Government Response

Attachment J1 PWS/Section 1.3/Page 7

The PWS says in Section 1.3 states, "A training support capability is required to schedule, manage, operate, maintain, and upgrade the UH‐72A, TH‐1H VSs / AATDs, AAVSs, and ATC simulations." All other instances of TH‐1H have been removed in the final solicitation, as compared to the Aug 26 '21 draft. Will there be any TH‐1H services required for FSTSS?

PWS revised ‐ Reference to TH‐1H removed.

Attachment J1 PWS/Sections

3.18.4 and 6.3/Page 36 and 38 and Government+Response+to+Industr y+Questions‐28Sep21

3.18.4 and 6.3 of the PWS state, "The FSTSS Simulation systems will typically operate at the UNCLASSIFIED level of security, but shall be capable of operating at higher levels of security classification up to and including SECRET."

We interpret the PWS statements to apply to all FSTSS services, but The Government Response states, "The requirement is for the services to be capable of operating at a classification level up to Secret. The AAVS devices will be the only capabilities that potentially would require operations at a classification level above unclassified. All AAVS capabilities provided both for Individual/Crew and Collective training shall be capable of conducting training at a classification level of up to Secret classification."

Does the requirement to operate at a security classification of SECRET apply to UH‐72A VSs? If so, would you update the PWS accordingly?

PWS revised ‐ additional information added to 3.18.4 & 6.3.

AAVS platforms are defined in 1.3.

Government+Response+to+Industr y+Questions‐28Sep21

The Government Response states, "The requirement to operate at a classified level of Secret will require the capability to revert from Secret back to unclassified. The frequency of the escalation of the classification level will be driven by the operational environment and threat level response. The respondent should be prepared to present the Government with their processes and procedures to support increasing or decreasing security classification levels and the impacts on their training capabilities."

The language in the PWS does not address reverting from Secret to unclassified. Could you update the PWS accordingly?

Attachment J3, Attachment Collateral Item 13/ Section 11c/Page 4 and Government+Response+to+Industr y+Questions‐28Sep21

Item 11c states the contractor needs access to Top Secret/SCI for this contract. However, section 11d states Secret and the PWS states up to Secret. If TS/SCI is a requirement, then a Top Secret Facility Clearance would be required.

This question was addressed in the Government's response to Industry Questions as, "The DD254 will be revised to remove the continuation sheet prior to the final solicitation."

The documents were not updated in the final solicitation.

Will the Government clarify the requirement, please, and update the PWS and J3 and its attachments accordingly?

DD254 has been revised, referenced document has been removed.

Attachment J3, Attachment Collateral Item 13/ Section 11c/Page 5

Item 11.M states, "Only U.S. citizens are authorized to work on this contract. No foreign, dual citizenship or U.S.A. FOCI companies are allow to work on this contract"

There are leading firms currently providing these types of services on similar contracts for U.S. military customers who are USA FOCI companies who have had their FOCI status verified and mitigated by the CSA.

Will the Government please clarify and also revise the DD 254 and attachments to allow Foreign or USA FOCI companies to work on the FSTSS contract if their USA FOCI status has been verified and mitigated by the CSA? This will enable the Government to receive the best solution possible.

DD254 will be revised to reflect that Cleared FOCI companies will be allowed to participate provided mitigating processes and procedures are in place to comply with Government regulations regarding FOCI entities.

RFP/Section F.3/Page 74 Section F.3 states, "Services Accreditation and Declaration of RFT shall be no later than 1 April 2023." Will the Government deem a bidder's proposal compliant where partial services are RFT 1 April 2023 and the remaining FSTSS services are fully capable in accordance with the bidder's proposed timeline after 1 April 2023?

The solicitation document has been updated to clarify RFT requirements.

RFP/Executive Summary/Page 2 The RFP states, "All comments and questions shall be submitted via email using the Solicitation Question/Comment Form, Attachment J11.....no later than by 12:00 Eastern Standard Time on 10 Jan 22." We are submitting questions early, and plan to submit questions intermittently prior to 10 Jan 22 to obtain clarifications that affect our proposed technical and price proposal. Will the Government provide weekly answers/updates in response to submitted questions?

The Government is not intending to provide weekly answers/updates in response to the submitted questions.

Attachment J1 PWS/Sections 1.3, 3.8.2.3/Pages 7, 25 and Government+Response+to+Industr y+Questions‐28Sep21

The Government Response to Industry states, "The requirement for UH‐60L configuration applies only to the Collective training capability portion of this requirement."

PWS Sections 1.3, 3.8.2.3 indicate individual/crew configurations include UH‐60L.

Will the Government update the PWS to remove UH‐60L as a required configuration for FSTSS individual/crew training?

PWS Revised ‐ 1.3 and 3.8.2.3 revised to reflect 60L required for collective training only.

Attachment J1 PWS/Sections 3.8.1.4, 3.8.2.12/Pages 25 and 27 and Government+Response+to+Industr y+Questions‐28Sep21

In the questions submitted to the Aug 26 '21 draft PWS, the question was asked, "Regarding "The capability to play back the training session from within the manned module", please clarify if cockpit playback capabilities are required for UH‐72A VS, TH‐1H VS/AATD and individual/crew AAVSs. Also, if playback is a requirement, should the entire training session be available for in‐cockpit playback? The contractor understands that the entire training session will be available at the external debrief station."

The Government Response to Industry states, "The Government will review the playback requirement for applicability, the final PWS will be updated for clarity." There were no changes to the PWS in the final solicitation.

Regarding the capability to play back the training session from within the manned module in the PWS, is playback required within the manned module for individual/crew training?

Para's 3.8.1.4 & 3.8.2.12 were revised for clarity.

Attachment J1 PWS/Section 3.8.2.7/Page 26

Regarding, "ABCSs will include but are not limited to the Command Post Computing Environment (CPCE), Fire Support Command and Control (FSC2), Joint Battle Command‐ Platform (JBC‐P), Mounted Mission Command (MMC), Mission Command (MC) Cyber, Command Post of The Future (CPOF), Joint Capability Requirement (JCR) and Tactical Airspace Integration System (TAIS)", will the Government clarify that these systems are only applicable to the Collective Trainer AAVSs?

In the questions submitted to the Aug 26 '21 draft PWS, tasks were identified that cannot be trained in a simulator environment. The Government's response was, "The Government will review the requirement task lists and revise for clarity. The Government will define the training tasks that will be required from the services. There may be tasks that are evaluated in the simulator, while the tasks are not actually performed in the simulation."

The only change made to Sections 8.4, 8.5, 8.6, 8.7, 8.8 was removal of TH‐1H Maneuver Item File (MIF) / Malfunction and Emergency Procedures List. None of the other task lists were revised for clarity.

Task list revised.

Attachment J1 PWS/Section 2.3.4/Page 13

PWS para. 2.4.3 requires that the contractor report on the services performed under this contract (including any first‐tier subcontracts) in the System for Award Management, located at www.sam.gov. Accordingly, should FAR 52.204‐14 apply to this contract and be incorporated into Section I?

FAR 52.204‐14 and 52.204‐15 do not apply as the prescriptions state these clauses are not required for actions entirely funded by DOD, which is the case for FSTSS as it is under the DOD umbrella. Rather DFARS 252.204‐7023 is the applicable clause and is included in the solicitation/contract.
