INDUSTRY QUESTION RESPONSES

Request for Information (RFIs)

W91151-16-B-0023

Renovate Facility Bldg. 38022

24 August 2016

1. In the submission of bids the solicitation states that we are supposed to submit a draft progress schedule. Is there a certain format it should be submitted in?

Answer: No, there is no certain format that the drafty progress schedule should be submitted in.

2. Drawing sheet C-001 General note 7, calls for an Engineer to oversee and observe the site utility installation for compliance with AW standards and testing. Does the QCM, and the subcontractors Licensed Master Plumber suffice in this area?

Answer: Yes, this is sufficient.

3. Drawing Sheet C-001 general note 8 under letter "C" calls for a mandrel test. The new sewer line to be installed will have two 90 degree turns in it per the drawings, this will not allow a complete mandrel test to be performed, since the mandrel does not pull through turns. How would the government suggest this test be performed?

Answer: There are two 45 degree in the drawing, 90 degree turns are not allowed. Install sanitary waste piping per American Water details and specifications as stated on sheet C-101, Utility Notes, note #2:”install 4’’ sanitary waste pipe that ties bldg. plumbing to existing exterior sanitary waste pipe, as shown. Install per

American Water details and specifications”

4. Drawing Sheet C-001 general note 8 under letter "F" calls for a sewer (Manhole) vacuum test. There are no manholes shown to be installed on the drawings. Is it the governments intent to test the nearest manhole on the existing main line that is to be tapped?

Answer: Since the government is not installing new manholes, this line item “F” under general note

8 can be deleted.

5. Drawing Sheet C-001 general note 9 states to that connection to the existing distribution system is prohibited until chlorine residual and bacteriological tests have been performed. Is it the governments intent to test the existing system before connection is made, and then again after the connection has been made?

Answer: See American Water Specs for details

6. Drawing Sheet C-001 general note 12 states that a Registered Professional Engineers certification is required.

IF all AW installation guidelines have been met, and the installation has been redlined for any changes throughout construction, is this requirement mandatory?

Answer: Yes, it is mandatory by American Water

7. Drawing Sheet AD-101 general note 1 states "DEMOLISH ALL EXISTING INTERIOR WALLS, ALL

DOORS, FRAMES, AND WINDOW. DEMOLISH EXISTING OVERHEAD ROLL-UP DOORS AND ALL

ASSOCIATED HARDWARE". Does this include the structural "C" channel in place at the roll up door openings? Is it the governments intent to remove the channel and tooth block back in, along with installing a new lintel?

Answer: Yes; this is correct.

8. Drawing Sheet A-102 calls for room 100 to have exposed metal roof decking, however sheet E-102 calls designates the lighting as "Type AS" or "Surface Mount". Is it the governments intent to hang these lights by chains, or mount them to existing joists?

Answer: Design intent is to mount the lights directly to the roof joists.

9. Drawing Sheet A-602 calls for ceiling heights in all rooms with the exception of room 100 to be 9', however while on the site visit we verified that the existing bar joist in most location ranged from approximately 10'6'" to right at 9' to the bottom. Drawing sheet M-101 calls for 12" duct to be run throughout the building in most areas, can ceiling heights be adjusted to accommodate the duct work?

Answer: This is acceptable. Drawings will be amended to reflect this. Upon completion of construction, contractor shall submit as-built drawings to reflect new as-built conditions.

10. Plan sheet M-101 Key Note #1 calls for installation of a Programmable Thermostat. Are DDC controls required ?

Answer: No, DDC controls are not required.

11. Certain specifications sections note that the work includes systems or equipment that is not outlined in the drawings. ie. There is no fire alarm and mass notification system outlined in the drawings, however, in the specifications 28 31 76 para 1.1.1 a “this work includes completion of a design and providing a new, complete, and modifying the existing fire alarm and mass notification system as described herein and on the contract drawings for the building…provide systems complete and ready for operation.” What is the government’s intent? To include the system or do the drawings dictate the scope of work of the project as a whole?

