Vendors Questions and Government Answers

RE: Solicitation W91151-25-Q-0018, 1ACBT Redeployment

1. How many axles are required for the heavy Removable gooseneck?

Answer: This will be amended to a Light Removable gooseneck. I believe this is determined by the heaviest vehicle type that will be required to be moved. For us, it is the M1A2. Are you asking for dimensions? If you can provide context, I can get a more precise answer.

2. What is the weight and dimensions of the loads needing to be transported?

Answer: Please refer to the provided Unit Density List (UDL)

3. Will the loads be hauled on the highway or inside a facility? If on highway what is the distance?

Answer: The loads will be hauled inside Fort Cavazos and West Fort Cavazos.

4. Currently, the solicitation does not specify the planned number of truck runs, nor the expected weight or type of the hauled cargo. We request that you provide a density list or any comparable documentation, so all offerors have a clear and consistent basis for evaluating scope and pricing.

Answer: Unit Density List (UDL) is provided.

5. The solicitation does not specify distances or locations for loading and unloading, further complicating pricing. More clarity is necessary since fuel consumption and transit time are critical cost drivers. More information is needed on the following:

Loading and Unloading Points (Coordinates)

Any Traffic Constraints (roads restricted for use or special travel conditions) Answer: The team has not identified any notable traffic constraints. This could change due to situations on post the week that the execution is expected to start.

Item-by-Item Breakdown of loading and unloading points correlating with the density list.

Answer:

Name: Unit Name Description: MP (Motor Pool)

6. The agency identifies 16 days of performance (CLINs 0001, 0002, 0003, and 0004), yet also suggests that weekend work might be required if the KO deems it necessary—at the contractor’s expense since this is a fixed-price contract.

Clarification is needed that work will only be performed on the specified 16 weekdays or If weekend work will be required.

Answer: The solicitation will be amended to include CLINs for Optional Weekend Work. This will allow for the Contractor to quote on weekend work. A bilateral modification will be created to exercise optional weekend work if weekend work is necessary.

7. The solicitation on page 13 identifies an option to extend the contract for a 5-year period.

Can you please clarify the pricing mechanism and ordering terms for such an extension under the current CLINs structure?

Answer: Clause 52.219-9 will be removed from the solicitation.

8. No WAWF (Wide Area Workflow) information has been applied to Solicitation No.

W91151-25-Q-0018. We would appreciate clarification on whether this solicitation will indeed proceed to award, along with any details on how vendors are expected to submit invoices or track performance if awarded under this solicitation when no WAWF information has been applied.

Answer: The Government intends to proceed to award. 252.232-7006, WAWF Clause, will be updated to included details on how vendors are expected to submit invoices on the actual contract that is awarded to a vendor. This detailed information will not be included on the solicitation.
