2 SOW, Version 1.0 Appendix C

Based on the Appendix C legend, red signifies initial fielding equipment. Can the Government clarify what is meant by initial fielding equipment and whether this equipment is a requirement for the DTRS Tier 1 CTR offerors to propose and price? If so, will the Government provide more detailed information on the technical specifications for this initial fielding equipment, if required?

Items marked by Initial fielding equipment in Appendix C will not require upgrade as part of this CTR.

3 SOW, Version 1.0 Requirements, 3.1.1.1

5 Spec DRTS Perf Spec 3.1.1.1 System Startup and Restart

It should be noted that compliance with the server and WS application start time requirements has a strong dependency on the GFI DRTS Software. In fact, it should be noted that many of the requirements of this specification are fully or partially satisfied by the GFI software, it being stated here rather than including a comment for each of the specific cases in which this will apply.

The Government provided software is needed to meet the requirement.

However, the contractor's hardware/configuration solution is required to work with the Government provided software.

6 Spec DRTS Perf Spec 3.2.2.7.1 System Admin

It is our understanding the CTR 1 will not replace many of the exiting range components, such as PUs. We assume that any associated control tool will be reloaded to the new TOMC hardware and will not be provided under this contract. Is our assumption correct?

This assumption is correct.

7 Spec DRTS Perf Spec 3.2.2.7.2 SDSD Is the SDSD part of the GFI software? If so, if changes are required because of the need to use a new hardware component, who will be responsible to modify the GFI software?

Yes, the SDSD is part of the Government provided software. The contractor shall provide the new hardware (HW) to the PEO STRI Integrated Development Environment (IDE) lab for SW image development.

8 Spec DRTS Perf Spec 3.2.5 Ingest WS We assume the ingest WS is part of the VSS GFI SW. Is our assumption correct? The ingest WS software will be part of the Government provided SW.

9 Spec DRTS Perf Spec 3.2.5 Ingest WS We assume the HHTC SW is part of the GFI SW. Is our assumption correct? This assumption is correct.

10 Spec DRTS Perf Spec 3.2.2.7.2 SDSD Is the SDSD part of the GFI software? If so, who will be responsible for modifying the GFI software if changes are required due to the need to use a new hardware component?

Yes, the SDSD is part of the Government provided software. The contractor shall provide the new hardware (HW) to the PEO STRI Integrated Development Environment (IDE) lab for SW image development.

11 SOW, Version 1.0 PWS 3.1.2 Based on 3.1.2 of the PWS, we assume the SW version to be available and used at SW installation can be supported with the hardware being provided to the sites. Is our assumption correct?

The assumption is correct, assuming the contractor selects equipment from the latest BOM. If the contractor selects new or different hardware than what is in the latest BOM, then the hardware will need to be provided to the PEO STRI Integrated Development Environment (IDE) lab for SW image development.

12 SOW, Version 1.0 PWS 3.1.2 We assume LT2 portal all relevant information necessary to develop our solution and approach as specified in Section 3.1.2. Does the government anticipate providing any information other than the information now included in the LT2 portal?

The Government does not anticipate providing any information from the LT2 portal as the Government does not believe it contains any relevant information to offerors proposal. Any software related information to include the DRTS SW can be obtained from the Integrated Development Environment (IDE) lab after contract award. The SOW has been updated to reflect this information.

13 Section L pg.43; Section L.A.3.d.ii “ii. The offeror shall provide their Bill of Materials and approach for component selection and baseline management across the six sites, accounting for any

Will the Government provide the latest BOM for the Tier 1 CTR hardware and software? This will allow an apples-to-apples comparison of offeror bids and allow for clear identification of offeror proposed changes to the existing DRTS BOM.

The latest BOM has been provided (for reference) as part of the final RFP.

Attch 1 - SOW DRTS Tier 1 CTR Draft.docx and Attch 2 b. Perf Spec PRF-PT-769 DRTS Tier 1 CTR Draft.docx

Given pg. 15, SOW DRTS Tier 1 CTR Draft.docx, section 3.7.6 last sentence, “The contractor shall remove the Blue Force Tracker as part of the CTR effort.”, should the following BFT2 performance specs be removed from document PRF-PT-769:

1.Pg.5 “Record the BFT2 screen capture while maintaining the same resolution and quality of the original stream.”

2.Pg. 12 “Provide the capability to incorporate videos recorded by the FC, BFT2, IPUR, and

UAS”

3.Pg. 12, “Provide the capability to select screen capture streams from the EXCON and the

BFT2”

4.Pg. 9 and 21, “The VSS shall process all video in MPEG4 file container or better format to include the IPUR, BFT2, UAS, FC, and Aircraft ingested video”

5.Pg. 23, “The VSS recording service shall record the BFT2 screen capture while maintaining the same resolution and quality of the original stream.”

6.Pg. 51, “The VSS shall provide the capability to select screen capture streams from the EXCON and the BFT2”

All references to the Blue Force Tracker have been removed from Perf Spec PRF-PT-769 that has been released as part of the final RFP.

