| 58 | 3.1 | Bill of Materials. Is the full BOM with vendor part numbers required as part of the deliverables to RIA? | |
| Is this pre-contract award or post award? Equipment Identification is a technical evaluation factor. Clarification : Is BOM with vendor part numbers required as part of the pre-contract award? |
As a deliverable of the project, we will be supplying a complete BOM with vendor specific part numbers.
| Equipment Identification is part of the Technical Evaluation Criteria, the more information that is provided for the system make up of components, the easier it is to evaluate. I can only tell you to look at the evaluation criteria for equipment identification. | |||
| 59 | 3.2 | Phase 1 - Section 4.2: Will the rail inspection and grinding be able to take place at any time during Phase 1 work, or does this need to be done at Contract award + 77 days, as not explicitly spelled out in the ASRS Rebuild Timeline document. | Rail inspection and grinding can take place at any reasonable time during Phase 1 as long as the downtime for each line is minimized. For example: (All 5 cranes should not be down at the same time for rail inspection and grinding.) |
| 60 | 3.3 | Phase 1 - section 4.2: If rail replacement is deemed necessary to support the replacement of the miniload aisle, will rail grinding be peformed on the aisle in question to support continued operation until replacement, or will there be no rail grinding on the aisle until replacement? | Either option will work. |
| 61 | 3.4 | Schedule durations: should we stick exactly to the provided scheduled or present best schedule (by Han-Tek) | |
| The schedule and requirements provided are minimums. If a bidder is able to submit a better schedule while keeping the idea of controlled downtime in mind, then that bidder can do so. | |||
| 62 | 3.5 | Once awarded, would it be possible to have access to spare parts to reverse-engineer some crane pieces? | |
| Not many spare parts exist for our system but the awardee will have access to them if necessary. | |||
| Controls | |||
| 63 | 5.1 | Phase 2 - section 5.2: Will PLC programs with descriptions be supplied at contract award for re-creating the host protocols, or should the selected vendor plan to perform line monitoring to reverse engineer the protocols from the existing WMS? | The PLC programs will be supplied at contract award for the re-creation of the host protocols. |
| 64 | 5.2 | Crane/Conveyor sensor replacements are not mentioned anywhere? In/out scope? Recommendations? | |
| Please reference Section 1 of the RIPD. "The contractor shall provide all labor and materials needed to satisfy the requirements described within this purchase description to rebuild the existing ASRS along with all necessary components and labor (listed or not) to provide an efficient fully functional and safe system." | |||
| 65 | 5.3 | Current crane safety devices? Functional/Obsolete/Replacement? |
| Please reference Section 1 and 2 of the RIPD. | ||
| 66 | 5.4 | Crane/Conveyor safety performance level required? Plb,Plc,Pld,Ple, or no requirements? |
| Please reference Section 1 and 2 of the RIPD. The equipment must comply to all the standards that are listed in Section 2. If this is a standard that is not listed in Section 2, but is a known standard for this type of equipment, then it must be fulfilled. | ||
| 67 | 5.5 | Cab/Manual Operator Controls? Need to be replaced? |
| Please reference Section 1 and 2 of the RIPD | ||
| 68 | 5.6 | Aisle Safety is not mentioned anywhere? Access gates, light curtains, fencing, etc… |
| Please reference Section 1 and 2 of the RIPD as well as the answer to Q66 | ||
| 69 | 5.7 | Crane(s) control from EOA HMI? Or only from WCS stations? |
| The cranes are able to be operated in Manual Mode from the rear control panels of the Storage and Retrieval Machines | ||
| 70 | 5.8 | Performance? Axis speeds requirements? Current? |
| The proposed solution must meet or exceed the current performance capabilities. Current performance data is not available at this time. | ||
| 71 | 5.9 | Power coming IN? (Voltage? Phases? Amps?) |
| Please reference Section 3.2.8 of the RIPD for available utilities | ||
