SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

Reference Section SF 1449 - CONTINUATION SHEET, Proposal Schedule, Page 3 of 56. The Proposal Schedule provided with the solicitation is hereby deleted in its entirety and replaced with the following Proposal Schedule, (Attachment 1).

Questions and Answers:

Question 101: The submittal register included in Section 01 33 00 does not seem applicable to this contract as it has the wrong project title and location, makes reference to Specification Sections which are not included in the solicitation package (01 32 00.00 10, 01 33 29, 01 35 26, 01 45 35, 01 50 00, 01 54

20.00 10, 01 57 34.00 29, & 01 78 00), and does not make reference to any of the submittals required by Sections 01 19 40.00 29, 03 23 00, 03 31 29, or 06 13 33. Please replace the register with the correct one.

Answer 101: Please see revised Section 01 33 00, which is part of this amendment (0001).

Question 102: Section 03 31 29, Paragraph 1.8, states that the precast plant must possess a PCI Plant

Certification and that the plant must be regularly engaged in the production of precast concrete work of similar scope and magnitude to that required for this contract. We have build two of these types of floats in the past but we are not a PCI plant. We are a construction company and have the experience, workers, and facility to easily build this breakwater at our waterfront site in Tacoma, Washington. I request that you delete the requirements of Paragraph 1.8 and use the experience statements included in each bidder’s Technical Proposal to evaluate whether or not they have sufficient experience needed to undertake the work included in this contract.

Answer 102: In addition to the specification paragraph referenced, please see Section 01 19 41, FLOATING

BREAKWATER PERFORMANCE REQUIREMENTS, Paragraph 2.1, Concrete, which states, “Relaxation of the PCI Certification requirement shall not be acceptable.” The solicitation documents remain unchanged as a result of this question.

Question 103: I did not see a design waterline on the drawings. Is this information available?

Answer 103: Please see C/S4.02/S4.02, FBW END ELEVATION, on Sheet S4.02 where the approximate still water line is indicated. The Government does not intend to provide a more precise location for this approximate still water level. The solicitation documents remain unchanged as a result of this question.

Question 104: Design for the BW, is shown as one piece 230ft, would the Corps of Engineers accept 2 pieces match cast & post tensioned together?

Answer 104: Please see Section 01 19 41, FLOATING BREAKWATER PERFORMANCE

REQUIREMENTS, Paragraph 1.5, QUALITY REQUIREMENTS, where casting the floating breakwater in multiple units is discussed. The solicitation documents remain unchanged as a result of this question.

Question 105: Would alternate designs be accepted if they meet the performance requirements?

Answer 105: Please see Section 01 19 41, FLOATING BREAKWATER PERFORMANCE

REQUIREMENTS, Paragraph 1.1, SCOPE, which states, “This section includes the performance, design, and quality requirements for the floating breakwater if the design provided is not used.”

The solicitation documents remain unchanged as a result of this question.

Question 106: Section 03 31 29 1.8.6.5 Aggregates on page 13 - We would request acceptance of ASTM C1293 in lieu of C227 and C1260. The C1293 test is a long term test and is the preferred method of determining potential ASR expansion (see http://www.cement.org/tech/faq_ASR.asp). We have never had a problem with ASR using our local aggregates, but we have had a problem with the C1260 test because it is so aggressive.

Answer 106: Section 03 31 29, paragraph 1.8.6.5 Aggregates: Change the second sentence in this paragraph to read, “Provide results of tests conducted in accordance with ASTM C 227 and ASTM C 1260, or in accordance with ASTM C1293.” Same Section, paragraph 1.1 REFERENCES: Add “ASTM C 1293 (2008b) Standard Test Method for Determination of Length Change of Concrete Due to Alkali-Silica Reaction” in the list of ASTM INTERNATIONAL (ASTM) references. The solicitation documents are narratively changed as a result of this question and the accompanying answer.

Question 107: Section 03 31 29 2.1.2.f Chloride Ion Penetration on page 16 - We would request a change from

750 to 1500 Coulombs. 750 is an extremely low requirement, especially for air entrained concrete. 1500 has been the typical requirement for Navy and Corps of Engineers projects.

Answer 107: Section 03 31 29, paragraph 2.1.2 f. Chloride Ion Penetration: Change the first sentence of this paragraph to read, “Concrete shall be proportioned such that the chloride ion penetration, when tested in accordance with ASTM C 1202, shall give a result below 1,500 coulombs for concrete specimens tested at 56 days.” The solicitation documents are narratively changed as a result of this question and the accompanying answer.

Question 108: I cannot find the contract time or the liquidated damages amount. Please provide both of these.

Answer 108: The contract completion date is added as part of this amendment (0001).

