INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS

SECTION 00 22 10

SECTION 00 22 10

PHASE 1 OF A 2 PHASE DESIGN-BUILD SELECTION PROCEDURES

PART I: REQUEST FOR PROPOSAL PROCESS

1. PROCESS

The process used for this solicitation will be a two-phase Request for Proposal (RFP) wherein offerors will be evaluated on and selected from the following criteria:

Phase One (Volume I):

Experience Past Performance Organization and Technical Approach

Phase Two (Volume I):

Design Narratives Design Drawings Betterments

Phase Two (Volume II) Pricing Information Subcontracting Plan

2. CRITERIA

Each criterion will be evaluated as a discrete factor. The final determination as to the overall value of any proposal will reflect the combined effect of having considered all criteria as a whole relative to price. A firm fixed price construction contract will be awarded to the offeror who submits a proposal determined to be the best value to the Government, with price and other factors considered.

3. OFFERORS

Only those offerors that are considered to be most highly qualified within Phase One will be asked to submit Phase Two proposals. No more than three (3) offerors will be selected to submit proposals for Phase Two.

4. GOVERNMENT INTENT

The Government intends to award without discussions. Limited exchanges with offerors may be conducted for clarifications. A competitive range will be established for conducting discussions if discussions are deemed necessary.

PART II. GENERAL PROPOSAL REQUIREMENTS

1. PROPOSAL PACKAGES

Submit your proposal packages to the U.S. Army Engineer District, Alaska at the address shown in Block 8 of Standard Form 1442. The Government must receive your proposal no later than the time and date specified in Block 13 of Standard Form 1442. All offerors will receive written notice if they were or were not selected to participate in Phase-Two. Those selected for Phase-Two shall have approximately forty-five (45) days after receipt of the final RFP for submittal of the Phase-Two proposal documents. Proposal clarity, organization and cross-referencing are mandatory.

Deviations From the RFP: The minimum requirements of the RFP shall be met and proposals shall not include any deviations or exceptions. The contractor may exceed the basic design requirements of the RFP and/or propose contractor betterments.

2. PROPOSAL PACKAGE FORMAT/VOLUMES

A cover letter must be provided as the first page of Volume I and should include:

(a) Solicitation number

(b) Name, address and telephone and facsimile numbers of the firm signing the SF 1442 (and electronic address).

(c) Names, titles and telephone and facsimile numbers (and electronic addresses) of persons authorized to negotiate on the firm’s behalf with the Government in connection with this solicitation.

(d) Name, title, and signature of the person authorized to sign the proposal.

(e) A statement specifying agreement with all terms, conditions, provisions included in the solicitation and agreement to furnish any and all items upon which prices are offered at the proposed item prices.

(f) Final Proposal Revision: If required to submit a final proposal revision, the accompanying cover letter shall identify all changes made to the firm’s initial proposal.

Technical Data shall be specific and complete, and demonstrate thorough understanding of the requirements. Data shall include, where applicable, complete explanations of procedures the firm proposes to follow. Additionally, data shall demonstrate the merit of the technical approach offered and shall be orderly, specific, and complete in every detail.

Data submitted must reflect the designer's interpretation of criteria contained in the RFP. Drawings and sketches required to clarify the Offeror’s proposal should present basic concepts, arrangements, and layouts. Arrangements, layout plans and notes may be combined together on single sheets in order to simplify a presentation, so long as clarity is maintained. Firms are encouraged to provide INFORMATIVE DRAWING NOTES to convey important features of their design. Drawings are not intended to be construction detail plans.

Unnecessarily elaborate or voluminous brochures or other presentations, beyond those sufficient to present a complete and effective response, are not desired and may be construed as an indication of the firm's lack of cost-consciousness. Elaborate artwork, expensive paper and bindings, and expensive/extensive visual and other presentation aids are unnecessary.

Technical proposals will be evaluated for conformance with the basic RFP design criteria, and for the extent to which they exceed those criteria. While the intent is to keep the pre-award design effort to a minimum, proposals must provide adequate detail for evaluators to determine how the proposals meet or exceed the basic RFP design criteria. Reiteration of the RFP is not desired.

Proposal clarity, organization and cross-referencing are mandatory. Offerors shall sufficiently detail and clearly define all items addressed in Part III and Part IV.

Written portions shall be typewritten using not more than 6 vertical lines per inch in 8-1/2" x 11" format with three holes punched, in three ring binders. Schedules may be presented on 11” x 17” and may be submitted separately or folded to fit within a binder. The offeror shall label and tab their proposal consistent with the solicitation format index below. Pages can be numbered independently within each tab; the entire document is not required to be numbered sequentially. Pages changed through proposal revisions shall have the original page number with an “R” to indicate the page has been revised and the date of the revision.

No material shall be incorporated by reference. Any such material will not be considered for evaluation.

The technical proposal shall be presented in a manner that allows it to "stand alone" without the need to reference other documents.

Number of copies is as follows:

Phase One / Volume I: Original + three (3) copies (only one volume) Phase Two / Volume I: Original + three (3) copies Phase Two / Volume II: Original + one (1) copy

3. PAGE COUNT

a. Phase One/Volume I: Not expected to exceed 35 (Thirty-five) single-sided pages. Personnel resumes and performance evaluations are not counted in the page limits.

b. Phase Two/Volume I: As many pages as required. Use of original product information or high quality laser copied images is encouraged for clarity.

c. Phase Two/Volume II: As many pages as required.

Recent experience is within five years of the date the project is advertised. If the recent experience occurred five years prior to the date the project is advertised provide a narrative describing why this experience should be considered (i.e. same team members, lessons learned, etc.).

The first 3 examples as stated above in sequential order will be considered. Examples submitted in excess of the requested amount will not be considered.

TAB B: PAST PERFORMANCE

Contractor and Designer: Provide information for each project listed under Tab A to indicate past performance. The offeror may use the Past Performance Evaluation Questionnaire included at the end of this section (00 22 10) as a means to supplement the Past Performance requirement. This is especially useful if one or both parties have limited experience with Government projects or wishes to highlight specific civilian projects. The Offeror will be responsible for submitting the Past Performance Questionnaire to its customers in a timely manner.

Note: The Government will also review available recent and relevant past performance data in its possession and may contact sources outside those listed in the proposal. To avoid duplicate effort on the part of your customers, please inform the contract specialist if there are any relevant questionnaire(s) already submitted to the Alaska District that you wish to use for this proposal.

TAB C: ORGANIZATION AND TECHNICAL APPROACH

Fully describe your proposed organization, in terms of key positions including but not limited to:
