Special Activities Exercise Support
Task Order 002
1 Scope
A Special Forces Group (Airborne) requires exercise support for a Sensitive Activities (SA) Full Mission Profile (FMP). This FMP exercise includes infiltration into an uncertain area, handling of a network of sources, close target reconnaissance (CTR) operations against an insurgent network, transient operations, and assessment of partner nation/insurgent forces for US partnership, and Special Operations Task Force staff functions to support those activities. This exercise will assess readiness of a Special Forces unit to conduct sensitive activities in support of operational requirements in the Special Operations Command South Area of Responsibility (SOCSOUTH AOR).
The exercise requires consistent contractor planning and coordination to ensure Concept of Operation (CONOP) development and associated documentation are facilitated completely. This support includes facilitation of asset requests, interagency scripting/coordination and assistance in command approvals. Contractor provided support includes personnel, equipment, transportation, tools and materials necessary for the exercise. This exercise will provide advanced training in clandestine SOF SAs in a “Phase 0” and “Phase 1” operational environment, in accordance with (IAW) FM 18-01, and the staff functions necessary to support maneuver elements conducting those activities. The exercise is scheduled for 2019 in Salt Lake City, Utah.

3 Period of Performance
Period of Performance (POP) is 12 months with an anticipated exercise duration of 7 days. POP includes pre-exercise coordination/preparation, exercise execution, and post-exercise activities.
4 Requirements
4.1 Operational Requirement
4.1.1 Contractor shall develop scenarios, INTEL, physical infrastructure, personnel support and CONOP development.
4.1.2 Contractor shall, based on SOCAF guidance, develop exercise CONOP. The execution is divided into four phases.

4.1.3 The contractor shall be responsible for regionalized and Inter-Agency (IA) based low-visibility operational scenarios. Scenarios shall encompass multiple planning areas, hostile physical surveillance and full-spectrum advanced skills operations. These operations and locations shall be facilitated by the contractor. The contractor shall facilitate command briefings and operational planning. These briefings shall traverse multiple locations with applicable RMT coordination. The contractor shall provide all orders necessary to notify and exercise supporting organizations and their enablers. The contractor shall be responsible for replicating multiple low visibility role players enabling Partner Nation (PN) and hostile force actions to facilitate the targeting cycle and full scope validation. During Pre-Deployment coordination, the contractor shall develop appropriate human and physical infrastructure and the associated reports and dossier to facilitate operational handling of role players.
4.1.4 The contractor shall facilitate FMP locations for full spectrum advanced skills operations.
The contractor shall assist lead planners with considerations for detailed operations and enabling agencies. The Operations Schedule (OPSKED) and Mission Essential Synchronization List (MESL) shall be developed by the contractor IAW applicable TSOC based Advanced Skills requirements.
4.1.5 During the Exercise, the contractor shall provide White Cell services through all phases to include detailed After Action Reviews (AARs).
4.1.6 The exercise may consist of planned, hasty, or contingency activities throughout the entire scenario. The physical infrastructure provided by the contractor must support dynamic re-tasking from Ground Force Commanders (GFCs) and Task Force Commanders to maximize free play for special operation forces.
4.1.7 Specific Requirements for the Exercise.
4.1.7.1 Provide mission analysis to facilitate planning prior to infiltration phase.
Provide reference material detailing operational environment for staff and ground force personnel to conduct detailed mission planning.
4.1.7.2 Provide liaison to the training unit prior to infiltration phase. Liaison officer will answer “Request for Information” (RFI) generated by the staff and maneuver elements. The liaison officer will remain with the unit staff throughout the exercise and act as a single point of contact between the staff and white cell.
4.1.7.3 Provide staff mission brief prior to exercise infiltration phase.
4.1.7.4 Provide a script for the virtual handling of a source network by a HUMINT collector prior to infiltration for eight (8) Regional Support Element (RSE) personnel.
4.1.7.5 Provide script for assessment of insurgent groups for possible US partnership.
Provide necessary elements to support the training of three (3) Jedburgh Detachment personnel.
4.1.7.6 Provide hostile force Counter-intelligence Operations against maneuver elements.
4.1.7.7 Provide for Surveillance Detection Routes. Provide one (1) 6-8 man team capable of providing surveillance on a multimode Surveillance Detection Route.
4.1.7.8 Provide Staff injects for a Special Operations Task Force to support staff battle drills.
4.1.7.9 Provide support to Technical Surveillance Detachment members support RSE Operators.
4.2 Organizational Requirements
4.2.1 Contractor shall ensure all assigned personnel sign a letter of Non-Disclosure. All tasks shall be conducted in full compliance with Department of Defense, US Navy, US Army, and Military Installation security regulations.
4.2.2 Contractor will provide exercise support seven days a week with the ability to conduct 24 hour operations as required.
4.2.3 Contractor personnel will be experienced in military sensitive activities, interagency joint operations and deployed to a theater of operations within the last five (5) years.
