and Draft Solicitation

SOW Page 7 Draft Page 9

SOW 1.4

Section F, L.1.2

SOW: The planning dates in the SOW indicate GAT should be completed 7 months after BOD.

Draft Solicitation: L.1.2 States contract award will be 4 Aug 2022. Section F requires delivery of CLIN 0001 15 months after contract. CLIN 0003 identifies the total POP as Aug 2022 through Nov 2023 thus equals 16 months after contract.

Is the plan for the Target and the ROC installation to happen simultaneously or sequentially? Would the Government consider updating the SOW to be consistent with the Draft Solicitation?

The Target Contractor will not allow anyone down range during target install and test. Target and ROC installation will not be simultaneously. The Gov't will update the SOW to match dates from the Draft Solicitation for a 16 month Period of Performance.

DRTS Team ACC updated solicitation to read: Solicitation: L.1.2 States contract award will be 4 Aug 2022. Section F requires delivery of CLIN 0001 16 months after contract.

SOW Para 1.4.d updated to: c. System Operational Test (SOT): 9 months after BOD. SOW Para 1.4.d updated to:

d. Range Acceptance: 12 Months after BOD.

13 DRFP Solicitation 116 L.4.1 and L.4.2 The first sentence states the offerer shall provide sufficient detail to determine compliance with the SOW, performance specs, Exhibit D, and other applicable requirements.

In the Technical Volume, is the intent to evaluate compliance for only the 9 Exhibit D requirements or must it describe compliance with all draft RFP requirements, i.e. SOW, all performance specs? If yes, will the Government consider evaluating requirements other than Exhibit D using a compliance matrix?

The nine exhibit D specification requirements and their sub-requirements will be evaluated for technical compliance, in accordance with the technical volume. Exhibit D requirements are only Specification related.

However, the contractor shall include a statement in their proposal that they understand that they must comply with remaining sections of all performance specifications, all sections of the SOW and the DD 254.

DRTS Team Section L.4.1 AND L.4.2 have been updated.

7 and 16 Paragraph 3.1.4(e)

Paragraph 3.1.4(e) of the DAGIR SOW stipulates that the field cameras and installation will be provided by the Government as Range Equipment and that the DAGIR contractor will only be responsible for integration of the provided equipment into the IT system (with Sight SW also mandated by the Gov’t).

Can the Government please confirm that the 3.4.2 In- Plant Testing does not require field cameras and that those video feeds will be replicated with simulators?

Gov't concurs, in-plant testing does not require a field camera and the video feeds can be replicated with simulators.

25 4.4 Initial Spares

Offer's potentially bid no IPUR spares to lower TEP creating unbalanced pricing. Section M provides no evaluation criteria to assess technical acceptance of offer's rational and logistical analysis methodology to support their spares quantity and pricing.

For consistent pricing evaluation among bidders, can the Government specify the quantity of IPUR spares required for this effort in Appendix B?

The government is updating the variable tables in the SOW to include the spare of the IPUR, DMT, and CVAK. DRTS Team

Updated SOW variable table to read 14 (plus 2 spares) for IPUR, DMT, and CVAK.

M.1.2

M.1.2 states, "The Offeror’s proposal will be evaluated against the requirements outlined in Exhibit D, Requirements Matrix to determine whether the proposal is acceptable or unacceptable". We believe the

Exhibit D evaluation criteria is too narrowly scoped to adequately deem a proposal "unacceptable" based on the nine (9) referenced PRF-PT paragraphs and NO supporting SOW paragraphs. Sections L & M do NOT provide the evaluators a method to assess the offer's compliance with SOW requirements and the technical approach to perform the work.

In addition, these nine items only collectively address 5 areas (AWSS, field cameras, cyber, IPURs, and DMTs).

Will the Government consider adding additional mission critical evaluation criteria such as Schedule, fielding approach, risk identification and mitigation and adequate team resourcing?

The government has considered request, but at this time believes it is not in best interest of government. DRTS Team

35 Appendix B

Appendix B does not adequately specify an equipment BOM that would allow the Government to receive the equipment it desires and has been established at previous DRTS ranges, and would allow an "apples to apples" price comparison among bidders.

Will the Government consider releasing a BOM specifying all equipment and quantities required to assist in level setting bidder proposals and balanced pricing?

No DRTS Team

R0018_4_27_2022

M.1.3.a, M.1.3.b, M.1.3.c, and M.1.3.d

Pricing is currently entirely based on filling out Section B Item #1 and Item #2. This does not provide the Government any insight into how the pricing was constructed, whether it is complete, balanced and realistic.

Will the Government consider adding a pricing worksheet to assist in pricing evaluation and require details of labor costs, materials, etc.?

Governemnt believes that pricing worksheet is not necessary as this is a competitive Firm Fixed Priced requirement and details of labor cost, materials, etc., are not required. The Total Evaluated Price will be evaluated for price reasonableness consistent with paragraph M.1.3. A price realism evaluation will not be performed.

Presently, there is no evaluation criteria to assess an offer's relevant technical experience to timely deliver an acceptable and fully functioning

DAGIR range to Fort Knox.

Will the Government consider adding relevant technical experience as an evaluation factor or significant subfactor?

The government has considered request, but at this time believes it is not in best interest of government. DRTS Team

M.1.2

No evaluation criteria to assess an offers level of understanding or lack of understanding of SOW-2021-002 contract requirements or risk inherent in offer's technical approach for achieving schedule, performance specifications. The lack of this criteria does not provide the USG the ability to adequately assess an offer's lowest evaluated price proposals meeting acceptable statement of work requirements.

Will USG team consider adding evaluation criteria to assess acceptability of offer's understanding of scope of work in technical approach for integration and test, fielding, government acceptance testing and ICS?

The government has considered request, but at this time believes it is not in best interest of government. DRTS Team

States "Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors set forth in the Requirements Matrix (Exhibit D) and the Statement of Work"; however, there are no SOW requirements evaluated in Section M.1.2 to assess offer's technical or management approach.

Will USG team consider adding evaluation criteria to assess acceptability of offer's understanding of scope of work in technical and management approach for integration and test, fielding, government acceptance testing and ICS?
