Fort Hood Network Enterprise Center (NEC) Visit Request Instructions As of 5 November 2021

ALL personnel visiting the Fort Hood NEC are required to provide a Visit Authorization Letter (VAL)/Visit Authorization Request (VAR) a minimum of five working days prior to arrival. This includes DA civilians, military and contractors.

As per DOD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), January 1995, Chapter 6, paragraph 6-103, Visit Authorization Letters (VAL):

Contractors not in the Defense Information System for Security (DISS) shall include the following information in all VALs:

1. Company name, address, and telephone number.

1. CAGE code and certification of the level of the facility security clearance, if applicable.

1. Name, SSN, date and place of birth, and citizenship of the employee intending to visit.

1. Certification of the proposed visitor’s personnel clearance and any special access authorizations required for the visit (if the individual does not have a security clearance, state “NO CLEARANCE” in this section.

1. Organization and names of person to be visited (example: Tyrun McGriff).

1. Provide the purpose of the visit.

1. Date or period of visit.

1. For non CAC card holders (military ID), driver’s license number and state of issue required.

The preferred method to provide a visit request is via DISS. The NEC’s DISS SMO code is: W6R9AA6. Please list the NEC POC you have coordinated the visit with and not the security manager’s name in the POC section of the DISS visit request. If DISS is not available, VAL may be e-mailed to pearlie.w.booker.civ@army.mil or marie.a.rosa-rivera.civ@army.mil in PDF format or faxed to: 254-285-6413. Faxed or e-mailed VAL must include all information listed in paragraphs 1 through 8 above, be on Company Letterhead and signed and submitted by a company official such as the Facility Security Officer or designated Human Resources personnel. Visitors are not authorized to submit their own information.

All personnel without a CAC card will be required to stop at the Fort Hood Visitor’s Center to obtain a vehicle pass for entry to the installation. If they are driving their POV, ensure they have current driver’s license, vehicle registration and proof of insurance. If driving rental car bring your rental agreement in with you. The Visitor’s Center is open 24 hours daily. Please keep in mind that during the workday early morning hours, the wait to receive a vehicle pass can be up to two hours.

Non-CAC holders who are a passenger in a vehicle driven by a CAC holder will present a valid picture ID to the guard at the gate for access to the installation.

Defense Department installations will no longer accept driver's licenses from Illinois, Minnesota, Missouri, and Washington as proof of identity for access control purposes, according to DoD officials. Therefore, visitors to Fort Hood with Driver’s License from these states must also have with them one of the following: U.S. passport or U.S. passport card, Veteran's Health ID card, DHS "trusted traveler" cards, Transportation Worker Identification Credential card, select University, library or school cards containing a photograph, name, and expiration date.

Acceptable forms of identification: non-government photo identification with a person's name and address, birth certificate or document with a person's full name and date of birth, utility bill or other documentation showing the person's name and address of principal residence, Vehicle registration with name and address. The visitor(s) will keep their driver's license with them for driving purposes.