| 72 | 5.10 | How many PLCs is there currently? (1 per crane (= 5) + 1 for the conveyors?) |
| 1 per crane, 4 for the conveyors. There are also 3 for the palletizers connected to the system | ||||
| Software | ||||
| 73 | 6.1 | Phase 1 - Section 4.1.1 mentions that a new WCS will be implemented to interface to the existing WMS-PLC equipment. | ||
| Is the expectation that an interim system for warehouse control be implemented to allow the Lantronix to be upgraded to the Pearle Terminal Servers, or would any required O.S. modifications to the existing WMS system be allowed to enable confiugration and setup of the serial ports to the end devices? | We understand that a transition will be necessary. All we can say is that the system needs to be operational during the transition. | |||
| 74 | 6.2 | Phase 2 - section 5.1.5 Will a copy of the WMS host protocol be available at contract award, or should line monitoring be planned to reverse engineer this protocol? | JMTC does not have the ASCII code required to provide. Current contractor has codes and JMTC will request codes. If unable to obtain, Vendor will be required to reverse engineer. | |
| 75 | 6.3 | Phase 2 - sectoin 5.2: Will IDOC files or flat files samples be supplied at award of contract? Is there a current preference between the two methods of data transfer? | Flat files will be utilized and samples will be made available | |
| 76 | 6.4 | Phase 2 section 5.2.2.4: Are there specific requirements around items with expiration dates? Does the new WMS system need to communicate anything special regarding this type of item when items do go past their expiration date? | Section 5.2.3.2 of the RIPD lists expiration date as a reporting function for tracking purposes to alert operators of an item being close or past its expiration date. | |
| 77 | 6.5 | Phase 2 - section 5.2.3.2: Do reports have to be generated or exported to any particular formats? | ||
| Excel would be ideal. | ||||
| 78 | 6.6 | Phase 2 - section 5.3: Are the specific transaction designs for the LMP interface included in the current ASRS timeline of work? Will the government work with the selected vendor on definition of the interfaces? | Yes and Yes | |
| 79 | 6.7 | Phase 2 - section 5.3.4.5: What type of encryption is expected for the ASRS to LMP communication? | ||
| Data in transit will be encrypted using FIPS 140-2 | ||||
| 80 | 6.8 | Phase 2 - section 5.3.5: Will the unit testing be planned to be on-site at RIA, or would a test environment for off-site testing be provided? | ||
| On-site at RIA | ||||
| 81 | 6.9 | Phase 2 section 5.3.6: Typically a functional design and messaging interface specification is generated during the design phase, which details the operation of the software and the specific breakdown and usage of all messages. Will this suffice for documentation under this heading? | No, JMTC is looking for " The contractor will provide descriptions of Order and Material software functions available for storage and retrieval" | |
| 82 | 6.1 | Phase 2 - section 5.3.9: Will the new ASRS control software be responsible for printing the Material Movement tags, or will this be under LMP? | ||
| As long as the ASRS control software communicates with LMP, we are not sure if it matters. Currently, the ASRS system handles the printing of the tags. UPDATED: Material Movement tags will be printed out of the new ASRS system. | ||||
| 83 | 6.11 | Phase 2 - section 5.3.9: How soon after contract can the data conversion file be supplied? | ||
| Timeframe is dependant on required formating from vendor for the new system | ||||
| 84 | 6.12 | Phase 2 - section 5.4.2: Does the government have a preferred operating system and version to be included in the specification? |
- Could we use Windows but run a linux VM?
| - Could we use a Docker environment to virtualize linux on Windows? | Windows server 2012 R2 or Windows Server 2016, Red Hat Linux 7. Virtualization is possible with a compliant operating system such as Vmware ESXI 5 vSphere 6.5 or Microsoft Hypervisor. | ||
| 85 | 6.13 | Will the awarded contractor be able to deploy some software changes / revisions remotely? | |
| Due to network restrictions, remote access will not be available for this project | |||
