Question # Document Name/Number/Revision No.: Reference Section/Paragraph: Question/Comment: Government Response

Attachment 6, DRTS Tier 1 BOM N/A Will the government provide all range data for each range, including field camera presets? The Government will provide a range data package as part of the image for each range which will include all field camera presets.

Attachment 6, DRTS Tier 1 BOM N/A

Does the CTR Tier 1 scope include the replacement of the media converters that connect to downrange fiber for field cameras and IPUR nodes? If so, will the government provide the quantity of media converters required at each range in the RFP? If these are required, but the government does not provide the quantities, will the government adjust the contract after the award to reconcile the actual vs proposed quantities of media converters?

A tier 1 CTR scope includes all IT equipment in the Control Tower, server room and AAR room. None of the media converters that connect to downrange fiber for field cameras and IPUR nodes will be replaced.

Attachment 6, DRTS Tier 1 BOM N/A

Does the CTR Tier 1 scope include the replacement of the media converters that connect to downrange fiber for targets? If so, will the government provide the quantity of media converters required at each range in the RFP? If these are required, but the government does not provide the quantities, will the government adjust the contract after the award to reconcile actual vs proposed quantities of media converters?

A tier 1 CTR scope includes all IT equipment in the Control Tower, server room and AAR room. None of the media converters that connect to downrange fiber for targets will be replaced.

SOW-2022-009, Version 1.1 Section 3.3.5 The contract shows that the three (3) base CLINs are part of the initial award. Does the government plan to award the three (3) option CLINs together? If not, what is the intent regarding awarding the option CLINs?

The Government may elect to exercise the options all together or one at a time at award or during performance at any time within the first (1) or second year (2) all the way up to the last day of the 2nd year. Reference the RFP Section F.3.

ESTIMATED PERIOD TO EXERCISE THE OPTIONS: The Government reserves the right to unilaterally exercise the option CLINs at any time after the award of the contract.

SOW-2022-009, Version 1.1 Section 3.3.5 The section states, "The contractor shall conduct additional TRs to address any updated content from prior TR within 60-calendar days of each option award." Can the government clarify the purpose of this requirement?

The Government's purpose is to have one Technical Review (TR) for all the Tier 1 CTR efforts, to include all options.

Additional TRs are only required to address any updated content from the prior TR within 60-calendar days of each option award. The Government updated the SOW section

3.3.5 to reflect this information.

PRF-PT-768, CAGE 57039,

Version 1.2 Section 3.9

The requirements in this section are highlighted yellow, meaning we must integrate this legacy equipment with the new system. The intercom system requirements are part of this section. Does the Tier 1 scope include replacing the intercom system used for communication in the CT and AAR and interface with tactical comms?

The tier 1 CTR does include the update of the intercom system. The Government updated the DRTS Perf. Spec.

section 3.9 to reflect this information.

DRTS Tier 1 RFP Section B In the final RFP "and spares" was removed from all CLINs but 0005. Can the government clarify if CLIN 0005 has different spares requirements than the other ranges? The same description is used in Section F.3.

No, CLIN 0005 does not have different spares requirements than the other ranges. The Government amended the RFP to remove the “and spares” from CLIN 0005 and section F.3.

DRTS Tier 1 RFP Section F.3

“ESTIMATED PERIOD TO EXERCISE THE OPTIONS: The Government reserves the right to unilaterally exercise the option CLINs at any time after the award of the contract. The 36-month After Date of Contract (ADC) award will be updated after each individual option has been exercised to 18 months after the date of option exercise. The following table provides the estimated time when the Government intend to exercise the option CLINs:”

The option CLINs show delivery 42 months ADC. Can the government clarify the apparent discrepancy? A year gap might exist between the first three installs and the options installs. Is that the intent? This seems inconsistent with the Section L requirement that installs should be “concurrent” Section F.3 needs correction to indicate “42-month” instead

“36-month.” The Government amended the RFP, Section F.3 to indicate “The 42-month After Date of Contract (ADC) award will be updated…"

DRTS Tier 1 RFP Section L 3.d.(1) Volume I

The section states: “ii. The offeror shall provide their Bill of Materials and approach for component selection and baseline management across the six sites, accounting for any consolidation, deviations or obsolescence management with the hardware baseline.”

a)Does the BOM count toward the page count for the Volume?

b)Does the Gov want a DMPTR and DMPRC BOM or a BOM per Range?