Since the government is procuring this floating breakwater as a commercial supply item and not as construction the Liquidated Damages clause was not added.

Question 109: I am confused as to whether or not Buy American provisions apply. On page 26 none of item 29 is checked as applicable. However, on page 46, item 4 is checked as applicable. Please clarify.

Answer 109: The Buy America Act clauses and provisions specified in the Defense Federal Acquisition

Regulation Supplement (DFARS) apply instead of the Buy America Act clauses and provisions specified in the Federal Acquisition Regulation (FARS). Offers are reminded that DFARS Part 25 applies to this solicitation including Subpart 225.502 which allows offers that include end products from qualifying and free trade agreement countries to be exempt from the Buy America Act. If offerors propose to provide products from these sources, then they shall complete the appropriate certificate in DFARS Clauses 252.225-7000, 252.225-7020 or 252.225-7035.

Question 110: On page 29, there is an unusual provision regarding progress payments which seems to be more applicable to a cost plus type of contract. I request that you delete this provision and replace it with 52.232-5, Payment under Fixed Price Construction Contracts.

Answer 110: As indicated above since this procurement is a commercial supply item and not construction then

FAR Clause 52.232-5 would not apply. Clause at 52.232-16, Progress Payments is included because the government intends to provide for progress payments based on costs.

Question 111: I am confused by what you want submitted with our offer.

a) Page 4 states that we should provide with SF 1449:

i) “(4) A technical description of the items being offered in sufficient detail…” Please state exactly what technical description you want (the plans and specifications are already quite detailed as to what is to be provided under this contract) and where on SF 1449 we are to place this description.

ii) “(5) Terms of any express warranty”. Please state exactly what express warranty you want (Section 01 19 40.00 29, Paragraph 1.5, already states the exact warranty which is required by this contract) and where on SF 1449 we are to place this warranty language.

b) Please state specifically which pages of the solicitation documents you want submitted with our offer.

Answer 111: Information has been added to the Proposal Schedule which specifies the information offerors will need to submit as part of their proposal.

In addition to the warranty provisions in the solicitation, offerors shall provide information on any additional warranties provided as part of their proposal.

The Following Specification Sections Have Been Changed: Replacement pages are attached.

Section 01 19 41, Paragraph 1.3.1 Added “linear” and changed “psf” to “plf”

Section 01 19 41, Paragraph 1.3.4 Changed “psf” to “plf”

Section 01 19 41, Paragraph 1.4 Corrected spelling of “post-tensioned”

Section 01 33 00, Submittal Registers Attachment Replaced all three submittal register pages, which are pages 5 through 7 of this specification.

The following narrative changes are made to the specifications

Section 03 31 29, Marine Concrete

Paragraph 1.1 REFERENCES: Add “ASTM C 1293 (2008b) Standard Test Method for Determination of Length Change of Concrete Due to Alkali-Silica Reaction” in the list of ASTM INTERNATIONAL (ASTM) references.

Paragraph 1.8.6.5 Aggregates: Change the second sentence in this paragraph to read, “Provide results of tests conducted in accordance with ASTM C 227 and ASTM C 1260, or in accordance with ASTM C1293.”

Paragraph 2.1.2 f. Chloride Ion Penetration: Change the first sentence of this paragraph to read, “Concrete shall be proportioned such that the chloride ion penetration, when tested in accordance with ASTM C 1202, shall give a result below 1,500 coulombs for concrete specimens tested at 56 days.”

U.S. ARMY CORPS OF ENGINEERS (USACE)

EM 385-1-1 (2008) Safety -- Safety and Health Requirements

1.3 PERFORMANCE REQUIREMENTS

The following requirements shall be considered to be the minimum acceptable performance requirements for the floating breakwater.

1.3.1 Wave Loading - Installed Position

The floating breakwater shall be designed for all wave loadings up to and including a wave train with significant wave (Hs) = 3 feet with a maximum period of 2.7 seconds. This wave may impact the floating breakwater from any angle including with the direction of wave propagation perpendicular to the length of the floating breakwater. The minimum design load from this wave shall be taken as 86 pounds per linear foot (pslf) of breakwater length. This full load shall be used in combination with the transient moorage wind load indicated below. In addition, the floating breakwater shall be designed for a wave train with significant wave (Hs) = 3.4 feet with a period of 3.4 seconds with the direction of wave propagation parallel to the length of the floating breakwater. As a minimum, a multiplier of 1.67 shall be used to adjust wave height to H1/100 for all

SECTION 01 19 41 Page 2 floating breakwater internal structural design requirements. Thus, a minimum wave height of 5.01 feet shall be used for general structural design requirements and a minimum wave height of 5.68 feet shall be used for hogging and sagging moments and related structural design requirements.

