similar structures, in similar environmental conditions, which have been in service for a time period approaching or exceeding 25-years, with a documented record of low maintenance. Alternate designs shall include a minimum of three references of owners or operators of facitities where similar floating breakwaters, in similar environmental conditions, have been in service for a minimum of 15-years. While it is recognized that alternate designs may incorporate casting the breakwater in shorter module lengths than those shown, increasing numbers of units shall be considered a detriment to long term performance, especially as it concerns maintenance. If mulitiple units are incorporated, the units shall be match-cast to ensure that they may be properly assembled and post-tensioned. If multiple units are incorporated and post-tensioning is not accomplished at the precast concrete plant, the precast plant shall be certified by the PCI Plant Certification Program for Category C1 work for casting of floating breakwater modules. PCI Plant quality control program records shall be available for review. If multiple units are not post-tensioned at the precast concrete plant the assembly/post-tensioning plan shall be included as part of the professional engineer's stamped design drawings and calculations.

PART 2 PRODUCTS

The quality of materials established in the full design provided shall be considered the minimum acceptable standard of quality for materials in alternate designs.

2.1 ConcreteCONCRETE

Concrete for the floating breakwater shall be as specified in SECTION 03 31 29 MARINE CONCRETE. Relaxation of the PCI Plant Certification requirements shall not be acceptable.

2.2 CONCRETE REINFORCEMENT

Reinforcement shall be coated in accordance with: ASTM A 767/A 767M, including compliance with the recommendations of Appendices X1 and X2.

Coating repairs shall be made in accordance with ASTM A 780 zinc rich paint, using power tool cleaning, and to a dry film thickness matching the surrounding coating.

d. Air Content. Concrete shall be air entrained and shall conform to the air limits specified below in Table 3.

e. Slump. The concrete mixture shall be proportioned to have, at the point of deposit, a maximum slump of 4 inches as determined by ASTM C 143/C 143M. Where an ASTM C 494/C 494M, Type F or G admixture is used, the slump after the addition of the admixture shall be no less than 150 mm nor greater than 200 mm. Slump tolerances shall comply with the requirements of ACI 117.

f. Chloride Ion Penetration. Floating breakwater module concrete shall be proportioned such that the chloride ion penetration, when tested in accordance with ASTM C 1202, shall give a result below 1,500 coulombs for concrete specimens tested at 56 days. Alternatively, a ponding test in accordance with AASHTO T 259 may be performed to validate chloride ion penetration in accordance with ASTM C 1202. Concrete for items other than floating breakwater modules shall not require chloride ion penetration testiong.

g. Shrinkage Limits of floating breakwater module Mixture Designs. Drying shrinkage of concrete for mixture design trial batches at 21 days of age shall not exceed 0.04 percent based on the averaged results from three or more specimens constituting a test set; however, the results from any individual specimen from the trial batches which are less than the shrinkage value obtained by subtracting 0.009 percent shrinkage from the average shall be discarded and a new average established.

Test procedures and test specimens shall conform to the following:

The "Drying Shrinkage" specimen shall be fabricated, cured, dried and measured in the manner outlined in ASTM C 157/C 157M and modified as follows:

Specimens shall be removed from molds at an age of 23 hours plus or minus 1 hour after trial batching, shall be placed immediately in lime-saturated water at 23 degrees C plus or minus 0.5 degrees C for at least 30 minutes, and shall be measured within 30 minutes thereafter to determine original length, then submerged in lime-saturated water at 23 degrees C plus or minus 2 degrees C.

Measurement to determine expansion expressed as a percentage of original length shall be made at age 7 days. This length at age 7 days shall be the base length for drying shrinkage calculations. Specimens then shall be stored immediately in a humidity control room maintained at 23 degrees C plus or minus 2 degrees C and 50 percent plus or minus 4 percent relative humidity for the remainder of the test.

Measurement to determine shrinkage as a percentage of base length shall be made and reported separately for concrete age of 7, 14, 21, and 49 days.

2.1.3 Required Average Strength of Concrete

The minimum compressive strength (fcr) of the selected mixture shall equal or exceed the strength required under ACI 301 for laboratory mixture designs and which passes the test indicated in the subparagraph entitled "Chloride Ion Penetration." The average compressive strength produced under field tests shall be the minimum compressive strength (fcr) required