We recommend the BOM be an appendix to the Volume and not count against the page count.

a. No, the BOM does not count towards the page count for the volume.

b. The Government wants a Digital Multi-Purpose Training Ranges (DMPTR), a non-aviation Digital Multi-Purpose Range Complex (DMPRC), and an aviation DMPRC BOM.

The Government updated DRTS Tier 1 RP Section L 3.d.(1) Volume I to reflect this information.

DRTS Tier 1 RFP Section L.A.3.d.(3).(a) Volume III - Factor III, Past Performance

The section asks for a list of the prime’s contracts, a list of major subcontractor's contracts, and Section 1 and Section 2 for past performance used.

a)Does the Government want two lists, one with Prime contracts and another with major subcontractor lists or is the Section 1 requirement the list you are talking about?

b)If the two lists are required as well as Section 1 information, is Section 1 required for all contracts on the two lists or just the ones we want to submit PPQs for?

The offeror shall provide a consolidated list of contracts that are recent and relevant for past performance for both prime and major subcontractors. Offeror must follow the format described in Section 1– Contract Description, page 45 of the RFP. All contracts submitted will be evaluated for past performance.

DRTS Tier 1 RFP Section L.A.3.c Content Requirements The RFP asks for data that is best outlined in table format. Will the Government allow tables to be no less than 8-point font?

The same standard that applies to graphics applies to tables and charts. Font size is at the discretion of the offeror;

however, information must be legible if printed.

Attachment 6, DRTS Tier 1 BOM All tabs and rows that contain computer/server equipment requirements.

What operating system, RAM and Hard Disk Space is required to support the current DRTS SW and VSS Server and workstations, and any other computer listed in the Government’s BOM and reflected in Appendix C of the SOW?

The BOM provided with the RFP does not include the minimum Operating System, RAM and Hard Disk size for Servers, Workstations, and laptops. Most computer vendors offer multiple configurations and associated pricing of the model number specified in the Government’s BOM.

The offeror needs to determine the hardware required to implement their technical approach for the Tier 1 CTR efforts at each range. The BOMs provided are for reference purpose only. To the extent this historical information assists offerors with achieving the requirements as described in the SOW, offerors are free to reference this document.

The reference BOM states which range apply to each tab and list the equipment specification used for prior CTRs.

Attachment 6, DRTS Tier 1 BOM All tabs and rows that contain computer/server equipment requirements.

What virtualization tool (VMWARE, etc.) is required to support the DRTS Servers?

The BOM provided with the RFP does not include any virtualization software (VMWARE, etc.) tool.

DRTS servers require the VMWare ESXi virtualization tool.

The Government updated the Bill of Material to reflect the servers currently used by DRTS. The Government updated the SOW section 3.1.2 to reflect any license and SW.

Attachment 6, DRTS Tier 1 BOM All tabs and rows that contain computer/server equipment requirements.

The BOM provided with the RFP does not include servers for the Ice Data Translator (IDT) and AWSS data processing.

Is that because they are now implemented in the DRTS main servers? If not, will the Government update their BOM listing accordingly?

The Ice Data Translator (IDT) and AWSS data processing were replaced by Gateway2 (GW2) and Aviation Gateway (AGW). These are part of the virtual machines within the DRTS main server. The Government updated the Bill of Material to reflect the servers and the virtual machines within these servers.

Attachment 6, DRTS Tier 1 BOM Aviation Tab

Are the Aviation Video Ingest Workstation and Apache Tape Driver reader still required equipment for the Tier 1 CTR?

If so, will the Government update the BOM to include this equipment and minimum technical specifications?

The BOM provided with the RFP does not include an Aviation Video Ingest Workstation. In addition, it is our opinion that the CTR awardee will need the device that reads the Apache tapes. The Apache Tape Driver reader is no longer required. The

BOM is accurate and includes the Apache video ingest aviation worstations (AWS).

Attachment 6, DRTS Tier 1 BOM Aviation Tab The BOM provided with the RFP does not include UAS relate IT equipment. It is assumed that since such equipment has been recently delivered to ranges it will not require replacement under this CTR? Is our assumption correct? If not, please update the BOM with the additional required equipment.

