SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 03-Apr-2009 04:00 PM to 09-Apr-2009 04:00 PM.
The following are additional Questions and Answers:
Question 401: My question is in regards to Specification 03-31-29-1.8.1 which calls for the plant that produces this structure to have PCI C-3 Certification. I question whether this is in fact the correct designation for this type of work. As you may be aware, PCI does not actually have a category for concrete floating docks. The typical classification for a product is determined by the type of reinforcing in the product. Classification C-3 is for Pre-Stressed Straight Strand Structural Members. This project, whether bidding the specified or alternate design, is going to be a Pre- Cast Structure with a Post Tensioned Component. There actually isn’t any Pre-Stressing required.
It seems that the proper designation for this product would be C-1 which is for Pre-Cast Concrete Products (No Pre-Stressed Reinforcement). I would respectively request that you consider revising the specification to allow for C-1 Certification.
Answer 401: Please see revised Section 01 19 41, FLOATING BREAKWATER PERFORMANCE
REQUIREMENTS, Paragraph 1.5, QUALITY REQUIREMENTS, which is part of this amendment (AM0004).
The Following Specification Sections Have Been Changed: Replacement pages are attached.
Section 01 19 41, Paragraph 1.5 Added new PCI plant certification requirement for multiple units not post-tensioned at the precast concrete plant Added assembly/post-tensioning plan to requirements for professional engineer stamped design drawings and calculations

AM0004 DOUGLAS HARBOR FLOATING BREAKWATER DGH180942A
DOUGLAS, ALASKA
1.3.8 Transient Moorage Provisions
The floating breakwater shall be provided with rub strips or fenders and bullrails. Materials for these items shall be suitable for the marine environment and shall allow for transient moorage along the full perimeter of the floating breakwater, with the exception of the location of the future ramp.
1.3.9 Floating Breakwater Moorage Requirements
The design of the floating breakwater shall accomodate 20 inch diameter pile pile moorage as shown in the EXHIBIT drawings. Minor variations shall be considered acceptable, however, a proposal for a floating breakwater design requiring a major departure from the mooring scheme shown shall not be accepted.
1.4 DESIGN REQUIREMENTS
The floating breakwater material shall be post-tensioned concrete. The configuration shall be such as to provide a minimum width of 18 feet and a minimum unladen draft of 6.0 feet. The design drawings and calculations shall be stamped by a registered professional engineer. While it is understood that some designs may be proprietary, full disclosure of all calculations required to fully demonstrate the performance and safety of the floating breakwater for all listed environmental and loading conditions is required. Proprietary information will be protected and will not be made available to the public. Calculations shall be presented in a fully coordinated manner allowing a coastal engineer reviewer to readily understand and follow the calculations. Calculation packages submitted which require reviewers to perform parallel calculations to produce numbers or generate understanding shall not be considered acceptable.
1.5 QUALITY REQUIREMENTS
The floating breakwater will be placed in service in a harsh marine environment at Douglas which is adjacent to Juneau Alaska. The corrosion typical of marine environments is present as well as a high number of annual freeze-thaw cycles. The materials selected for use in the floating breakwater shall be such as to provide for a minimum 25-year service life with only minor maintenance. Acceptance of alternate designs shall be dependent on providing documentation of similar structures, in similar environmental conditions, which have been in service for a time period approaching or exceeding 25-years, with a documented record of low maintenance. Alternate designs shall include a minimum of three references of owners or operators of facitities where similar floating breakwaters, in similar environmental conditions, have been in service for a minimum of 15-years. While it is recognized that alternate designs may incorporate casting the breakwater in multiple units, rather than the single unit shown, increasing numbers of units shall be considered a detriment to long term performance, especially as it concerns maintenance. If mulitiple units are incorporated, the units shall be match-cast to ensure that they may be properly assembled and post-tensioned. If multiple units are incorporated and post-tensioning is not accomplished at the precast concrete plant, the precast plant shall be certified by the PCI Plant Certification Program for Category C1 work for casting of floating breakwater modules. PCI Plant quality control program records shall be available for review. If multiple units are not post-tensioned at the precast concrete plant the assembly/post-tensioning plan shall be included as part of the professional engineer's stamped design drawings and

calculations.
1.6 TURN OVER REQUIREMENTS
If assembly after transport is required, the floating breakwater shall be turned over to the City and Borough of Juneau in a fully assembed condition, ready for permanent moorage. Any such field assembly shall be accomplished in compliance with EM 385-1-1.
PART 2 PRODUCTS
2.1 Concrete
Concrete for the floating breakwater shall be as specified in SECTION 03 31 29 MARINE CONCRETE. Relaxation of the PCI Plant Certification requirements shall not be acceptable.
2.2 CONCRETE REINFORCEMENT
Reinforcement shall be coated in accordance with: ASTM A 767/A 767M, including compliance with the recommendations of Appendices X1 and X2; or ASTM A 775/A 775M, including compliance the recommendations of Appendix X2. Where zinc-coated (galvanized reinforcement is used, coating repairs shall be made in accordance with ASTM A 780 zinc rich paint, using power tool cleaning, and to a dry film thickness matching the surrounding coating.
2.3 STRESSING TENDONS AND ACCESSORIES
Concrete post-tensioning strands and accessories shall be as indicated in
SECTION 03 23 00 STEEL STRESSING TENDONS AND ACCESSORIES FOR PRESTRESSED
CONCRETE.
2.4 TIMBER BULLRAILS
If timber is used as the material for the required bullrails, timber bullrails shall meet the requirements of SECTION 06 13 33 PRESERVATIVE
TREATED LUMBER AND TIMBERWORK.