Experience serving in a Joint Special Operations Task Force or Interagency Task Force is preferred. Contractor personnel experience will support exercise objectives training in clandestine and sensitive activities in urban and rural environments.
4.2.4 Contractor shall comply with all applicable US Navy and US Army operational security and counter intelligence/force protection regulations, to include submission of all employees' names and Social Security numbers or Green Card/other authorization numbers to Military Police and/or CID authorities as required. Support personnel and those involved in Contractor management of role player personnel, shall comply with the security requirements identified above and shall be United States citizens or have permission to legally work and reside in the United States.
4.2.5 Contractor is responsible for lodging, per-diem, flight reservations, and travel to and from the training sites, and any other costs pertaining to this exercise.
4.2.6 Contractor shall not identify themselves as US Government employees or representatives to outside agencies or persons. Contractors shall identify themselves as Contractors in support of Government activities.
4.2.7 Contractor shall not divulge any exercise information to any outside parties.
4.2.8 Contractor shall not provide a medical coverage plan. Medical coverage will be provided by the unit personnel. The contactor shall provide coordination for medical facilities embedded in the 1322.28 planning requirements and present those facilities during CONOP production. The Tactical Operations and Medical section for the training unit will have a detailed plan with appropriate hospitals and first responders in identified scenario driven events.
4.2.9 Contractor will develop an exercise schedule encompassing a rolling scenario, approved by the command for number and type of events during Phase 0 and Phase 1 IAW FM 18- 01.
4.3 Personnel Requirements
4.3.1 Contractor shall provide experienced and skilled personnel necessary to support the requirements specified and implied in this PWS. Contractor shall detail the qualifications and relevant experience of each individual supporting the exercise e.g.
liaison officer, operations SME, logistic SME, intelligence SME, role player (OPFOR, etc.), etc.
4.3.2 Contractor shall provide the appropriate number and type of personnel support for each phase and iteration of this SA exercise.
5 Safety
5.1 Exercise Controller
Government will provide an exercise controller who will conduct course monitoring to ensure the quality and safety of the exercise. The exercise controller will provide the contractor with applicable safety doctrine as appropriate. Additionally, the exercise controller will have the authority to stop training if he or she determines that the safety of students, contractor employees or other personnel are at risk.
5.2 Risk Controls
Risks are incurred during the conduct of this training. This training requires implementation of risk controls.
A Government process ensuring mishaps are reported, investigated and recorded must be in place. This information will be inputted into the Web Enabled Safety System (WESS) by the Government.
Risk Management will be developed by the Government unit being supported for each exercise location. These assessments will be reviewed prior to training.
5.3 Safety Incidents
Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated exercise controller or Government Training Officer. A formal written report shall be provided to the exercise controller within 2 working days of the incident.
6 Government Furnished Equipment (GFE)
The government will provide access to SECRET network computers as required.
7 Contractor Furnished Equipment (CFE)
7.1 Materiel Requirements
7.1.1 Contractor shall provide adequate materiel necessary to support the requirements specified and implied in this PWS. Contractor shall detail the quantity and type of each item required e.g. surveillance devices, radios, vehicles (including aviation & maritime), etc.
7.2 Facility Requirements
7.2.1 Contractor shall provide adequate facilities necessary to support the requirements specified and implied in this PWS. Contractor shall detail the quantity and type of facility e.g. planning rooms, safe houses, isolation facilities, etc.
8 Environmental and Hazardous Materials Handling
The contractor shall follow established policies and procedures that minimize the risk of environmental pollution.
The Contractor shall not be handling or supporting the exercise with any Hazardous Materials.
Identifying and Reporting Hazards and Mishaps. Investigation and reporting of mishaps involving contractor personnel and equipment only shall be the responsibility of the contractor.
9 Travel
Temporary duty travel shall be conducted in accordance with Joint Travel Regulation. Travel costs (lodging, Per Diem, mileage, rental vehicles and incidentals) incurred by contractor personnel shall be calculated using the same rates as those for calculating government employee travel.
10 Security
10.1 AT Level I Training
This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the Contracting Officer Representative (COR) or to the contracting officer. AT level I awareness training is available at the following website: https://atlevel1.dtic.mil/at.
10.2 Access and general protection policy and procedures
All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall comply with applicable security policies and procedures (provided by the government representative). This includes policies pertaining to the use or prohibition of electronic recorders, devices, cameras, etc. If the Contractor is required to take photographs or videos on a Government Installation, the Contractor must obtain written permission from the Senior Commander. The contractor shall also provide all information required for background checks to meet installation and facility access requirements to be completed by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The https://atlevel1.dtic.mil/at contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, USSOCOM, USASOC and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should Force Protection Condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.
10.3 iWATCH training
This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training shall be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 15 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.
10.4 Access to Government Information Systems
Contractor employees who require access to government information systems. All contractor employees with access to a government information system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the information system and then annually thereafter.