The assumption is correct. The Government updated the SOW sections 3.1.1.4, 3.4.1, and 3.4.4 to reflect that the Yakima Training Center will not need the UAS capability equipment replaced.

DRTS Tier 1 SOW-2022- 009/Version: 1.1 3.1.2 Software Requirements

The government is stating that the GFI software will be provided directly from the IDE lab. In addition to this, will the government provide support from the CPM Contractor to assist in the installation and configuration of the DRTS Software’s installation and integration at the CTR Contractor Lab?

It will be the offeror's responsibility to perform the installation and configuration of the DRTS software installation and integration in accordance with the DRTS Tier 1 CTR SOW section 3.1.1 "The contractor shall integrate and install the CTR hardware and software to achieve a fully functional system IAW the DRTS performance specification (PRF-PT- 768), and the VSS performance specification (PRF-PT-769).".

Therefore, the Government will not provide support from the CPM Contractor to assist in the installation and configuration of the DRTS Software’s installation and integration at the CTR Contractor Lab.

PRF-PT- 768 CAGE 57039

Version 1.2 Q and A

Will the Government modify their current BOB to include the additional servers required, and/or higher performance VSS Client PC?

Has the government determined if additional VSS Servers/performance and/or additional capability for the VSS Clients be required?

The updated performance specification requires the system to support HD Field Cameras (1920x1080 at 60 Hz).

The offeror is responsible for determining whether additional servers and/or higher performance VSS Client PC are required based on their own solution to meet the requirements in the DRTS SOW and performance specification requirements.

Section B of the RFP CLIN structures and Attach 6 DRTS Tier 1 CTR Bill of Materials, Tab 3 Aviation T1 Materials does not reflect which sites or configurations of DRTS ranges this BOM applies to. Will the Government please clarify and confirm that the Aviation BOM only applies to the YTC and Fort Riley sites and should be priced accordingly under CLIN 0004 and CLIN 0006 respectively?

Paragraph 3.1.1.3 of DRTS Tier 1 SOW states: The contractor shall perform all work required to procure, replace, integrate, and verify the aviation IT components to include all Evaluation Display Control (EDC) and Aviation Workstations (AWS) equipment as part of the Tier 1 CTR at the Ft. Riley and YTC.

The Government confirms that the Aviation BOM only applies to the YTC and Fort Riley sites and should be priced accordingly under CLIN 0004 and CLIN 0006 respectively. The Government updated the Bill of Material to reflect specific range applicability to each of the tabs.

DRTS Tier 1 SOW-2022- 009/Version: 1.1 SOW Appendix C Block Diagram We believe that ranges with IPUR Version 3.0 (vs 3.5) require a Decryption Server. If any of the ranges to be CTR is still using the IPUR Ver 3.0 will the decryption server be considered part of the IPUR GFE system or is it considered part of Tier 1 CTR? If so, should this be added to BOM?

The offeror is not responsible for replacing the IPUR encryption server(s). The Government updated the SOW section 3.1.1.5, 3.4.1, and 3.4.4 to specify which ranges have the IPUR 3.0, and would need to keep the encryption server(s).

DRTS Tier 1 SOW-2022- 009/Version: 1.1 Test and Verification /Paragraph 3.4 Will the Government ensure that the proper level of support is provided by the LCS ATMP contractor during the baseline test, installation, integration, contractor test and SVT?

SOW Section 3, Requirements, Logistics/3.7.1.5 and RFP Section B Supplies, Services and Prices/CLIN Item #s 0001 - 0005

Are spare parts required to be proposed and priced for only the Fort Bliss site IAW CLIN 0005 or all six sites and associated CLINs? Please clarify? / The SOW states: The contractor shall provide the LPDS with all new data associated with the CTR. The contractor shall develop the LPDS while using GEIA-STD-0007C as a guide and capture the following information:

a.Maintenance Allocation Chart (used in the SMM) b.Recommended Spare Part List (required in the SMM)

The RFP Section L instructions does not mention including or pricing spare parts in the contractor’s submitted BOM, however the Government BOM does list spares for both in the DMPTR and DMPRC tab, but none are listed in the Aviation Materials. CLIN 0005 Fort Bliss site has spares listed as part of the CLIN 0005 description yet none of the CLINs mention spares.