15 Spec Attch 2 b. Perf Spec PRF-PT-769 DRTS Tier 1 CTR Draft.docx

Pg. 48, Section 2 Crew Run and Monitor “The VSS application shall provide the capability to switch IPUR channel or turn-on and turn-off individual channels. This requirement shall be verified during VSS testing.”

Do any of the ranges in this Tier 1 CTR effort utilize this older version of the IPU? It is no longer a feature of the IPURs.

Perf Spec PRF-PT-769 has been updated to reflect this change.

16 Spec Attch 2 a. Perf Spec PRF-PT-768 DRTS Tier 1 CTR Draft.docx

Pg. 5, Section 3.1.1.1 System Startup and Restart “d.Start all server and WS applications within 20 minutes from full system start up”

It has been our experience on DRTS ranges that the current system does not meet this 20 minute start up requirement, mainly due to the start up time of the switches. If the currently installed DRTS system fails this requirement in the Baseline Test as described in section 3.4.1 Baseline Test of the Attch 1 – SOW DRTS Tier 1 CTR Draft.docx, will the contractor still be held to this 20 minute performance requirement?

If the currently installed system fails this requirement during the baseline test, then the CTR solution will be expected to result in the same or better performance.

17 Spec Attch 2 a. Perf Spec PRF-PT-768 DRTS Tier 1 CTR Draft.docx

It appears that this performance specification has not been tailored for a Tier 1 CTR, will the Government annotate which specific sections apply to a Tier 1 CTR in the final RFP?

The Perf Spec PRF-PT-768 has been updated to reflect which sections apply to the Tier 1 CTR. However, the overall DRTS functionality will be verified after CTR completion.

18 Spec Attch 2 a. Perf Spec PRF-PT-768 DRTS Tier 1 CTR Draft.docx

This performance specification contains references to Blue Force Tracker, that component is being removed from the system according to the SOW.

All references to the Blue Force Tracker have been removed from Perf Spec PRF-PT-768 that has been released as part of the final RFP.

19 Spec Attch 2 a. Perf Spec PRF-PT-768 DRTS Tier 1 CTR Draft.docx

This performance specification is missing requirements for the Server Administration Control Console (SACC) and the SMODEM.

The Perf Spec PRF-PT-768 has been updated to reflect the Server Administration Control Console (SACC) and Smart Onboard Data Interface Module (SMODIM) requirements.

20 Spec Attch 2 a. Perf Spec PRF-PT-768 DRTS Tier 1 CTR Draft.docx

Pg. 29, Section 3.7.1 Field Cameras General, “q. Be capable of providing 1920 x 1080 High Definition daylight video”

Will field camera be replaced on a separate effort with HD feeds? The number of HD feeds will impact the number of restreamer servers required for the BOM.

Yes, DRTS has a requirement to support HD feeds.

21 SOW, Version 1.0 Attch 1 - SOW DRTS Tier 1 CTR Draft.docx

Will the player units be replaced with new 3.5 models or will pre-existing IPUs be upgraded to the latest 3.0 or 3.5 Ubuntu images? Neither the IPURs nor the IPUR SW will be updated as part of the Tier 1 CTR.

22 Spec Attch 2 a. Perf Spec PRF-PT-768 DRTS Tier 1 CTR Draft.docx

Pg. 40, Section 3.13.Security, Item u:

“u.Accomplish identification and authentication using the DOD PKI Class 3 certificate and HW security token (when available) as required by the DRTS SSP.”

The current DRTS SSP does not state “(when available)”, can you please clarify if this is a new requirement for Tier 1 CTRs?

The Perf Spec PRF-PT-768 has been updated to remove this requirement.

23 CDRLs Attch 3 - CDRLs DRTS Tier 1 CTR Draft.docx

CDRL A009, Block 16, 10. A

“A. SEE LOGISTICS PRODUCT DATA AND SUMMARIES ANNEX A AND

GEIA-STD-0007 (LATEST VERSION FOR SPECIFIC REPORTS REQUIRED.)”

Can the Government please provide clarification as to where to find Annex A?

Annex A has been provided with the updated CDRL package as part of the final

RFP.

24 CDRLs Attch 1 - SOW DRTS Tier 1 CTR Draft.docx

Pg. 12 “A009: DI-ADMN-80925A - Revisions to Existing Government Documents: Logistics Product Data Summaries.”

Will the Government provide the existing CDRLs as part of the RFP package so that offerors can accurately estimate the amount of revisions required for each CDRL?

Both the SOW and DD form 1423 have been updated to reflect that the Logistics Product Data Summaries CDRL will be a new deliverable, not a revision to exsiting Government documents.

For other CDRLs that are designated as revisions to existing Government documents, the Government will not provide the existing CDRLs as part of the RFP package. They will be available to the winning contractor, upon request, after contract award.

25 SOW, Version 1.0 Attch 1 - SOW DRTS Tier 1 CTR Draft.docx

Pg. 14. “ITEM UNIQUE IDENTIFICATION (IUID) The contractor shall determine items requiring

IUID IAW MIL-STD-130N”

Determining items that require IUID Labels is highly subjective and often debated. The quantity of labels to be produced and applied, registering the items in the UID Registry is a cost driver.