10.5 OPSEC Standing Operating Procedure/Plan
For Contracts that Require an OPSEC Standing Operating Procedure/Plan. The contractor shall develop an OPSEC Standing Operating Procedure (SOP)/Plan within 90 calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer, per AR 530-1, Operations Security. This SOP/Plan shall include the government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. In addition, the contractor shall identify an individual who shall be an OPSEC Coordinator. The contractor shall ensure this individual becomes OPSEC Level II certified per AR 530-1.
10.6 OPSEC Training
For Contracts that Require OPSEC Training. Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 10 calendar days of their reporting for duty.
All contractor employees must complete annual OPSEC awareness training.
10.7 Information assurance/information technology training
For Information assurance (IA)/information technology (IT) training. All contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.
10.8 Handling / access to classified information
The Vendor shall comply with FAR 52.204-2, Security Requirements for access to information classified "Confidential", "Secret", or "Top Secret". The Vendor must execute a Security agreement (DD Form 441), IAW the National Industrial Security Program Operating Manual (DoD 5220.22-M) and any revisions to DoD 5220.22-M (Note: A DD Form 254 will be required for any contract that requires access to classified information and/or a security clearance.).
10.9 Escort required in secure areas
All contractor employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials. The Vendor will coordinate with the COR and/or the facility security office for access when required. (Use when security clearances are not required, i.e. facility repair or construction).
10.10 NCIC and terrorist threat data base screening required
All contractor employees, including subcontractor employees, who are not in possession of a current Common Access Card (CAC) will be vetted by the local security office to determine fitness and eligibility for access IAW DTM 09-012, paragraph 2.b(4) to include but not limited to an NCIC III and Terrorist Database screening. The Vendor will ensure that the government has sufficient biographical information to conduct said screening including, but not limited to the person's name, date of birth, and social security number.
10.11 Obtain Facility Clearance and individual clearances
The Vendor must obtain a Facility Clearance at the appropriate level (IAW the NISPOM DoD 5220.22-M) prior to the start of the contract awarded period of performance. Contractor personnel performing work under this contract must have the required security clearance at the appropriate level at the start of the period of performance. Security clearances and Facility Clearance (FCL) requirements are required to be maintained for the life of the contract in accordance with the DD254 attached to the contract.
10.12 Pre-screen applicants using E-Verify Program
The Vendor must pre-screen applicants using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The vendor must ensure that the applicant has two valid forms of government issued identification.
10.13 Ensuring security documentation is completed by applicants
The Vendor must facilitate the security screening process for CRPs (US and non-US citizens who do not require a security clearance and/or access to classified information) by ensuring the applicants complete the required security documentation (Privacy Act Advisement, SF 85P, Fingerprint Cards, OFI Form 86C Special Agency Check (SAC), Intelligence Security Questionnaire, and a National Intelligence Agency Spreadsheet). The Vendor is responsible for translation services required for non-English speaking / writing applicants for assistance in completing the security screening packets.
A blank security CI-screening packet will be provided to the Vendor by the Contracting Office upon request. For Linguist support, the Vendor must acquire a PSI-CoE PSIP account to submit the required background investigations. An initial list of applicants must be provided to the COR later than 7 business days after the initial contract award to start the CI-focused security screening process.
10.14 Provide completed packets 60 days prior to event/exercise
The Vendor must provide the completed security screening packets in a sealed envelope/box to the designated security office conducting the CI-focused security screenings at least 60 days prior to the start of the scheduled training/exercise or not later than 7 days after contract award if the 60 day suspense date has already passed. The Vendor must ensure that applicants are available for scheduled interviews. The Vendor must provide the COR notification of those applicants who will not be available for interviews prior to the scheduled event.
10.15 COR notification to the Vendor
The COR will notify the Vendor of the access determination for each applicant after the CI-focused screenings are complete. The Vendor must provide a final list of vetted/approved applicants to the COR at least 7 business days prior to the start of the training/exercise event to ensure that the Installation Security Office is notified in advance.
10.16 General Security
10.16.1 Contractor shall ensure classified information and materials are safeguarded, including but not limited to the following.
Obtaining and verifying security clearances.
Verifying indoctrination of visitors.
Controlling access to restricted areas.
Security of automated and non-automated information systems.
10.16.2 Contractor management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
10.16.3 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
10.16.4 Contractor must be able to obtain personnel and vehicle access to military installations.
Contractor is responsible for coordinating all necessary access through the local Military Pass and decal Office.
10.16.5 Contractors must possess a government issued Common Access Card (CAC) where appropriate.
11 Contractor Manpower Reporting Application (CMRA)
The Contractor shall provide management functions that meet the requirements of this Task Order.
The Contractor shall report ALL Contractor labor hours (including sub-contractor labor hours) required for performance of services under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil/. Reporting inputs shall be for labor executed during the period of performance during each Government Fiscal Year (FY) which runs October 1 through 30 September.
While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors can find User Guides, Frequently Asked Questions and may direct questions to the help desk at http://www.ecmra.mil/.
