LTRaC MAC 2 RFP Q&As Live Training Ranges and Combat Training Centers (LTRaC) Multiple Award Contract (MAC) 2 Section J - Attachment 6: Request For Proposal (RFP) W900KK-24-R-0002 Questions and Answers

Question
NumberTopicSubjectQuestion / CommentQuestion / Comment Reference (SOW, L&M, Page #s, etc.)Govt Response / RFP Updates
1CPARS in lieu of PPQsPast Performance Questionnaire (PPQ)If CPARS are available, suggest Offerors to provide in lieu of PPQsRFP Section L.3.2.3The requirement for PPQs stays as indicated in the RFP. As indicated in the RFP Section M.3.2.f. , "The Government may consider a wide array of information from a variety of sources but is not compelled to rely on all the information available…" One of the sources will be the review of CPARS performance records.
2Accounting System ComplianceAccounting System CompliancePlease note, while an approved accounting system is not required at the time of proposal submission, it is required at time of award of a Delivery/Task Order with a Cost Contract Line Item Number (CLIN). If an otherwise successful Offeror does not have an approved accounting system at the time of award of an Order with a Cost CLIN, the Offeror will not be awarded that Order. A Contractor cannot receive Progress Payments for a Firm Fixed Price Order until DCMA determines the Contractor’s accounting system and controls adequate for proper administration of progress payments. Based on our experience, DCMA does not just audit organizations and the government has to initiate this. Will the Govt initiate the necessary audit?RFP L.3.3.6If the Offeror does not have an approved accounting system, the Offeror shall complete RFP Section J, Attachment 4 – Pre-Award Survey of Prospective Contractor Accounting System Checklist and return the documentation as part of the Contracting Information Volume of the proposal. The Government (ACC-ORL) will then initiate the coordination with DCMA and DCAA for the necessary audit.
3Past PerformanceVolume Naming errorL3.2.3 calls for list of POC's getting the PPQ to be in Volume IV (Past Performance)RFP Section L3.2.3RFP Section L.3.2.3 will be updated to reflect "Volume II"
4Past PerformanceConflict over where PP information can beThere is some conflict in the section L and M regarding Past Performance

L.1 sub para d says in part “For example, if Past Performance narratives are submitted under the Technical Volume rather than the volume specified, the proposal will be evaluated as if no Past Performance narratives were submitted at all.”

L.3.1.1.2 says in part “Offeror shall describe their approach having performed or performing a technology refreshment” M.3.1.1 says in part “To receive an “Acceptable” rating in this subfactor, the Offeror shall describe how their products are or could be integrated” M.3.1.2 says in part “Offeror shall describe their approach having performed, performing, or how they would perform “ So the conflict is Section L.1 says don’t put Past Performance narrative in the technical volume, but the requirements and evaluation factors in subsequent paragraphs ask for current and historical data, in other words past performance narratives. Can the Govt clarify whether we can mention past or current activities in the Technical Volume?

RFP L.1, L3.1.1.2 and M3.1.1, M3.1.2Mentioning, stating, or describing past or current activities in the Technical Volume is acceptable. Offerors are on notice that any Past Performance information provided in the Technical Volume may not be considered as part of the Past Performance evaluation.
5Past PerformanceLetters of Consent and CommitmentAre letters of consent and commitment only required if submitting past performance of subcontractors/JV team members? Sections L&M do not reference letters of consent and commitment, other than to state they are excluded from the page count (other than in Past Performance, the table of contents is excluded).RFP L.2.2.cLetters of consent and commitment are only required if submitting past performance of subcontractors/JV team member
6Subfactor 1Subfactor 1Section L calls Technical Subfactor 1: Live Training Range Description, and Section M calls it Technical Subfactor 1: Instrumentation Integration. What is the correct subfactor 1?RFP L3.1.1.1 and M.3.1.1Technical Subfactor 1's title will be corrected in section M to: LIVE TRAINING RANGE DESCRIPTION
7Subfactor 1Subfactor 1The Offeror shall describe how their products are or could be integrated onto and support Live Training Range Instrumentation related to at least one of the following programs. Can the Govt specify the products that could be integrated?RFP L3.1.1.1No, the Government is evaluating the Offeror's understanding of live ranges through the vendor's description of how their products can integrate onto live ranges.
8Vol IIVol IIUnder Past Performance Questionnaire, the wording, "The Offeror shall submit within Volume IV (Past Performance)...” This should reference Volume II, not IV.RFP L.3.2.3RFP Section L.3.2.3 will be updated to reflect "Volume II"
9Section IFAR ClauseFAR 52.216-11 Cost Contract - No Fee. In the margin next to this clause, it states the applicable CLINs are 0002, 1002, 0003, 1003, 0004, 1004. While CLINs 0003 and 1003 are cost reimbursable, typically this clause would apply to a cost-reimbursement contract that provides no fee. Request removal of this clause or at minimum change applicability to CLINs 0003 and 1003.RFP Section IFAR clause 52.216-11 will be updated to reflect applicability to CLINs 0003 and 1003.
10PPQPPQ submissionPlease confirm that the instruction in L.3.2.4 is referring to the PPQs in L.3.2.3, and PPQs should be sent to Gov POCs and not contractors POCs when a subcontract Past Performance citation is being provided.L.3.2.3 and L.3.2.4L.3.2.4 has been updated to make reference to L.3.2.3.
11PPSummary Section excluded from page countPlease clarify what "Summary Sections" refers to within the Past Performance requirements (L.3.2), and is not included in page count.L.3.cL.3.c. was updated to indicate applicability to Past Performance only
12Vol II PPQL.3.2.4 SUBMISSIONS. Offerors are discouraged from providing points of contact with another contractors’ facility, i.e., in case an Offeror (or one of his / her team members) is in a subcontract with another contractor who has submitted a proposal on the same requirement. Offerors shall provide and submit the prime contract number and all Governmental agency POCs in lieu of subcontract numbers or prime contract POCs in situations as described above. We have a citation where we are the sub. The Prime for the citation is not a subcontractor with another contractor. Accordingly, we can have our Prime fill out the PPQ vice sending it to the Government since it does not meet the criteria for requiring a Gov POC on the PPQ, correct?L.3.2.3 and Section J, Attachment 2No. The Offeror cannot have their Prime fill out the RFP Section J, Attachment 2-Contractor Performance Assessment Questionnaire (CPAQ). As indicated in the RFP Section L.3.2.3 and RFP Section J, Attachment 2, Section II, the questionnaire is to be completed by the Government contracting activity and the technical representative for all contracts identified in the Offeror's Proposal Volume II, Section 1-Contract Description.
13Vol II, Section 1The format for Vol II, Section 1, Contract Description has b-e asking for Government POCs.We are a subcontractor on the citation. We should add the Prime's POC information instead of the Government's POC information, correct?L.3.2.1.a.The Offeror shall provide the information requested in the RFP. Section L.3.2.1.a. indicates that the Offeror can "...also provide the name of the prime contractor and Point of Contact (POC) within the prime contractor’s organization (name, and current address, email address, telephone, and fax numbers)..."
14Vol II, L.3.2.3The second paragraph notes the PP volume as VolumeThis needs correctingL.3.2.3.RFP Section L.3.2.3 will be updated to reflect "Volume II"
