Q21 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Section L.2.2 Factor 1 – Sub-factor 1: Sample Event Task (p.247); Attachment 10 TSOMIS Event Sample Task Scenario
Question/Comment: As currently written, it is difficult to tell what requirements within this Sub-factor are specific to the 14-day Sample Event Task (scenario described in Attachment 10), the Supported Events spanning the 6-month period also referenced in Attachment 10, or for supported events as a whole under this program.
1. Please provide clarification to the related questions below.
The requirement states, “Additionally, the offeror shall describe their technical capabilities, logistics, maintenance, shipping, test support, management, personnel support approach, support approach to distributed test/training events, test planning, execution and reset of threat systems including engineering support to hardware, software, design analysis, demonstration, acceptance test plans, integration testing, safety testing, electromagnetic interference testing, radio frequency propagation analysis, verification, validation and accreditation support, training, quality assurance, pre-planned product improvement (P3I) and configuration management in accordance with the specified PWS requirements and the sample event task which details scenario requirements.” Please confirm that the proposed approach and methodology for these areas are specific to the 14 day Sample Event Task. The Government shall evaluate the offeror’s approach to the above requirement for the sample task and for the program as a whole.
· The requirement states, “The offeror shall provide an organizational structure to include, if applicable, the proposed team structure and functional work allocation (by functional service support area) for prime and each subcontractor.” Please confirm that this organizational structure should be specific to the 14-day Sample Event Task and not the 6 month period of supported events, or the contractor’s overall organizational structure. Yes sample task
· The requirement states, “Provide proper planning to include transportation of equipment to site, describe necessary equipment to maintain sustainability of systems, proper mix of personnel to properly man the equipment emphasizing safety. Describe command and control of systems while test operations are ongoing.” Is this requirement specific to the 14-day Sample Event Task or the 6 month period of supported events?
· The requirement states, “The offeror shall explain its reliance on its internal pool and/or other sources it plans to use for personnel to demonstrate its resources to meet the requirements.” Please clarify if the “resources to meet the requirements” is specific to the 14-day Sample Event Task or the 6 month period of supported events? Note that Attachment 10, for the Sample Event Scenario, requires the labor mix for the 6 month period of supported events. Yes includes six month of manning per figure 2.
The following requirements appear to be specific to the contractor’s overall approach to supported events on this program and not the Sample Event Task or 6-month supported event schedule. Will the Government please confirm? If these aspects are specific to the contractor’s overall approach, will the Government move these requirements to Sub-factor 2: Management/Transition Approach to provide clarity? The Government shall evaluate the offeror’s approach to the above requirement for the sample task and for the program as a whole.
“The offeror shall provide appropriate proposed tools, models/methodologies, facilities, and equipment to be used with respect to each of the identified PWS areas and the PWS requirements, and propose the extent to which any proprietary or internally developed tools, models/methodologies, facilities, and equipment have been utilized.”
“The offeror shall provide a description of the procedures to be used for reacting to new, changed, or emergent work requirements for the adjustment of staffing levels in response to this sample event task.”
“The offeror shall provide effective use of manpower or personnel.”
“The offeror shall provide a deployment strategy to demonstrate the ability to effect deployment in a harsh environment including both extremely cold and extremely hot test locations.”
“The offeror shall provide an approach to accomplish surge requirements for events and demonstrate the ability to reach back to obtain technical competencies across functional or team boundaries.”
“The offeror shall describe their firm's minimum notification lead-time for any significant changes to test requirements.”
Response: Question 21 answers are shown in red above.
Q22 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Section L.2.2 Factor 1 – Sub-factor 1: Sample Event Task (p.247); Section M.2.2.1 (p.265); Attachment 10 TSOMIS_Event_Sample_Task_Scenario (p.6-7)
Question/Comment: It is unclear what the organization of this Sub-factor should look like within Offerors proposals. Section L.2.2 Factor 1 – Sub-factor 1: Sample Event Task provides 11 different requirements (or paragraphs containing requirements) for offerors to address within their Sub-factor 1 response. Attachment 10, under Tasks (p.6-7) lists 12 bullets and it appears that these requirements are also to be addressed within offerors’ Sub-factor 1 responses. Section M.2.2.1 provides standards that will be utilized to evaluate the Sub-factor 1 responses. Many of these requirements are not specifically stated within Section L.2.2 or Attachment 10.
