1 INTRODUCTION

This document provides the detailed performance requirements for the Dismounted Tracker (DMT). The DMTs are used within the DRTS implementation to provide near real-time horizontal and vertical position location data for dismounted troop tracking and display on the DRTS Situational Awareness Workstation (SAW). The DMTs are intended to provide tracking data once the troops dismount from transport vehicles.

This specification provides requirements for dismounted applications. The DMTs communicate with the DRTS system through a standalone Very High Frequency (VHF) radio network band between 220 and 300 MHz. The range infrastructure handles communications from the DMT to the Control Tower (CT).

This document defines one subsystem element of an entire DRTS solution. Therefore, unless procured separately, the requirements in this document must be implemented in conjunction with the DRTS Performance Specification PRF-PT-768 to form a complete operational capability.

Any noted technical gap or inconsistency are not intended, and if noted, shall be brought to the attention of the Government for reconciliation.

4 VERIFICATION

This paragraph includes all verifications to be performed to determine that the system offered for acceptance conforms to all requirements in paragraph 3 of this specification.

Unless otherwise specified, all inspections shall be performed in prevailing environmental conditions that define normal range operations.

Methods of Verification include:

a. Examination: An element of verification and inspection consisting of investigation, without the use of special laboratory appliances or procedures, of items to determine conformance to those specified requirements, which can be determined by such investigations.

Examination is generally nondestructive and typically includes the use of sight, hearing, smell, touch, and taste; simple physical manipulation;

mechanical and electrical gauging and measurement; and other forms of investigation.

b. Analysis: An element of verification that uses established technical or mathematical models or simulations, algorithms, charts, graphs, circuit diagrams, or other specific scientific principles and procedures to provide evidence that state requirements were met.

c. Demonstration: An element of verification that generally denoted the actual operation, adjustment, or re-configuration of items to provide evidence that the designed functions were accomplished under specific

Version: 1.1 scenarios. The items may be instrumented and quantitative limits of performance monitored.

d. Test: An element of verification and inspection that generally denoted the determination, by technical means, of the properties or elements of items, including functional operation, and involves the application of established scientific principles and procedures.

e. Certification: An element of verification that that generally denotes or documents the prior conduct of formal test verification, and relies on documented test results, performance data, analytical data, or vendor documentation. The items require that the contractor certify that the requirements have been met.

4.1 ACCEPTANCE TEST STRUCTURE

The System Technical Test (STT) is an on-site test where the contractor and the Government representatives test the system. During the STT, the initial and comprehensive requirements are tested using the test procedure. The STT is conducted before System Operational Test (SOT) to ensure the system is prepared to be tested by the Government. The DMT requirements listed in this specification shall be verified during STT. The STT shall include the following testing, at a minimum, to ensure full coverage of the DMT requirements:

DMT Functional Testing:

The purpose of the DMT test is to verify the DRTS hardware/software interaction with the DMT. The test also verifies that the DRTS software properly displays the DMT GPS position on the SAW map with the proper status and location. The ability to control the DMT using the Command and Control GUI will also be verified.

DMT Coverage Test:

The DMT coverage test ensures the DMT stays connected to the RDCS throughout all areas on the range and reports the GPS location of the DMTs throughout the footprint of the range. The objective is to confirm DMT connectivity to the Hub radio and antenna (usually mounted to the range tower) and successful transmission of position data to the DRTS system throughout all required ranges areas thus making sure the DMT network provides the required coverage. The range will most likely utilize one VHF antenna on the range control tower; however, a repeater could be required to cover some areas downrange.

The contractor will use vehicles and personnel with DMTs to verify coverage. For a six-lane range there will be six vehicles (one per lane) each instrumented with four DMTs to cover the lanes. Four test personnel instrumented with the remaining DMTs will walk the range dismounted test areas. Coverage will be verified by test personnel in the range control tower where they will be monitoring and recording coverage data from the

SAW.

DMT shall be tested to the requirements of MIL-STD-461F, Ground Army, CE101-102, CS101, CS114, CS116, RE102, and RS103.

For COTS products certification will suffice, otherwise for new products test results will be required.

4.11.1 ELECTROMAGNETIC ENVIRONMENTAL EFFECTS (E3)

Requirement: E A D T C The DMT components shall be electromagnetically compatible among all subsystems and equipment found at

Version: 1.1 the training ranges and with electromagnetic environment external to the HW.

All equipment (NDI, COTS, modified COTS, new design) shall operate in the electromagnetic environment (EME) described below without being a source of electromagnetic interference or a victim of site/location generated electromagnetic emissions, whether radiated or conducted.

X

4.11.2 INTRA-SYSTEM EMC

Requirement: E A D T C The DMT shall be electromagnetically compatible with itself such that system operational performance requirements can be met.

X

4.11.3 INTER-SYSTEM EMC

Requirement: E A D T C The DMT shall be electromagnetically compatible with its defined EME such that the system operational performance requirements can be met.

X

4.11.4 NON-DEVELOPMENTAL ITEMS (NDI) AND COMMERCIAL ITEMS

Requirement: E A D T C NDI and commercial items shall be compliant with the E3 requirements to ensure that the system operational performance requirements are met.

X

4.11.5 LIFE CYCLE, E3 HARDNESS

Requirement: E A D T C The DMT operational performance and E3 requirements shall be applicable throughout the rated life cycle of the equipment.

X

The DMT shall detect degradation that would affect the safe E3 operations of the DMT at the installation.

X

4.11.6 ELECTROMAGNETIC RADIATION HAZARDS (EMRADHAZ)

Requirement: E A D T C The DMT shall be designed to ensure that personnel, fuels, and ordnance are protected from hazardous effects of electromagnetic radiation.

X

4.12 TRANSCEIVER/RECEIVER

The DMT shall provide near real-time data transmission. X

Version: 1.1

The DMT transmitter/receiver shall comply with frequency allocations and spectrum at the intended installation.

X

The DMT transmitter/receiver shall have a unique access identifier and automatically enter the communication network when the transceiver is on. This requirement shall be verified during the DMT Functional Testing.

X

4.13 DMT POWER OUTPUT

Requirement: E A D T C The DMT’s transmission power output shall not exceed 2 Watts RMS.

X X

The DMT’s transmission power shall not exceed safety thresholds for man-worn transceivers.
