About this file
This federal solicitation seeks proposals for an Engineering and Manufacturing Development (EMD) contract for a new Small Tactical Electric Power (STEP) 3 kilowatt generator. The Army intends to award up to three fixed-price contracts, each not exceeding $7.5 million, to fund contractor design, testing, and delivery of 30 generator prototypes. Two of the three awards are set aside for small businesses. The generator must operate on JP-8 fuel, weigh less than 308 pounds, and meet requirements in the Purchase Description. Contractors will perform Preliminary Design Review, Critical Design Review, prototype build and delivery, and test support. The successful EMD contractors are likely candidates for a non-competitive follow-on production contract valued at over $24 million for long-term supply to the Army and DOD. Proposals are due by the specified closing date.

SCOPE
Scope. This Purchase Description (PD) covers the greater than or equal to 3 kilowatt (kW) to less than 5kW Small Tactical Electric Power (STEP) generator set, hereinafter referred to as "set" or "sets". This PD also covers any accessories that are used with the set(s).
Requirement levels. This PD lists two values for certain performance parameters. The threshold (T) is the minimum acceptable level. The objective (O) is the desired level at which performance results in an operationally significant increase in capabilities. When only one requirement is stated, it is the threshold requirement. Within a single paragraph, if individual sentences are marked, the T or O applies to the sentence preceding the marking. If an (O) appears at the end of a paragraph, the entire paragraph is objective.

Load terminals shall be rigidly mounted; studs shall not twist or turn in their mountings when hexagonal bar nuts are tightened. Terminals shall be readily accessible for connection of external output wires.
AC load terminals. The set shall be equipped with three (3) load terminals for AC power. The load terminals shall be conspicuously marked "L1", "L2", and "N"; terminal "N" being neutral. The load terminals shall be arranged in line in the sequence "L1", "L2", and "N" when reading from left to right or from top to bottom.

The AC circuit interrupter shall be electrically controlled from the DC control power by means of a dedicated switch on the control panel and the control system. The AC circuit interrupter shall be a device constructed such that the contacts close and open simultaneously. It shall not be possible for any of the contacts to remain closed while others are open. The main contacts shall open or close within 50 milliseconds when operating on the DC control voltage. Auxiliary contacts shall be provided that open and close with the main contacts. The control system shall monitor the state of the contactor (open or closed) from the auxiliary contacts. The control system shall monitor the voltage at the input side of the AC circuit interrupter main contacts (set voltage) and at the AC load terminals (bus voltage) for proper set operation. The AC circuit interrupter shall be connected so that it opens automatically when any of these conditions exist: 1. The AC circuit interrupter control device is placed in the “OPEN” state; 2. The set control device is placed in the "OFF" state; 3. The DC control circuit breaker is opened; 4. The emergency stop switch is actuated; 5. As required for remote control (3.34); or 6. As required by the protection system (3.33). This shall be accomplished independently from any protective device. Interrupting capacity of the main contacts shall be not less than 8 times rated current for the contacts.