Will the Government clarify how they want Offerors to outline this Sub-factor and address all requirements? Because of the multiple requirements within Section L.2.2 for Sub-factor 1, the Task requirements within Attachment 10, and the content to address the Standards within M.2.2.1, will the Government increase the Sub-factor 1 page count to 50 pages?
Response: The Government has updated Section L.2.2 and M.2.2 for Sub-factor 1 and increased the page count for Sub-Factor 1 from 30 pages to 50 pages
Q23 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Section L.2.2 Factor 1 – Sub-factor 1: Sample Event Task (p.247); Attachment 10 TSOMIS_Event_Sample_Task_Scenario (p.6-7)
Question/Comment:
If the Tasks listed in Attachment 10 are required within offerors’ Sub-factor 1 response, will the Government please state this specifically within Section L.2.2 to provide clarity?
Response: The Government has updated Section L.2.2 and M.2.2 for Sub-factor 1.
Q24 Document Name/Number/Revision No.: Attachment_20_-_PWS_-_Follow-on_TSOMS_Draft
Document Date: February 27, 2018 Reference Section/Paragraph: 4.2 Personnel Qualifications Requirements (p.16)
Question/Comment: The PWS states in Section 4.2, “The Program Manager, Operations Manager, and any other Supervisory position shall be considered key personnel. The contractor shall submit resumes as part of their proposal that meet the key requirements minimum qualifications.”
Will the Government verify that resumes are required for key personnel? If so, are Letters of Commitment also required? Will the Government add this requirement to Section L and either exempt them from or adjust page count allocations upward to accommodate their inclusion?
Response: Requirement deleted from PWS.
Q25 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Section L 2 Proposal Submission Requirements (p.246); Section L.3 Volume II – Past Performance (p.248)
Question/Comment: Section L is unclear regarding the Past Performance page limitations. The table states that Past Performance is “limited to 3 pages each, per contract listed” (p.246).
Section L.3 states “This volume shall not exceed 15 pages plus five (5) pages for each major subcontractor, excluding Past Performance Questionnaire Forms.”
Within Section L.3, there are 7 requirements to be addressed, with Section (2) Performance and Section (7) Technical Performance appearing to be duplicates. Only Sections 1 (Contract Descriptions) and 2 (Performance) appear to be contract specific (thus repeated for each contract). Sections 3, 4, and 5 appear to apply to the Past Performance volume as a whole, appearing only once in the volume. Will the Government verify – does the 3 page limitation per contract apply to Sections 1 and 2 only (totaling 9 pages for 3 contracts), with the remaining 6 pages available for Offerors to address Sections 3 through 5?
Response: Section 7 has been deleted. Instructions have been updated from ““This volume shall not exceed 15 pages plus five (5) pages for each major subcontractor, excluding Past Performance Questionnaire Forms.” to This volume shall not exceed 9 pages, plus three (3) pages for each major subcontractor for a total of 18 pages, excluding Past Performance Questionnaire Forms. Instructions have also been updated from “limited to 3 pages each, per contract listed” to “Limited to 18 pages. Not including the Performance Risk Assessment Questionnaire”.
Q26 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Section L.3 Volume II – Past Performance (p.248)
Question/Comment: Within Section L.3, there are seven requirements to be addressed, with Section (2) Performance and Section (7) Technical Performance appearing to be duplicates. Will the Government correct this duplication within Section L?
Response: Section 7 has been deleted.
Q27 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Section L.3 Volume II – Past Performance (p.248-249); Section M.3 Factor 2 – Past Performance (p.267)
Question/Comment: Section L.3 Volume II states, “Offerors shall submit no more than three (3) Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three (3) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation.” “…Data concerning the offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order. The offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractor’s past performance information to the offeror. In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered.”
