Question Answer Reference 1 Blank Ammunition. Is this to be

Contractor provided or does this fall to the end user country, (Kenyan Military) to provide?

Blank ammunition will be provided by the customer (Kenyan Military) during Form‐Fit visits and/or during on‐site verification demonstration. N/A

2 Training Material. How are you expecting to see “training” represented in the technical proposal? Is a GANT chart adequate to represent topics, goals, and timelines. or are more precise details needed?

New Equipment Training (NET) and Level III Maintenance Training should be outlined in as much detail deemed appropriate by the contractor, in order for the Government to understand how the training requirements will be met. All tasks should be detailed for Level III Maintenance Training. The Government is not requiring nor dismissing the option for Offerors to provide a GANTT chart.

Reference solicitation paragraph L.4.1 which states, "The Offeror shall include a technical description of the items being offered in sufficient detail to determine compliance with the requirement in the Statement of Work and applicable requirements documents (Attachment 1, Attachment 2 and Appendix A). This may include product literature, or other documents, if necessary. The proposal shall be clear, concise and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather, shall provide convincing rationale to address how the Offeror’s products meet these requirements. Offerors shall assume that the Government has no prior knowledge of their product and will base its evaluation on the information presented in the Offeror’s proposal."

3 Do CV'S for training personnel need to be provided with the proposal?

Curriculum Vitae (CVs) are not required for the proposal submission, however if choose to submit, it will count against the page count. SOW 3.4 through 3.4.2

4 Post Training evaluation. Once the user training and Maintenance training has taken place, training should be given for post scenario evaluators, in order that the end user can adequately gather, interpret, and report data on both individual and squad performance. There does not appear to be any consideration for this within this RFQ.

The Government is not restricting Offerors from addressing specific attributes of their planned training approach.

SOW section 3.4 details the Government's training requirements. The Offeror Requirements Matrix states for section 3.4.2, "Provide a technical description detailing the POA&M (Plan of Actions and Milestones) to meet the required Level III Maintenance Training Tasks (i.e. laser post factory alignment, laser post power adjustment, laser amplifier Circuit Card Assembly (CCA) sensitivity adjustment, detector string replacement, firmware installation on Harness Control Unit (HCU) CCA, and laser detector sensitivity adjustment)."

SOW 3.4 through 3.4.2

5 Spares quantities. From our industry experience we know that the number of spares required is based on the regularity of usage of the equipment.

Example, equipment used weekly will require more spares than equipment used monthly. Can you please tell us how often the equipment is expected to be used so that a proper amount of spares can be determined?

SOW section 3.3 Logistics details the spares requirements as follows: "The spares list shall include all spare components required to sustain the end item(s) for a minimum of two years." The Offeror Requirements Matrix item 2 states, "Offeror has provided a detailed parts list identifying the spare parts, special tools and test equipment, and other logistic items."

Offerors are instructed in Section L.6.1 of the RFP, "The Offeror shall provide an Executive Summary giving a brief top‐level overview of the proposal and its contents. The Offeror shall also identify any assumptions to the terms and conditions of the solicitation in this Summary." The Government intends to review those terms and ensure that reasonable terms and conditions have been identified with respect to the Spares deliveries, and that typical new owner usage of the MILES gear has been accommodated to support ongoing and catch‐up training requirements.

For planning purposes, the following baseline usage estimate is provided: 10 hours per day, 5 days per week for periods up to three weeks at a time, and exercise frequency of four times per year.

SOW 3.3, Solicitation L.6.1
