What is RAPTOR – IN ENGLISH

• SOF RAPTOR is a contract vehicle that has enabled the PdM STS team to provide agile and efficient support to the Special Operations

Forces (SOF) community (and organizations working with SOF) for

>18 years

• SOF RAPTOR has become a household name synonymous with quickly solving acquisition problems

• SOF RAPTOR I, II and III showed consistent growth, but in unforecasted areas (services, products, developmental efforts).

• Although it could be (@ 50% of the work), and has been in the past, SR IV isn’t meant to be just a pass-through vehicle. But, we also don’t want a bench of 100 capabilities that we have to continually pay for just in case

SR IV Mission

Special Operations Forces provide the nation with forces capable of executing two different, but mutually supporting forms of special operations: special warfare and surgical strike. Surgical strike provides a primarily unilateral, scalable direct action capability that is employed in counterterrorism, counter-proliferation, hostage rescue, kill/capture operations against designated targets, and other specialized tasks of strategic importance. Special warfare provides a capability that achieves impact largely by working with and through others to assess and moderate behavior, address local conditions, and/or build indigenous warfighting capability, typically in long-duration campaigns.

Factors and Subfactors

Volume 1, Factor 1: Capability

−Subfactor 1.1 Crisis Response Force (CRF) Emergency

Deployment Readiness Exercise (EDRE)

−Subfactor 1.2 Program Management

−Subfactor 1.3 Core Competencies

Volume 2, Factor 2: Past Performance

Volume 3, Factor 3: Cost / Price

Factor 1: Subfactor 1.1 Crisis Response Force (CRF) EDRE

Review (AAR) for a previously executed CRF, UW, or SA exercise.

The RMT packet and AAR must be in their original formats, unedited, and be from the same exercise.

Open Q & A Forum

Final Thoughts

• The Government’s plan remains DRAFT – Industry suggestions, recommendations and discussion will help shape the final package

• The SOF RAPTOR model has worked for over a decade.

Although we always try to make the next contract more efficient and user-friendly, the basic tenets of collaboration, affordability, and agility are the foundation

• Please take a look at your organization. If you don’t have the right culture, flat processes, core competencies, SOF

RAPTOR IV may not be something you want to pursue

• We will post any resulting changes or decisions to

FedBizOps for review by all Offerors.
