Responses to Questions for W91151-16-R-0013
1) Who is the incumbent? What is the current annual contract value?
RESPONSE: The incumbent is Emergency Planning Management, Inc. The current contract number is W91151- 12-D-0005.
2) Can the US Army provide the monetary value of all IDIQ work completed over the course of the current contract, preferably broke out by fiscal year?
RESPONSE: See response to Question #1.
3) Back flows are listed in both Exhibit R and Exhibit J. Exhibit R defines the quantity as 329 and Exhibit J list the quantity as 69. For the purpose of pricing should these exhibits be combined for a total of 398 back flows or is the 69 quantity included in Exhibit R's total?
RESPONSE: No, The backflow devices that are listed in Technical Exhibit J are the same ones listed in Technical Exhibit R. Technical Exhibit R, Backflow Assemblies Inventory, has the current total of backflow devices, which is 329 devices.
4) In regards to the 5 year inspections to be completed during the base contract, please confirm the following requirements per UFC-3-600-02.
Fire Alarm Detection:
Perform sensitivity testing on all smoke detectors & remove any smoke detectors currently installed that are not required by UFC 3-600-01.
Wet Pipe Sprinkler:
Clean and inspect internal alarm valve Confirm correct solution mixture of anti-freeze loops (not applicable at this location)
Wet, Dry, Deluge, Water Spray and Pre-action sprinkler systems:
Clean and inspect internal of strainers
Water Mist systems:
Pressurize cylinders to verify operability conduct flow test verify water quality water tanks - drain, inspect structural integrity prior to refilling Test sample size of nozzles Hydrostatic test storage vessels for pressure
Low Expansion Foam:
Spot check interior piping for deterioration within the distribution piping Inspect and clean strainers
Foam spray systems:
Flush balancing valve to prevent concentrate build up on diaphragm Inspect and Clean strainers
Foam Monitor nozzle:
Flush balancing valve to prevent concentrate build up on diaphragm Inspect and Clean strainers
Standpipe:
Conduct flow test Hydro test (dry standpipe systems only)
Fire Pump:
Flow test, Recirculation is NOT allowed
Water Supply Tanks:
Tank with cathode protection require internal inspection Calibrate pressure gauges Inspect the interior of valves Calibrate level indicator
Halon:
External inspection of cylinders Pressure test hoses
Clean Agent:
Same as Halon
Back flow prevention device:
full flow test to ensure system demand is met
**Foam tank internal inspections are conducted per the UFC on a 10 year basis. It is the assumption that this has never been completed post installation. Will the government want to include pricing for this? The 10 year inspection details internal inspection, drain, flush and hydrostatic testing the tank.**
RESPONSE: The Annual, Bi-annual, and 5 year inspection requirements for this contract are stated in the PWS
5.2.1.1 which references Technical Exhibit Z.
5) Post indicator valves as well as wall indicator valves are not listed within the UFC-3-600-02 as a requirement for testing, would the government want this pricing included or shall the contractor follow the strict guidance of the UFC only?
If the government would like to pursue this testing, contractors would require quantity and type of testing (i.e.
exercise the valve fully)
RESPONSE: The Government does not want pricing included for testing post indicator valves for this contract.
6) Monaco foreseen issues - Monaco is currently in a law suit with the federal government. This may lead to the company being disbarred. If this situation occurs will the contractor be given direction with a hold-harmless clause in regard to legal liability to provide such parts?
RESPONSE: If this situation occurs, the Government will work with the Contractor to continue performing to the contract requirements.
7) Will the government provide a "lay down yard" or any type of property to be used by the successful offeror? If so, could the government provide details to such property offered?
RESPONSE: This contract does not provide a Government furnished yard for the Contractor’s use.
8) Fire Doors - It is essential in terms of pricing to provide the dimension and types of fire doors aboard Ft. Hood.
Quantities are currently available via the exhibit but no dimensions are provided of said doors, can the government provide this information. Currently only the incumbent would have access to such information.
RESPONSE: Because replacement or major repair of any fire doors is not required, the dimensions of any fire door is not available. The only requirement is for the inspections of the fire doors in accordance with Technical Exhibit AC where the dimensions are not required to perform the inspection itself. The required labor and materials to perform the inspection on the different types of doors is similar in nature for each door.
9) In reviewing the inventory it appears that many systems have not been inspected in 2016. Are 5year inspections task to be quoted in this contract? If so what CLIN should the 5yr inspections be quoted?
RESPONSE: The contract states in PWS 5.2.1.1. Fire Protection System ITM Tasks. “During the base year of this contract, the Contractor shall perform a five year ITM test and provide an accurate points list for every fire protection system tested under this contract.” This requirement should be included in your proposed cost for the CLINs listed in Technical Exhibit Y.
10) What inspection was performed on the dates provided in the inventory sheet? Annual, Bi-Annual or 5 year?
RESPONSE: Annual Inspection date.
11) Are there backflows that are located in Vaults? If so how many?
RESPONSE: Yes, but none that require confined space permits.
