Comply with section 00100 and 00110 requirements

Failure to furnish a complete proposal may result in elimination from consideration

Best value is defined as an award based on the greatest overall benefit in response to the requirement.

Award is based on price and other non-cost related factors.

Technical Past/Present Performance Price

The Technical Factors are somewhat more important that Past Performance and when combined however, the non-cost factors are approximately equal to the Price Factor.

Technical will be evaluated first, Price Factor second and Past Performance last.

The Technical Factor evaluation will result in an offer being rated as “Acceptable” or “Unacceptable”. If deemed unacceptable, it will not continue in the competition.

If Price is determined to be reasonable & realistic, the offer will continue in the competition for a PP evaluation.

Submit a complete proposal in accordance with instructions – use formats provided.

Prime Contractors are responsible for coordination among the divisions with subcontractors.

Award is contemplated to be made without discussions - DO NOT anticipate a chance to make corrections or changes.

Your first proposal will most likely be your only proposal!

Read the solicitation requirements carefully!

Consider using Section 00120 to “rate” yourself before submitting the proposal –

IS IT COMPLETE?

When using a subcontractor to obtain/enhance relevancy, provide Subcontractor Consent Form, Exhibit B, or it will not be considered.

Award in this process does not necessarily mean the lowest price wins.

All amendments will be posted on the FBO web site

Check site regularly for changes & refresh the page

After closing, no information will be available until award Awards will be posted to the FBO website

Results should be announced in approximately 90 days

FAR 52.219-14 Limitations on Subcontracting apply; Small Business must perform 15% of cost of contract, not including the cost of materials, with its own employees.

Questions must be submitted via email to:

127wg.ngbzcparcomb@ang.af.mil

Questions received after 10 June 2014 may be held and addressed after RFP closing, with those offerors determined to be in the competitive range, if discussions are deemed necessary.

Do not call technical personnel or A&E.

This will delay getting an answer.

All questions, on a non-attribution basis, and the answers will be posted to www.fbo.gov.

If necessary, addendums issued by an amendment, will also be posted.
