The required performance has changed from Replace # 2 Chiller at A/C Refrigeration Plant, Building 37015, this is an "Invitation for Bid" see section 00100 of this document for specific instructions A Bid Guarantee is required (See Section 00100, FAR Clause 52.228-1). Performance and payment bonds are required (See Section 00700, FAR Clause 52.228-15). As required by FAR 36.204, the estimated magnitude of this project is between $500,000.00 and $1,000,000.00. The NAICS for this acquisition is 238220, Plumbing, Heating, and Air- Conditioning Contractors (SB size standards $15 million) This Acquisition is 100% set aside for Women Owned Small Business concerns only; no large business bids will be accepted. The awarded of this contract will be required to provide a superintendent through completion of the project (see section 00700, FAR Clause 52.236-6).

Project Manager, Quality Control and Superintendent Position are considered key positions. These positions SHALL NOT be subcontracted and must work directly for the prime contractor. INSTRUCTION TO OFFERORS

Any bids received in response to this solicitation SHALL carry a 120 day acceptance period before prices need to be verified, extended or re-negotiated.

1. Submission of Bids

The sealed bid shall be supported by a draft progress schedule that demonstrates the offeror's understanding of the work requirements, phasing of work between buildings, and estimated time frames for ordering and installing equipment. Bidders are required to provide a CD copy of their bid documents with their IFB submission.

2. Public Bid Openings

Please refer to Block 13A of the 1442. Anyone wishing to attend the bid opening MUST notify the Contracting Officer (roy.r.cantrell2.civ@mail.mil) and Contract Specialist (mark.c.green.civ@mail.mil) by email no later than 29 March 2019 at 10:00A.M. CST with a firm commitment to attend.

3. Pre-requisites for Speciality Trade Licensure and Certification

Mechanical HVAC license Class A (with minimum 3-5 years of experience), Certification Master Plumber, License Master Electrician, Certification

In responding to this solicitation for bids, the bidder shall provide copies of certifications/training identified above and below as a part of the bid. Failure to provide this documentation will render the bid non- responsive and no further consideration will be given to that bidder for award of this contract. No substitution of the individual possessing the required pre-qualifications will be authorized without the written approval of the Contracting Officer, and no time will be allowed for the contractor to acquire the required training/certification after the contract is awarded.

4. Work Experience

The prime contractor shall demonstrate that it possesses general construction contract management by providing at least three examples of relevant work experience within the last 5 years in an awarded contract similar to the requirements stated in this solicitation. Documentation shall be submitted with the bid and include the contract number, the date of contract award, the customer's name and contact information, the awarded dollar value, the value of the contract at completion, a description of all work elements included in the contract, the number and type of specialty trades needed to complete the contract, the period of time allocated for completion of the work and actual time required to complete the work (include reasons for time extensions).

Federal work experience is preferred; however, the Government will accept work experience from both State and institutional and commercial contracts as well. No residential work experience will be considered appropriate for this purpose. Failure to provide this documentation will render the bid/offer non-responsive and no further consideration will be given to that bidder for award of this contract.

5. Pre-Bid and Pre-Construction Conferences

The Contracting Officer will conduct a pre-bid/pre-proposal conference in conjunction with the site visit. All potential bidders/offerors attending the site visit are highly encouraged to attend the pre-bid/pre-proposal conference. Information on the scheduled Site Visit is located in FAR 52.236-3 SITE VISIT (CONSTRUCTION) (FEB 1995) of this solicitation. Space limitations dictate that no more than two representatives from each company attend. The Contracting Officer will review solicitation submittal requirements, and other administrative matters critical for successful and timely performance of the work.

The Contractor shall attend a Government coordinated preconstruction conference within 10 calendar days of contract award. As a minimum, the conference shall be attended by the contractor’s appointed project manager, the superintendent, the QCM, and administrative personnel responsible for preparation of contract documents, certified payroll records and invoices. The contractor shall deliver letter appointments of its key personnel that include each individual’s duties, roles and responsibilities.

6. Subcontractor List

Offerors shall submit a list of proposed subcontractors as an attachment to their bid. If offeror does not intend on utilizing subcontractors (self-perform), offeror shall state so in their bid. Failure to provide this listing or statement will render the quote nonresponsive and eliminate the offer from further consideration for award.

