QUESTIONS AND ANSWERS RELATED TO:
SOLICITATION NO. W90FYQ-14-R-0002
Dated 13 June 2014
1. QUESTION: How do I access the files/documents for the Project?
RESPONSE: See, Sections 4.4, 4.5 & 4.7 of the FBO Vendor Guide available for download in PDF format via the Federal Business Opportunities / FBO Home Page. See also, Section 00100 of the Solicitation. Additionally, to view and/or download Export Controlled Materials, a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the DLA Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S.
Department of Defense (DoD) or the Canadian Department of National Defense (DND). Questions about this program or DD Form 2345 should be addressed to U.S./Canada Joint Certification Office, DLA Logistics Information Services (DLIS), Federal Center, 74 Washington Avenue North, Battle Creek, MI 49037-3084. The Joint Certification Office may be contacted by telephone at: (800) 352-3572; or email:
jcp-admin@dla.mil.
2. QUESTION: I am trying to access the [export controlled] packages and have a number as assigned on DD Form 2345 but cannot get the packages to open. Our DD 2345 Number is ####### expiration ##/##/2015.
RESPONSE: The U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their CCR registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance.
3. QUESTION: Proposal Inquiry: The SF 1442 states that an offer guanrantee (bid bond) is required, but nowhere in the solicitation do I see the requirements for the bid bond either percentage or dollar amount.
Please specify.
RESPONSE: The FAR Provision 52.228-1 Bid Guarantee is in the solicitation in Section 00100, by reference only. An amendment will be issued which will provide the information in full text.
4. QUESTION: Due to the sizes and configuration of the concrete panel replacements, is the Government considering this project main line paving or other? The reason for this question is to determine the type and size of paver to be used.
RESPONSE: This is considered a main line paving project.
5. QUESTION: Will the Government allow the use of a triple roller screed with factory mounted adjustable concrete vibrators in both depth and frequency to meet specs instead of a slip form paver?
RESPONSE: The Government will not allow this.

6. QUESTION: Drawing Sheet C600 – Pavement Sections and Details, sections A thru D, show a 4” layer of “Non-frost Susceptible Material”.
Section 31 00 00 Earthwork, section 1.2.12 Non-frost Susceptible (NFS) Material describes the material as:
“a uniformly graded washed sand with a maximum particle size of 3/4" inch and less than 5 percent passing the No 200 sieve, and with not more than 3 percent by weight finer than 0.02 mm grain size”.
These are the only references to this material. Is there a specification for this material for its intended use?
The current project being constructed, Repair Runway 14-32, had a very specific specification (see Section 32 11 23) and gradation for this material. Is this same material expected for use on this project?
RESPONSE: The specifications were revised. See Addendum 4, Amendment 4. The specification 31 00 00 Paragraph 1.2.12 now references specification section 32 11 23 Table 1, Gradation Number 2.
7. QUESTION: 32 13 11 - Section 1.6.3 “Laboratory Accreditation” paragraph c. “Contractors Quality Control” requires a USACE validation letter for the onsite laboratory. Can the Government provide the cost of the USACE validation inspection and the required advance notification for scheduling the inspection?
RESPONSE: The contractor is responsible for means and methods to obtain approval of their on-site Testing Facilities. The Contractor should contact the USACE for costs and scheduling of USACE validation inspection for the on-site and manufacturer’s laboratory for cementitious materials.
8. QUESTION: 32 13 11 - Section 1.6.4 “Preconstruction Testing of Materials” This section calls for “an approved commercial laboratory” to be used for testing. What exactly constitutes “approved”? Is USACE validation also required for the labs performing the numerous aggregate qualification tests?
RESPONSE: Refer to Paragraph 1.6.3 which reads in part:
“Submit accreditation of the commercial laboratory by an independent evaluation authority, indicating conformance to ASTM C1077, including all applicable test procedures. The laboratories performing the tests shall be accredited in accordance with ASTM C1077, including ASTM C78/C78M and ASTM C1260. The accreditation shall be current and shall include the required and optional test methods, as specified throughout this Section.”
An off-site laboratory could be approved based on a submittal by an independent evaluation authority or the USACE. Refer to Paragraph 1.6.3.c. for Contractor Quality Control for sampling and testing once production starts.
9. QUESTION: 32 13 11 – Section 2.2.2.3 “Size and Grading” - Calls for the nominal maximum size of coarse aggregate to be 1-1/2”. Does this require the coarse aggregate to be provided in two size groups?
RESPONSE: The contractor is required to provide per Paragraph 2.2.2.3:
“The individual aggregates shall be graded and furnished in size groups to meet the coarseness and workability factor criteria for the contractor-proposed combined gradation.”
Based on the Contractor’s means and methods to obtain the coarseness and workability factor criteria, the contractor should provide the number of size groups required.
10. QUESTION: 32 13 11 - Section 2.2.2.4 “Deleterious Materials – Airfield Pavements” – Coarse Aggregates are to be tested for 9 different deleterious materials utilizing 5 different ASTM Test methods.
Does the laboratory/s performing these tests have to be USACE validated? Do all of the deleterious tests have to be performed on the same sample of coarse aggregate? Do both sizes of coarse aggregate have to be tested even if they are from the same source? Does the petrographer (ASTM C 295) have to examine each coarse aggregate particle in the 200 lb sample?
RESPONSE: The specification is an Approved USACE specification with minimal editing. The Air Force, Army, and Navy use these specifications for Air Field Pavements with great success. For the mix design, refer to Paragraph 1.6.3 which reads:
“Submit accreditation of the commercial laboratory by an independent evaluation authority, indicating conformance to ASTM C1077, including all applicable test procedures. The laboratories performing the tests shall be accredited in accordance with ASTM C1077, including ASTM C78/C78M and ASTM C1260. The accreditation shall be current and shall include the required and optional test methods, as specified throughout this Section.”