Answer: On this project, the drawings dictate the direction/intent of this project, and the specifications will support the drawings.

12. There are 2 submittal register’s in the specifications which is to be used? Will the register be scrubbed after award to reflect the project?

Answer: The specifications will be scrubbed after contract award to only require applicable items.

13. There are many items on the submittal register and in the specifications that are not applicable. Such as items like the SWPP etc. Will the register be scrubbed after award to only require applicable items?

Answer: Yes.

14. Specification 01 33 00 paragraph 1.11 states: The COR's approval of submittals is not to be construed as a complete and thorough check of the adequacy of the submittal. Approval or acceptance shall not relieve the

Contractor of the responsibility for any error which may exist. What is the purpose of the process if it holds no merit?

Answer: The submittals are the contractor’s responsibility per specification 01 33 00 to ensure they are correct.

15. What is the blast level rating on the windows and frames? Level 1 or Level 2?

Answer: Windows are not required to be blast-rated under this scope of work. Window schedule will be amended to not include note for mentioning L/60 blast deflection.

16. What will the windows be anchored to? CMU or metal?

Answer: CMU.

17. According to the specifications (Section 01 35 13 paragraph 1.4.1) and solicitation (Section 00800 special contract requirements) the contractor must attend the site visit in order to bid the project. Is this correct?

Answer: This is correct.

18. Sheet E 101 note calls to demo 70 amp single phase panel and replace with new 225 amp 3 phase panel and connect to existing service drop outside. Is there 3 phase power to the building and does it have the capacity required for this building?

Answer: Yes, there is an existing 3-phase overhead service to the building that can be utilized.

19. Will commissioning be required?

Answer: No. HVAC, however, will require testing and balancing.

20. What is the requirement for self-performance of work by HUBZone?

Answer: Reference FAR Clause 52.219-3 incorporated in the Solicitation.

21. Will the Government allow a large business to back bond the small business?

Answer: Reference Bonding requirement per FAR Clause 52.228-15 incorporated in the Solicitation.

22. How is the Government going to verify the true past performance of bidders?

Answer: The Government verify past performance of bidders by utilizing Contractor Performance Assessment

Reporting System (CPARS).

23. What are the hours for work to be performed?

Answer: Specification 01 3201.00 10 section 3.3.8, “normal working hours of 7:30 a.m. to 4:30 p.m., Monday through Friday (excluding Federal holidays)”

24. Where and how many employees will be allowed to park their personal vehicles?

Answer: No limit on contractor parking exists. However, parking shall be done in a safe manner on the job site.

25. All existing window openings have a precast window sill, on A-201 the new window opening that will be created, the elevation does not show a precast window sill. Will a precast window sill be required at the new window opening?

Answer: No, the design intention is for this new window to not have a window sill.

26. In regards to the Renovation of Administration Facility project, are there Union requirements?

Answer: There are no Union requirements referenced incorporated in this Solicitation.

Additional notes:

This contract will not require windows to be blast-rated. Window Schedule and notes are to be revised to remove the requirement.

Remove lead paint on bollards prior to painting them. The contractor is also required to conduct their own hazmat survey for this building upon contract award and submit its findings to the government. See specification section

Walls that are shared by their respective rooms and room #100 are to terminate at true ceiling/metal roof deck. A/C vents are to discharge from the surface of wall into room 100 as shown in drawing sheet M-101.

The design intent is for the exposed ceiling finish in room 100 to be black. This can be achieved in a few ways. The intent was for the intumescent fire barrier to have a black color finish. However the visible barrier is colored shall not compromise the integrity of fire-resistive properties.

The walls to the mechanical roof are to go to the roof deck and receive fire caulking.

The restroom exhaust fan can be mounted on the wall rather than the roof. Submit as-built drawings to reflect as-built conditions upon completion of construction.

There is no window sill under the new largest window where garage door used to be located.
