Questions after a site visit on 23 JUNE 2025 Q1. In accordance with PWS 1.13.2, the CM shall be scored higher than “Intermediate Low (90 score)” level for TOEIC Speaking test and 500 score (with minimum of 225 score for reading and 275 score for listening) for TOEIC Reading & Listening test.

Shall an Awardee submit a qualified TOEIC scores of the proposed CM after award?

If so, when does an Awardee have to submit a qualified TOEIC scores of the proposed CM after award?

Answer.

The offerors are not expected/required to submit TOEIC scores until they are awarded. The contractor shall submit the copies of the score certificate within 1 month. A week or two delays may be permitted given the time it takes for TOEIC organization to issue TOEIC certificates. The contractor shall replace the initial CM with another CM with eligible TOEIC scores along with other required qualifications, if the initial CM does not qualify some of the requirements.

Q2. VOLUME III: FACTOR 4 - Price The offeror shall submit a price breakdown of the Contract Line items in Excel format along with the offeror’s cost proposal.

Shall an offeror submit just one consolidated price breakdown for FACTOR 4 - Price, or shall an offeror submit price breakdowns per Contract Line Item including one consolidated price breakdown?

Answer.

The offerors are expected/required to submit price breakdown for each and every CLIN. Specifically, the price breakdown shall manifest prices PER ACREAGE on different types of grounds. This will be one of the reference points for KO to implement possible modifications for updated acreages/quantities of different types/sizes of requirements. Therefore, the offerors shall structure the price breakdown to include labor/material/equipment price and indirect price along with profit. However, the offerors may use the Base year CLINs price breakdown along with escalation/inflation rate, if any, in writing price breakdown for the following Option Year CLINs for the sake of simplicity.

Q3. Is a Grounds Maintenance Technician "Mechanic for equipment or tools" or Craftsman Landscape Architecture (조경기능사)?

The grounds maintenance technician referred in the PWS does not necessarily mean “Craftsman Landscape Architecture (조경기능사)”. However, presenting those certificates would strengthen the proposal given the technician with relevant certificates are actually hired for the performance of this contract.

Question 4. Is 7-B a BASH Area?

Answer.

The above 7-B area in question is Semi-Improved (BASH) Airfield light fixture/other fixture area with 2”-4” requirement. However, it still falls under the CLIN of “Maintain Airfield BASH Area” and PWS of para. 5.1.2 for BASH area. Please see the table below for your understanding including other ground types.
