IDIQ PWS, Section 3.1.12.1, Page 18

IDIQ PWS 3.1.12.1 Transition‐In Plan. The Contractor shall receive hardware and software licenses for the purpose of continued software development, testing, integration, and deployment of JLCCTC. The existing hardware and software licenses will be provided as Government Furnished Property (GFP) to the contractor.

Request the Government provide the list of Software Licenses that will be provided for the purpose of continued software development, testing, integration, and deployment of JLCCTC to include the current procurement cycle and service life agreement expiration of each license. If the Government is not able to provide this software license (and SLA) information, then what software licenses should the contractor bid as part of CLIN 0003? Since the non‐incumbent offeror does not have detailed information on this (currently) how will the Government ensure a level‐set TEP given the incumbent’s knowledge of the same.

The following software licenses represents what is currently used on the JLCCTC contract. However, the software licenses required depends upon the offeror's methodology for conducting software development, testing, and integration. Software Licenses: TerraSim Annual Maintenance, Manage Engine Audit Analyzer Tool Maintenance Renewal, JProfiler Support Renewal, ActiveTCL Licensing & Support, 90 Meter License Renewal, OC Systems RootCause Renewal, Qt for App Development, InstallShield Annual Maintenance, InstallAnywhere Annual Maintenance, Silk Test Support Renewal, OpenText Exceed Renewal, OpenText SSH Renewal, Red Hat Linux Subscriptions, VM Turbo Annual Maintenance, and Splunk Annual Maintenance.