Responses to Questions from Industry (RFIs)

1. Drawing M-601 Water Cooled Magnetic Bearing Chiller Schedule the CAP TONS shows 1,300. Are they requesting a 1300 ton or 1-300 ton chiller?

Ans. The government wants a 1300 ton chiller, Trane Brand name.

2. Are we to pull out existing wire?

Ans. Yes. Remove and replace existing elec. wiring.

3. Are we to use existing conduit?

Ans. Yes. Existing conduit can be reused.

4. Are we to pull in 2000 amperage wire for new chiller?

Ans. Yes.

5. Are we to install new 2000 amperage breaker in existing switchgear?

Ans. Yes.

6. Are all outages on existing switchgear to be on off hours or weekends?

Ans. All outages will be coordinated through the COR. All work will be done during normal hours.

An outage for the switchgear needs to be scheduled on weekends with the COR.

7. During the site visit it was discussed to leave the existing chilled and condenser water piping in place and only replace the pipe necessary to replace the chiller. Please confirm that this is the intent.

Ans. yes, the contractor will be responsible to reconnect piping and ensure proper condenser water and chilled water piping connections before ordering the new chiller. Also, the contractor will be responsible to replace all sensors, gauges, valves, thermometers...etc at new chiller.

8. During the site visit it was conveyed that only a Trane magnetic bearing chiller model CVHF 1300. This chiller type is a new product offering for Trane. We typically are cautious on installing new product lines that do not have a proven track record in the field. Will other chiller manufactures be acceptable provided that they meet or exceed the scheduled performance?

Ans. No, the government needs to install a Trane Chiller.

9. The new chiller specified indicates R134a type refrigerant. It was noticed during the site visit that all other chillers use R123 as the refrigerant and the refrigerant detection system is specific to that refrigerant.

Please confirm that the intent is to provide a new refrigerant leak detection system appropriate for the new chiller refrigerant type.

Ans. SEE revised drawings, sheet M-601, the new chiller will be equipped with R514 refrigerant per manufacturer specs. Also, see sheet M-101 for installation of a new refrigerant leak detection system appropriate for the new chiller refrigerant type.

10. Please confirm that if the existing electrical conductors are sufficient in size for the new chiller load that they will be allowed to be reused.

Ans. NO, the contractor will provide new electrical conductors for the new chiller as stated in sheet M-101.

11. Please provide Electrical As-Builts of facility.

Ans. The government will provide electrical as-built for info purposes only- (attachment A).

12. Technical Exhibit A Specifications includes several specifications and submittal requirements that do not appear applicable to this project. Please confirm this is a boiler plate document and only submittals and specifications that apply will be used for this project.

Ans. Concur.

13. There are requirements in the Specification for a Project Superintendent, Quality Control Manager, and Site Safety and Health Officer. Specification Section 01 45 01.00 20 indicates this requirement in Paragraph 3.1 Please confirm whether one person can serve all three of these roles for this project since it is a smaller project being performed in a limited area.

Ans. No, the government required the contractor to follow the specification requirements for a Project Superintendent, Quality Control Manager, and Site Safety and Health Officer as stated in Section 01 45 01.00 20.

14. Is the intent of the contract to provide uninterrupted service to the building during construction or is a cooling outage during construction acceptable? Are temporary chillers required to be carried in the contractor cost?

Ans. There is no need for a temporary chiller and any outage will be coordinated with the COR ahead of time.

15. In the Solicitation Document, under Pre-Requisites for Specialty Trade Licensure and Certification it lists Mechanical HVAC license, Master Plumber, and Master Electrician license to be submitted. Based on the Statement of Work there does not appear to be any plumbing work on this project. As such, will a Master Plumber license be required?

Ans. No.

16. The chiller for this project is expected to have a 10-12 week lead time. Will the contractor be able to negotiate when the NTP start date will occur based on lead time of the chiller to ensure the project can be completed within 120 days of NTP as required.

Ans. No. the contractor will be responsible for any time delays and will be charged per LD (LIQUIDED DAMAGES).