1.3.2 Wave Transmission - Installed Position

The floating breakwater shall limit the transmitted wave to no greater than 1 foot on the harbor side under all incident wave conditions indicated above.

1.3.3 Loading - Construction Related Activities

The floating breakwater design shall include provision for all construction related activities such as handling, transportation, and site deployment.

1.3.4 Transient Moorage Wind Loading

The floating breakwater shall be designed for transient moorage considering: 80 foot long vessels moored on each side of the floating breakwater; average vessel height of 12 feet; and a sustained wind velocity of 45 miles per hour (mph) over one minute. The minimum design load from these conditions shall be taken as 175 pslf of breakwater length.

1.3.5 Extreme Wind Loading

The floating breakwater shall be designed for Taku winds blowing perpendicular to the length of the floating breakwater at sustained speeds of 110 mph. Winds greater than the transient moorage wind speed given of 45 mph shall only be considered to occur when the floating breakwater is not being used for transient moorage. Effects of icing during Taku winds may be disregarded as accumulation of ice shall be considered to be offset by a corresponding decrease in freeboard.

1.3.6 Vertical Live Load Capacity

The uniform live load capacity of the floating breakwater shall be not less than 100 psf. Such loading shall be considered to be continuous over the entire deck surface, and alternatively to occur in any combination of unbalanced conditions. The floating breakwater shall be designed to carry a 65,000 pound load applied over any area equal to the width of the breakwater by an equal length of the breakwater. This load need not be taken within one unit of width from the end of the breakwater. The floating breakwater shall be designed for the future installation of an 80 foot long by 6 foot wide covered aluminum ramp bearing on the west end.

The vertical reaction from this ramp shall be taken as 30,000 pounds and shall be assumed to act at the west end of the breakwater as indicated on the drawings.

1.3.7 Draft Restrictions

At the west end of the floating breakwater, the existence of the northwest rubblemound breakwater (see exhibit drawings) limits the draft of the floating breakwater. In the unladen condition, the section of the floating breakwater over the rubblemound breakwater shall not draft more than 6.5 feet, and shall not draft more than 8 feet when loaded to full live load capacity.

SECTION 01 19 41 Page 3

1.3.8 Transient Moorage Provisions

The floating breakwater shall be provided with rub strips or fenders and bullrails. Materials for these items shall be suitable for the marine environment and shall allow for transient moorage along the full perimeter of the floating breakwater, with the exception of the location of the future ramp.

1.3.9 Floating Breakwater Moorage Requirements

The design of the floating breakwater shall accomodate 20 inch diameter pile pile moorage as shown in the EXHIBIT drawings. Minor variations shall be considered acceptable, however, a proposal for a floating breakwater design requiring a major departure from the mooring scheme shown shall not be accepted.

1.4 DESIGN REQUIREMENTS

The floating breakwater material shall be post-tennsioned concrete. The configuration shall be such as to provide a minimum width of 18 feet and a minimum unladen draft of 6.0 feet. The design drawings and calculations shall be stamped by a registered professional engineer. While it is understood that some designs may be proprietary, full disclosure of all calculations required to fully demonstrate the performance and safety of the floating breakwater for all listed environmental and loading conditions is required. Proprietary information will be protected and will not be made available to the public. Calculations shall be presented in a fully coordinated manner allowing a coastal engineer reviewer to readily understand and follow the calculations. Calculation packages submitted which require reviewers to perform parallel calculations to produce numbers or generate understanding shall not be considered acceptable.

1.5 QUALITY REQUIREMENTS

The floating breakwater will be placed in service in a harsh marine environment at Douglas which is adjacent to Juneau Alaska. The corrosion typical of marine environments is present as well as a high number of annual freeze-thaw cycles. The materials selected for use in the floating breakwater shall be such as to provide for a minimum 25-year service life with only minor maintenance. Acceptance of alternate designs shall be dependent on providing documentation of similar structures, in similar environmental conditions, which have been in service for a time period approaching or exceeding 25-years, with a documented record of low maintenance. Alternate designs shall include a minimum of three references of owners or operators of facitities where similar floating breakwaters, in similar environmental conditions, have been in service for a minimum of 15-years. While it is recognized that alternate designs may incorporate casting the breakwater in multiple units, rather than the single unit shown, increasing numbers of units shall be considered a detriment to long term performance, especially as it concerns maintenance. If mulitiple units are incorporated, the units shall be match-cast to ensure that they may be properly assembled and post-tensioned.

1.6 TURN OVER REQUIREMENTS

If assembly after transport is required, the floating breakwater shall be turned over to the City and Borough of Juneau in a fully assembed condition, ready for permanent moorage. Any such field assembly shall be accomplished in compliance with EM 385-1-1.
