1Exhibit D and Attachment 3 Performance Spec PRF-PT-765Exhibit D Tab PRF-PT-765 Section 3.2 Item c; Performance Spec para 3.2 c, 3.4.1 a, 3.4.3 aAccording to the sole source provider for the IPUR, the IPUR Version 3.5 which has been delivered and accepted at DRTS ranges by PEO STRI is not fully compliant with the requirements to support High Definition (HD) video as required per RFP Exhibit D, Tab PRF-PT-765 Section 3.2, Item c (“General Integrated Player Unit Recorder (IPUR) Requirements Shall: Include two 720p high definition crew cameras”).
There are 3 parts of the IPUR Version 3.5 design that limit video to the lower resolution Standard Definition (SD): a.The crew cameras delivered with the IPUR are SD, not HD.
b.The IPUR video encoder supports SD video only.
c.The Silvus IPUR down range network provide sufficient bandwidth to support use of SD cameras, but not HD, which requires higher bandwidth. We are aware that the Government is developing the next generation IPUR (4.0) that is planned to fully comply with the HD video requirements, i.e. crew camera, encoder, and IPUR network bandwidth. We are also aware that the 4.0 IPUR will not be fully qualified in time for delivery to the Fort Knox DAGIR which must achieve Initial Operating Capability by November 2023.

With the understanding that the IPUR Version 3.5 is the only qualified vehicle player unit available, would the Government revise the requirements as shown below so bidders proposing the IPUR Version 3.5 can be fully compliant with them? PRF-PT-765, Integrated Player Unit Recorder (IPUR) Performance Specification RFP Wording (in Exhibit D as well as Attachment 3 Performance Spec PRF-PT-765):

3.2 GENERAL IPUR REQUIREMENTS The IPUR shall:

c. Include two 720p high definition crew cameras

3.4.1 VIDEO AND AUDIO REAL-TIME TRANSMISSION: During near real time transmission, the IPUR shall:

a. Transmit the crew camera feeds in high definition or as configured by the CT

3.4.3 ON-BOARD RECORDING CAPABILITY The IPUR On-board recording capability shall: a. Be capable of simultaneously recording 8 HD video sources, 2 audio sources, and exercise event data (as defined in the CMUR ICD) for a period of not less than 6 hours Recommended Wording (in Exhibit D and Attachment 3 Performance Spec PRF-PT-765):

2Attachment 4 Performance Spec PRF-PT-767Performance Spec PRF-PT-767, 3.2 d, 3.7.3.1, 3.7.3.2The DMT model which has been delivered and accepted at DRTS ranges by PEO STRI is not fully compliant with the storage and operating temperature ranges required by reference in Exhibit D, Tab PRF-PT-767 Section 3.2, Item 3.2d (which references Section 3.7.3 of Attachment 4 Performance Spec PRF-PT-767. Specifically, the radio and the battery which are the active components in the DMT vest worn by dismounted soldiers do not meet the full specified temperature ranges. a.The DMT uses the Commercial Off The Shelf (COTS) Agility Military Radio which has an operating temperature range from -30 to 60 degrees Celsius. The storage temperature range is not specified on the product datasheet.
b.The battery provided as part of the DMT has an operating temperature range of -20 to 60 degrees Celsius and a storage temperature range of -20 to 50 degrees Celsius. With the understanding that the DMT model supplied by Zel-Tech is the only qualified dismount tracker available, would the Government revise the requirements as shown below so bidders proposing the DMT may submit a fully compliant submittal? PRF-PT-767, DRTS Dismounted Tracker (DMT) Performance Specification: RFP Wording (in Attachment 4 Performance Spec PRF-PT-767):

3.2 Dismounted Tracker (DMT) Requirements: The DMT shall:

d. Operate in the training environment in accordance with the Environmental Parameters defined in section 3.7.3.

3.7.3.1 STORAGE

All DMT field components shall be capable of surviving prolonged storage at -33 to 71 degrees Celsius.

3.7.3.2 OPERATING TEMPERATURE

All DMT field components shall be capable of operations at ambient temperatures between -31 and 49 degrees Celsius.

Recommended Wording (for Attachment 4 Performance Spec PRF-PT-767):

3.2 Dismounted Tracker (DMT) Requirements: The DMT shall:

d. Operate in the training environment in accordance with the Environmental Parameters defined in section 3.7.3.

3.7.3.1 STORAGE

All DMT field components shall be capable of surviving prolonged storage at -20 to 50 degrees Celsius.

3.7.3.2 OPERATING TEMPERATURE

All DMT field components shall be capable of operations at ambient temperatures between -20 and 60 degrees Celsius.

Revised PRF-PT-767, para 3.7.3.1, 3.7.3.2, updating storage and operating temperature Parameters. Program Team