The Government does not require a spares package to be proposed for any of the six sites and associated CLINs.

No, CLIN 0005 does not have different spares requirements than the other ranges. The Government amended the RFP to remove the “and spares” from CLIN 0005 and section F.3.

DRTS Tier 1 SOW-2022- 009/Version: 1.1

SOW Section 3, Requirements, Logistics/3.7.1.5 and RFP Section B Supplies, Services and Prices/CLIN Item #s 0001 - 0005

Are spare parts required to be proposed and priced for only the Fort Bliss site IAW CLIN 0005 or all six sites and associated CLINs?

Attch_6_DRTS Tier 1_CTR Bill of Materials All three BOM Spreadsheet Tabs Are there variances in the BOM items required for CTR refresh depending on the site? If so, request the Government provide a complete and accurate site specific BOM listing needed for procurement in this FFP acquisition. The BOM tabs are broken down by DMPTR T1, DMPRC T1 and DRTS T1 Aviation. The only correlation to which sites are applicable to which DRTS range type e.g. DMPTR or DMPRC is in the RFP CLIN structure and Section F. There are 3 sites that have one configuration and 3 sites that have another configuration. One site has both configurations, therefore it difficult for any non-incumbent offeror to determine each sites specific HW/SW refresh requirements without either a site survey prior to proposal submission or a complete and accurate Government BOM for each individual site based on it’s DRTS range configuration and infrastructure differences.

Recommend the Government level the playing field by requiring each offeror to bid to same BOM for each site/DRTS configuration. This will ease the burden on the Government evaluation team’s price evaluation and ensure each offeror is afforded equal opportunity to bid to same HW/SW Government directed BOM requirements. As stated in the SOW, the awarded contractor will be afforded the opportunity to conduct site surveys and adjust the CTR BOM required for procurement accordingly on actual site HW/SW configuration and customer site unique requirements.

The offeror needs to determine the hardware required to implement their technical approach for the Tier 1 CTR efforts at each range. The BOMs provided are for reference purpose only. To the extent this historical information assists offerors with achieving the requirements as described in the SOW, offerors are free to reference this document.

The reference BOM states which range apply to each tab.

RFP Section B Supplies, Services and Prices/CLIN Item #s 0001 – 0005; RFP Section F Deliveries and Performance/ Paragraphs F.2 and F.3. RFP Section L, Pricing Instructions; RFP Section M, Evaluation Criteria.

As described in the RFP, this solicitation cannot be priced equally and accurately by all offerors. Will the Government provide a price workbook and or at least clear CLIN structures, Section L instructions and Section M price evaluation criteria that align with the rest of the RFP’s CLIN descriptions/delivery instructions listed in Section B and Section F? / The Section L instructions are not adequate to price the various references to CLINs, Base Period CLINs and Option Period CLINs that are described in Section F, but are not aligned with nor defined in Section B.

Section L instructions state: Offeror shall complete Section B by entering a price/cost for each CLIN unless identified as NSP. Section F-3 states: For the Base CLINs, the ADC indicated under the “DELIVERY INFORMATION” section will be defined by the date of contract award. ADC for the option CLINs will be defined by the effective date of exercising the option. There is no pricing workbook included in the final RFP nor specific instructions on how the price volume should be structured on what format it should be provided. The pricing instructions do not provide sufficient detail to determine whether the CLINs in Section B are only Base Period CLINs, as some of which are listed in the Delivery Instructions with an 18 month ADC and some with a 42 month ADC. There are no Option Year CLINs nor SLINS in Section B and no instructions in Section L on whether the Option Period CLINs listed in the Delivery instructions are required to be priced in a FFP acquisition. There are also no instructions how traditional ODCs such as material product purchases and travel to each of the sites are to be priced.

Section M Price Evaluation states: Adjectival ratings shall not be used for Offerors’ Price proposals. For award purposes, the total proposed price for all CLINs will be added together into a total sum (contract value). The evaluation of all option CLINs will not obligate the Government to exercise any option. There are no Option Period CLINs in Section B to be priced.

