MEMORANDUM FOR Ft. Hood Mission Installation Contracting Command (MICC).
SUBJECT: Requests for Information and discussion points from Site Visit for DQA210041J PB2242 JBLM North Perimeter Fence Obscuration MCF. PCF# # PANMCC-22-P-0000 012850.
1. The site visit for this project occurred on 08/04/2022 at 1000. Representatives from A&D
Construction and All-Round Fence were present. The following will summarize RFIs and answers.
2. RFI 1. Will the contractor provide temporary fencing to maintain security during construction?
a. Yes. Contractor shall provide temporary fencing to maintain security of any gaps in the perimeter fence during construction. See AMEND 1 SOW Para 1.4.1.1 (d).
3. RFI 2. Does the government want to recuse existing posts by using a slip over method of post installation?
a. No. This contract requires demolition of the existing fence and full replacement meeting specifications outlined in the AMEND 1 SOW Para 1.4.1.1 (c).
4. RFI 3. Will the government provide a laydown yard?
a. Yes. Laydown yard/area shall be provided at the parking area adjacent to the Union
Ave Gate. See ATT 2 ATT2 PERIMETER FENCE.
5. RFI 4. Point of discussion regarding Wind Load calculations. Will the contractor be required to provide wind load calculations?
a. No. Upon further review after the site visit, minor design changes were implemented based of the FE-& standard. Consulting engineers agreed that an increasing post size and reducing the spacing would provide the additional strength required to meet projected wind load. See AMEND 1 SOW Para 1.4.1.1 (c).
6. RFI 5. Is the linear feet number estimated in the SOW accurate enough for the proposal.
a. No. this was an initial estimate taken by using GIS system. All Round Fence, Ron
Dayley wheeled the actual length and all parties agreed to use 1300ft for proposal purposes.
7. RFI 6. Does the section of fence between the inner and outer Union Ave Gates need to be replaced as shown in the drawing ATT 2 Perimeter Fence?
a. NO. The original start point of fence replacement included a section of fence between the inner and outer Unions Ave Gates. This section of fence is new and does not need to be replaced. See Amended drawing ATT 2 Perimeter Fence; the start point of replacement has been moved from the corner of the inner gate to the corner of the outer gate.
8. RFI 7. Does the fence require barbed tape on the double outrigger as specified for FE-8 type security fences as shown on ATT 1 Security Fence Detail?
a. No. Although the new fence is 8ft in height, it is still built to FE-7 standards except for the design changes outlined in AMEND 1 SOW Para 1.4.1.1 (c).