For field sampling and testing requirements refer to para 1.6.3.c which reads:
“Contractor Quality Control: All sampling and testing shall be performed by an approved, onsite, independent, commercial laboratory, or for cementitious materials and admixtures, the manufacturer's laboratory. Submit USACE validation letter for commercial laboratory.”
Refer to paragraph 2.2.2.5 Testing Sequence/Deleterious Materials – Airfield Only” which reads:
“The Contractor will not be entitled to any extension of time or additional payment due to any delays caused by the testing, evaluation, or personnel requirements. Sample sizes shall be in accordance with the referenced test methods. Sample sizes shall be in accordance with the referenced test methods. The size of the coarse aggregate sample shall be at least 200 pounds for the 3/4 inch and larger maximum size and 25 pounds for the No. 4 to 3/4 inch coarse aggregate and 10 pounds for the fine aggregate. Provide facilities for the ready procurement of representative test samples.”
For sample and sample size by weight requirements. Follow the steps outlined in the spec for testing procedures in paragraph 2.2.2.5 which reads:
Step 1: Wash each full sample of coarse aggregate for material finer than the No. 200 sieve.
Discard material finer than the No. 200 sieve.
Step 2: Test remaining full sample for clay lumps and friable particles and remove.
Step 3: Test remaining full sample for lightweight particles (Sp.Gr.2.0) and remove.
Step 4. Test remaining full sample for chert and/or cherty stone with SSD density of less than 2.40 Mg/cubic meter (Sp. Gr. 2.40). Remove lightweight chert and/or cherty stone. Restore other materials less than 2.40 to the sample.
Step 5: Test remaining sample for clay-ironstone, shale, claystone, mudstone, siltstone, shaly and/or argillaceous limestone, and remove.
Step 6: Test approximately one-fifth of remaining full sample for other soft particles.
Yes test both samples, even if from same source. Petrographer needs to comply with ASTM C295 and examine the number of particles needed to certify the test requirements.
11. QUESTION: Section 32-11-23, Aggregate and/or Graded/Crushed Aggregate Base Course – What is the frequency of the crushed aggregate base course (non frost susceptible layer) density and sieve analysis testing? Is density testing required on every lift of material placed is on set of tests for every 250 SY placed and that sieve analysis including the No. 635 is required ever 599 SY on each lift of material placed?
RESPONSE: See Section 32 11 23 paragraph 1.6.3.2. Test density every 250 SY or portion thereof, which means as an example if 251 to 499 SY are placed in an area that constitutes a lift, contractor would perform 2 tests, and sieve analysis every 500 SY or portion thereof, which means in 501 to 999 SY are placed in an area that constitutes an lift, contractor would perform 2 tests. “599 SY” does not appear in the specification under In-Place Tests. Contractor performs 2 density tests for every one sieve analysis test,
12. QUESTION: Section 32 11 10, Drainage Layer – How many test sections will be required to evaluate and prove mixing, placement and compaction procedures of the drainage layer material?
RESPONSE: One test section shall be required, unless there is a change in the material or equipment that would warrant another test section.
13. QUESTION: Section 32 11 10, Drainage Layer – What are the sieve analysis testing requirements for the drainage layer…one test for every 500 SY placed?
RESPONSE: See Section 32 11 23 paragraph 1.6.3.2. For a paving lane of less than 500 SY one test is required, for a paving lane of from 501 to 999 SY two tests would be required etc.
14. QUESTION: What are the specific requirements for plant and laboratory certifications?

20. QUESTION: C631 Steel Siphon Pipe Material- Can the steel pipe be Galvanized CMP? If not CMP, give wall thickness? Does it have to be Galvanized?
RESPONSE: Per detail, use a nominal pipe size of 6” inside diameter steel pipe. Pipe wall thickness to be: 0.28”, standard gage, schedule 40.
21. QUESTION: Volume I-Section 01010 Scope- In this section it talks about constructing the separation layer of recycled crushed PCCP in section 1.1C, 1.2A3, 1.2A6, and 1.2A7. Yet the Addendum #3 spec for 32-11-23(non-frost susceptible material) clearly does not allow Crushed Recycled Concrete on page 7 – section 2.1.1.d. Can the Crushed PCCP from the apron demolition be reused anywhere in this project?
RESPONSE: Crushed Recycled Concrete may not be used in any pavement section of this project. All Crushed Concrete shall be placed at the spoils area near the south end of the runway. Specification Section 01010 paragraphs 1.1 and 1.2 shall be revised. See Amendment 5.
22. QUESTION: Please confirm approximate panel size that is to be replaced.
RESPONSE: The approximate panel size is 12’x15’. However, the contractor shall measure and verify any quantities and dimensions.
23. QUESTION: Will the government allow a 3” slump instead of a 2” slump to be used?
RESPONSE: For airfield pavements: If slip form paver is used, the contractor is responsible to provide a mix design that will result in an acceptable edge slump per the specifications section 32-13-11. Where fixed forms are used for airfield paving a 1” slump is acceptable unless adjacent to a slip form lane. Filler lanes will match the slump of pilot lanes. This is not an off the street mix and a mix design with contractor’s design slump is required. For Cast in place Portland Cement Concrete: The maximum allowable slump is 3” per Section 03 30 00 Paragraph 1.6.4 of the specifications, refer to text with regard to use of plasticizing admixture.
24. QUESTION: 31 00 00 - Section 3.12 Sub-grade Preparation and 3.12.1 Proof Rolling.