Section M also states: The price proposal will be reviewed for compliance with the requirements specified in Section L of the solicitation. Section L instructions are not clear nor in accordance with what is stated in Section B and Section F.

The Offeror’s Price proposal will be evaluated as follows.

1)The Government will evaluate the Offeror's proposed prices in accordance with FAR Subpart 15.4. The Government will add all Firm Fixed Priced CLIN/SLIN prices including Options to arrive at a total evaluated price (TEP). The TEP will be used in the Government’s subjective trade-off analysis to determine the Best Value. The CLINS listed in Section B are not clear whether they are for the Base Period and if so, there are no CLINs for the Option Period. There are also no SLINs listed in the Section B or Section F. Therefore, Section M evaluation criteria appears to be misaligned with the instructions in Section L as they relate to Section B and Section F guidance.

p g resulting contract. The SOW and Specs are applicable to all CLINs. The only variance between CLINS is the location where the system requires a Tier One Tech refresh. Each Priced CLIN is FFP and offeror is required to take into account all cost elements such as ODC that makes up the price for each CLIN.

The offeror is advised that they should take into account in its price the timeframe for the Government to exercise the options. The Government may elect to exercise the options at award, during performance at any time within the first (1) or second year (2), all the way up to the last day of the 2nd year.

Offeror’s pricing should take this into account.

Each option CLIN is identified in Section B. See underneath the CLIN number, where it indicates “OPTION”.

The RFP will be revised to remove all references to SubCLIN.

The Government will remove the word SLIN from page 58 of the RFP. From “The Government will evaluate the Offeror's proposed prices in accordance with FAR Subpart 15.4. The Government will add all Firm Fixed Priced CLIN/SLIN prices including Options to arrive at a total evaluated price (TEP).

The TEP will be used in the Government’s subjective trade-off analysis to determine the Best Value.” To “The Government will evaluate the Offeror's proposed prices in accordance with FAR Subpart 15.4. RFP Section B Supplies, Services and Prices/CLIN Item #s 0001 – 0005; RFP Section F Deliveries and Performance/ Paragraphs F.2 and F.3. RFP Section L, Pricing Instructions; RFP Section M, Evaluation Criteria

As described in the RFP, this solicitation lacks a price workbook or clear CLIN structures, which place the acquisition at high risk of industry providing price data that is not able to be compared equally. Providing industry with a price workbook and and clear CLIN structures should reduce or mitigate this risk. Option CLINs are not detailed within the RFP but are cited as being subject to evaluation.

To articulate this concern, please note the following quotes from the RFP:

Section F: The “Delivery Information” identifies the CLIN structure by delivery date and time period for each destination but does not articulate what each CLIN contains – it merely states the location supported.

Section L: Directs that the Management Volume include an IMS which shall “identify . .

. linkages between the CLINs including all options and dependencies on other external contractors or the Government.”

Section L: Directs for the Price Volume that “The Offeror shall complete Section B by entering a price/cost for each CLIN unless identified as NSP” and further states, “Unbalanced pricing exists when, ....”

Section M: States that “The Government intends to make a source selection based ....”

Section M, under Evaluation Approach, states, for Factor II – Management: “The Government will evaluate the Offeror’s Integrated Master Schedule (IMS) ...”

Section M, under Factor 4 – Price, states, “For award purposes, the total proposed price for all CLINs will be ....”

Note: This issue relates to Question 35 from the Q and A Tier 1 Draft RP Final document provided in the announcement. In that response, the Government stated, “The Government intends to evaluate Options and include them in the Total Evaluated Price. The Government intends to award the contract with priced Options.”

In summary, the RFP’s lack of CLIN definitions, lack of Option CLIN definitions, and lack of a pricing workbook combine to create a high risk that the CLIN structures and CLIN pricing will not be able to be evaluated fairly and equally across all Offerors. The Total Evaluated Price, CLIN Price, total sum, and contract value elements of the evaluation will all be adversely impacted by the lack of CLIN and Option CLIN definitions. Request that the Government amend sections L and M to ensure that all Offerors can discern the Government’s intended CLIN structure and thus respond to it appropriately and consistently, and that the Government provide a Price workbook to ensure that the evaluation of pricing, balanced pricing, and the total evaluated price are consistent across all Offerors.