Does the Government approve contractor recommendation to use the commonly accepted standard requiring IUID Marking and registration only of individual items with a unit price greater than $5,000.00?

If not, please provide government requirements that determines which items require marking and entering in the IUID registry or provide a list of existing IUID marked items so offerors can accurately cost this item?

The Government agrees that IUID marking and registration is only required of individual items with a unit price greater than $5K.

26 SOW, Version 1.0 Attch 1 - SOW DRTS Tier 1 CTR Draft.docx

Pg. 15-16 “The Government and contractor shall coordinate with the Defense Logistics Agency Disposition Services to perform the necessary actions for turn-in equipment IAW Government regulations.”

Will awarded contract specifically authorize contractor to utilize base recycling, landfill, hazmat turn-in, hard drive turn-in to the local Network Enterprise Center (NEC)? (Some installations require to see contract authorization since they have a cost associated with what they take in)

No, the contract will not authorize the contractor to utilize base recycling, landfill, hazmat turn-in, hard drive turn-in to the local Network Enterprise Center

(NEC).

27 Section L Reference Section/Paragraph:

Section L, 3. Proposal Files, a.

Format

Will the Government allow tables and graphics to be no less than 8 point font?

Section L, 3. 3.Proposal Files, paragraph c. Content Requirement, states "Graphics, charts, and tables may be page size 11”x17” and counts as one (1) page. Font size contained within graphics is at the discretion of the offeror;

however, information must be legible if printed."

28 SOW, Version 1.0 Reference Section/Paragraph: 3.3 Will the Government provide the ATO baseline ahead of time if the intent is for us to deliver the same hardware? If not, do offerors get an opportunity for an equitable adjustment for any items whose replacement cost is more than assumed?

The latest BOM has been provided (for reference) as part of the final RFP.

29 SOW, Version 1.0 Reference Section/Paragraph: 3.4What does the Government mean by "chargeability"? Is this whether the TIR is in scope or out of scope? Will the Government define the CTR elements?

Chargeability means who is responsible for fixing the TIR (i.e. contractor or Gov SW team).

The SOW has been updated to remove the "CTR elements" terminology.

30 SOW, Version 1.0 Reference Section/Paragraph: 3.4Will the government explain the scope and scale of the SVT? Is the Government going to re-run the same test procedures used for contractor tests, or will this be a SET-based test?

For SVT, the Government will resuse the same test procedures as the contractor test. The SVT will be verifying the Tier 1 CTR requirements, as well as validation of the end-to-end system functionality.

31 SOW, Version 1.0 Reference Section/Paragraph: 3.5 Is the Government planning to provide the ATO, SSP, RMF documentation as part of the RFP?

It's not included in the draft RFP.

The latest BOM has been provided (for reference) as part of the final RFP.

The Government will not provide the SSP and RMF documentation as part of the RFP package. They will be available to the winning contractor, upon request, after contract award.

32 SOW, Version 1.0 Reference Section/Paragraph: 3.7

Where the existing tech manuals were created using an earlier version of MIL-STD-40051-2D, is the contractor responsible for converting the entire document set to version D or for using the version the document was created with. Also, there is no formal validation/verification process identified. Can the Government confirm PEO STRI will want to witness before they accept the manuals with revisions?

The contractor will be responsible for converting existing tech manuals to MIL-

STD-40051-2D.

SOW paragraph 3.7.1.4 has been added to address technical manual validation/verification.

33 SOW, Version 1.0 Reference Section/Paragraph: 3.7The first paragraph doesn't make sense. It refers to delivered equipment when it should refer to removed legacy equipment.

The first sentence of SOW paragraph 3.7.6 has been updated as follows: "The contractor shall support the documentation and inventory of all legacy equipment being removed as part of the CTR."

34 SOW, Version 1.0 Reference Section/Paragraph: 3.7The last sentence says the Blue Force Tracker is to be removed. What about the Dismount Player Unit subsystem? The Dismounted Trackers (DMTs) will not be removed.

35 Section M Reference Section/Paragraph: Sec

FAR 52.217-5, Evaluation of Options was incorporated by reference to in the draft solicitation.

Has the government made the determination that it would, or would not be, in the best interest of the government to include the option in the total evaluated price? Is it the intention of the government to include the options in the total evaluated price?

Factor 4 – Price, paragraph b.1 reads, in part, “The Government will add all Firm Fixed Priced CLIN/SLIN prices including Options to arrive at a total evaluated price (TEP). The TEP will be used in the Government’s subjective trade-off analysis to determine the Best Value.” Consistent with this language, the Government intends to evaluate Options and include them in the Total Evaluated Price. The Government intends to award the contract with priced Options.

36 Section M Section M, Factor 4: Price

Given the uncertainty in the economic environment and the length in time before options may be exercised, traditional escalation may not be enough to cover potential inflationary effects. Will the government allow the contractor to seek a request for equitable adjustment should economic conditions warrant?

The contract will be awarded as a Firm Fixed Price under a small business set aside competitive acquisition. The offeror is to provide their best price as the Government intends on awarding without discussions and the offeror should take into account all economic variables for their pricing.
