About this file
This document outlines a performance requirements summary table for grounds maintenance services at multiple military installations. The table specifies eight required services including mowing, inactive mowing, weed control of shrub beds, pruning of shrubs at building 1001, chemical trimming of fence lines and runways, and chemical sterilant spraying of specified areas. For each required service, the table identifies performance standards, acceptable levels of performance, surveillance methods including the basis for inspection lots, and the task value percentage of the contract price. The document also notes the formula used to calculate payment deductions based on unacceptable performance levels identified during surveillance using checklists.
The related federal contract opportunity is pre-solicitation number W91151-19-R-0005 for grounds maintenance services issued by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood. The description notes no additional details. The performance requirements summary provides contractors with information on the key grounds maintenance services required and performance metrics that will be used for surveillance and calculating potential payment deductions.

PERFORMANCE REQUIREMENTS SUMMARY
Performance Requirements Summary (PRS) Table. The PRS that follows provides the following information.
Required Service. Lists the contract requirements which are considered necessary for acceptable contract performance. The absence of any contract requirement from this table does not relieve the Contractor of compliance with all of the contract requirements.
Paragraph Number. Contains the standards that each contract requirement shall meet or exceed.
Standards. Brief description of the standards for the respective “Required Service”.
Acceptable Level of Performance (ALP). The maximum allowable deviation from perfect performance. This quantity is found by multiplying the number of services provided by the designated ALP percentage. Rejections exceeding this quantity may result in payment deduction.
Method of Surveillance. Sets forth the primary surveillance methods that the Government will use to evaluate the Contractor’s performance in meeting the contract requirements. Definition of the lot used as the basis for surveillance or for payment computation purposes is also included in this column.
Task Value Percent. Sets forth the percentage of the contract price (the proportion of the required service to the total contract price of the respective contract line items (CLINS)) that each required service represents.

Samples are determined by ANSI/ASQ Z1.4-2003 (MIL-STD 1916) tables. Surveillance is conducted using a checklist.
A rejection of a checklist item is a rejection of that sample. The Contractor will be provided a copy of the checklist.
Formula for calculating deduction from contract payment based on PRS table (for each required service:
(Quantity of Samples that are Defective) / (Total Quantity of Samples) x 100% = X %
(X% - ALP) x (Task Value Percent) x (Billing Period Cost) = Total Deduction for the Month
Note: Government surveillance of contractor performance is not limited to the Performance Objectives as outlined in this PRS. The government reserves the right to conduct compliance surveillance of any contractual requirement of this acquisition.