12) How are the unique site condition variables to be accounted for when preparing pricing for Exhibit TE-X? For instance replacing a 4” Pump on Fire Pump. There are various types of Fire Pumps such as In-Line, Horizontal or Vertical. How would provide one price to fit all possible applications. The same issue would seem relevant for replacing Fire Pump Controller, Replacing Heat Detectors, Replacing Smoke Detectors, Replacing Fire Alarm Panels, Replacing 14 Gauge Stranded Wire, Replacing 8” Schedule 40 Galvanized Pipe, etc… Will unit pricing be allowed to be modified based on actual site conditions for where the work is to be performed?
RESPONSE: The proposed prices for Technical Exhibit X are firm fixed price regardless of make or model and should not require being modified for site conditions. The CLIN price needs to include all anticipated equipment, labor, and material costs. Please also refer to PWS 5.5.1. Replacement Items.
13) Will we get extended delivery time for Monaco equipment due to ongoing production issues?
RESPONSE: The Government does not foresee any problems receiving Monaco parts, however if this becomes a problem the Government will work with the Contractor to continue performing to the contract requirements.
14) In pricing the wire install repair items how will the need for lifts, hard ceiling and other specific site factors be taken into account? It would seem impossible to price the line item for all site conditions as they will vary widely.
RESPONSE: See response to Question #12.
15) Will the government consider creating a NTE Repair CLIN with a number that the government provides? This would allow for the government to receive and approve repair quotes from the awarded contractor for any repair/replacement items. This concept is being used at numerous large base maintenance contracts such as Andrews AFB, Fort Campbell, Lewis-McChord, Scott AFB and many others.
RESPONSE: No. Please refer to PWS 5.5.1. Replacement Items. “Based on historical data, items that are frequently replaced are listed as Replacement Items under TE X. When deficiencies are noted that are covered under one of the Replacement Items, the COR will order the repair to be accomplished under the applicable items. When work is ordered under a replacement item, all equipment, labor and materials shall be included in the unit price. All materials/replacement parts installed shall match the existing parts or be equivalent. Any deviation to these requirements shall be submitted for approval prior to installation.”
16) Can you confirm that the $2M in Fire Protection Experience is for Inspection and Testing contracts? Also that the subcontractors past performance can’t be counted towards the $2M in Fire Protection Inspection experience?
RESPONSE: The $2M is for contracts in the “fire protection service industry” per the Addendum to FAR 52.212-1 in the RFP. The $2M is an aggregate amount and it is a requirement for the prime contractor.
17) Would the government consider reducing the $2M past performance minimum requirement to a $350,000 minimum as it appears that the $2M requirement is too restrictive for small businesses to have contracts with a similar scope that is of this magnitude?
RESPONSE: Per the Addendum to FAR 52.212-1 in the RFP, “Provide a list of the contracts that your firm has/had with customers for the past 5 years and associated dollar amounts ($2M minimum aggregate amount for total of contracts for the past 5 years).” The $2M is an aggregate amount; therefore, it is not too restrictive for small businesses. The government will not reduce the $2M minimum requirement. This is to demonstrate that the offeror can perform on larger dollar contracts.
18) Differentiate between addressable and conventional detectors pricewise - price difference between the two is about $100.
RESPONSE: See response to Question #12.
19) When were the 5 years inspections completed?
RESPONSE: All 5 year inspections are performed in the base year.
20) When were the annual inspections completed?
RESPONSE: The requirement per the PWS Technical Exhibit Z all systems will be inspected annually with the contract’s period of performance (POP).
21) Bldg. 6972 was on the site visit but there is nothing that listing it as having a fire alarm system.
RESPONSE: Buildings 6971/6972 are on the same line at the bottom of Technical Exhibit H.
22) How do we price the different types of repair kits for the multiple types of backflows? Is a budget price or NTE?
RESPONSE: See response to Question #12.
23) Can the repair line items be changed to one Not to exceed line item that the Government provides?
RESPONSE: See response to Question #15.
24) Are the 5 year inspections to be quoted, if so what CLIN are they to be quoted?
RESPONSE: See response to Question #9.
25) Are there backflows in Vaults that require confined space safety gear? If so, how many?
RESPONSE: No
26) Are there any known inspections or certain buildings that are to be tested after hours?
RESPONSE: Yes, Bldg 1001 requires after hour testing and maintenance due to facility operations.
27) Are line items on the repair quote not to exceed budget numbers for quoting repairs?
RESPONSE: Not sure what this question is asking. If the question is, “If the quantities on the Line Items in Technical Exhibit X, Replacement Items Price Schedule, can exceed what they currently are for quoting the repair cost?” The answer would be “No”. The quantities are the Governments best estimate for the repairs required for this contract.
28) Will the government allow for extended delivery times for Monaco equipment due to ongoing production problems?
RESPONSE: See response to Question #13.
29) If more systems are found in bldgs, that aren't listed, how will we handle adding them to the contract?
RESPONSE: The verbiage in PWS 1.28. covers this. Currently there are quantities on Technical Exhibit Y, Inspection Items Price Schedule, which exceed the amounts on the Inventory Technical Exhibits. This was programed for future expansion.
30) Please clarify Amendment 1 past performance. Is the $2M minimum aggregate is required for fire protection inspection maintenance contracts and not fire protection installation? Fire protection installation is a very different service than fire protection inspection testing maintenance.
RESPONSE: See response to Question #16.