Each option CLIN is identified in Section B. See underneath the CLIN number, where it indicates “OPTION”. The RFP will be revised to remove all references to SubCLIN or SCLIN.

Also, Section L, Price Volume, under Para a. , is revised to indicate “price” instead “price/cost.”

Section B provides the necessary information for the pricing of the contract effort.

The government states in the SOW (reference A above) that the GFI software will be provided from the IDE lab. SOW 3.1.2 Software Requirements states, “The contractor shall obtain SW images required for the CTR from the PEO STRI Integrated Development Environment (IDE) lab after contract award. The contractor shall procure the Server and Windows OS licenses that match the SW images per the defined baseline.

For any required changes to the ATO baseline, the contractor shall provide the new hardware (HW) to the IDE lab for SW image development. The contractor shall provide one complete system image, after successful completion of System Verification Test (SVT), to both the IDE Lab and gaining installation Life Cycle Contractor Support (LCCS).” The importance of the software upgrade processes appears throughout the documents referenced above as detailed in the quotes/reference statements below.

Given that the software elements must be passed between the DRTS contractor and the IDE laboratory (and its contractors), request that the Government articulate the methods and timeframes that should be used within the proposal to ensure that all Offerors base their schedules and deliveries on an equal and shared understanding of the handoff process between the DRTS contractor and to/from the IDE and its contractors .

Further, the software management and upgrade activities within the RFP package demonstrate that multiple laboratories will exist – the IDE has a key role, PEO STRI uses the Consolidated Product Line – Next (CPM Next) contract to manage USG software baselines (although this role is not mentioned within the RFP), and now DRTS development will likely be taking place within a third contractor laboratory. Test activities and resolution of software functional issues thus will be spread across responsible parties, with upgrades to one laboratory potentially causing failures within another laboratory.

DRTS Offerors could better support the overall mission if clarity was provided on how the USG plans to structure test missions and resolutions during the development of the various software products and baselines . For example, the USG would likely benefit from having CPM Next and/or their IDE software personnel present during contractor, SVT, and GAT testing so that the three entities can resolve any issues and ensure that all interoperability concerns are addressed; however, current information does not permit DRTS Offerors to plan on such cooperation or integration, and DRTS Offerors do not have insight into the possible support of the other contractors critical to success. Absent this information, Offerors can only propose to have their own laboratories to do this work and will likely deliver solutions to the USG that require compatibility, interoperability, and integration support remedies from one of the three labs, which may then lead to similar issues with the software in one of the other labs.

Recommend that the Government identify the level of support that may be expected from the IDE and other Contractor entities (such as the CPM Next Contractor) to assist in the installation and configuration of the DRTS Software at the DRTS Contractor Lab.

The Government has addressed the interaction between the offeror and CPM contractor in the SOW para 3.1.2. The offeror should plan for 1-2 weeks to receive SW from the IDE lab after requesting it. The CPM contactor may be present during GAT/SVT as Government support, not to assist the offeror. CPM contractor will not be present during any other contractor test event. Any Test Incident Reports (TIRs) identified and submitted that are DRTS SW related will be worked by CPM. The offeror is not responsible to work on a DRTS SW related TIR. CPM does not install nor config the DRTS SW at the DRTS contractor lab.

See answer to question in Row 18. It will be the offeror’s responsibility to perform the installation and configuration of the DRTS software installation and integration in accordance with the DRTS Tier 1 CTR SOW section 3.1.1 "The contractor shall integrate and install the CTR hardware and software to achieve a fully functional system IAW the DRTS performance specification (PRF-PT-768) and the VSS performance specification (PRF-PT-769)." Therefore, the Government will not provide support from the CPM Contractor to assist in the installation and configuration of the DRTS Software’s installation and integration at the CTR Contractor Lab.

Note: The SOW section 3.1.2 was updated to change the responsibility for new Hardware SW image development from "For any required changes to the ATO baseline, the contractor shall provide the new hardware (HW) to the PEO STRI Integrated Development Environment (IDE) lab for SW image development" to "For any required changes to the ATO baseline, the contractor shall develop the new SW image necessary for the new hardware (HW)".