Section M.3 Factor 2 states, “Offerors shall submit no more than 3 Government and/or commercial contracts in total for both the prime offeror and each major subcontractor in performance or awarded during the past three years, from the issue date of this RFP, which are relevant to the efforts required by this RFP.”
Will the Government clarify whether this statement means no more than 3 contracts in total (that include the prime and major subcontractors); or, does the statement mean no more than 3 contracts for the prime, plus no more than three contracts for each major subcontractor?
Response: Section L.3 and M.3 have been clarified to state that “Offerors shall submit no more than three (3) Government and/or commercial contracts for the prime offeror and no more than three (3) Government and/or commercial contracts for each major subcontractor. Contracts shall have been awarded during the past three (3) years from the issue date of this RFP and shall be relevant to the efforts required by this solicitation.”
Q28 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Proposal Files (p.246)
Question/Comment: Under 1) File Packaging, there is a contradiction regarding the upload of non-price files to DVDs. The first sentence states that “All of the proposal files shall be separately uploaded in their native format, i.e. doc, xls, ppt, etc., and provided on DVDs.” The third sentence reads, “Files shall be in read-only format, using PDF files.” Will the Government allow contractors to upload non-price files to the DVDs as PDFs?
Response: File Packaging has been updated to “non-price files shall be uploaded and in searchable read-only format within the DVD, using PDF files".
Q29 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4

Additionally, Section 2) Content Requirement, states, “Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file”.
Will the Government clarify that they mean each “Volume” shall consist of a Table of Contents, Summary Section, and the Narrative Discussion?
Response: Content requirement has been changed to “Each volume of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion”
Q30 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: 3. Proposal Files (p.246)

Additionally, Section 2) Content Requirement, states, “Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file”.
Will the Government limit the Summary Section to 2 pages for each Volume and exclude the Summary Section from the page count for each Volume?
Will the Government update the Note on page 246 to read:
NOTE: Pages that exceed the required page limitations will not be evaluated… Manpower charts, Table of Contents, and Summary Sections are excluded from the page count.
Response: Each file has been changed to each volume of the proposal. Note has been updated to read, “Pages that exceed the required page limitations will not be evaluated. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government. Document Date: December 14, 2018 Reference Section/Paragraph: Section B – CLINs X001 – X013, X019
Question/Comment: The referenced CLINs have a Unit description as “Quarter (Time)”. Please clarify the definition of “Quarter (Time)”. In addition, the Quantity field varies from 4 to 48 within these CLINs. Please clarify how these Quantities fit within the 1 year period of performance. Finally, are the costs to be proposed for these CLINs for maintenance functions only?
Response: Quarter time is one quarter of the year or three months. Ex. The ITF has a total of 6 systems. 6 systems x 4 Quarters Per Year = 24 Quarters. The Government could purchase all 24 quarters per year or only 1 quarter for one system. The total work is for Operations and Maintenance of the systems for a quarter per year.

Q44
Document Date: December 14, 2018 Reference Section/Paragraph: Section B – CLINs X014
Question/Comment: The referenced CLIN has a Quantity of 21. Does this mean there are 21 CTC support efforts within the one year period of performance and will the Government identify how many events are in each of the CTC locations for pricing purposes?
Response: Yes 10 x JTRC, 10 x NTC, and 1 x JMRC, funded by CAC-T.
Q45 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: M.5 VOLUME IV – Cost/Price.
Question/Comment: The referenced para states “Cost information submitted shall be for the prime contractor and each proposed major and non-major subcontractor/team member, unless otherwise indicated. Each major subcontractor shall submit cost/pricing at the same level of detail as the prime”.
“A major subcontractor is defined as any subcontractor supporting this effort with a cost of $750,000” and
“The offeror and each subcontractor/team member (where proposed costs are $2,000,000 or more) shall provide the information described below for proposed direct labor rates for the solicitation specified labor categories.“
The $750,000 is just 0.3% of the total estimated value of the contract. Will the Government please consider raising the definition of major subcontractor to one performing $25M or 10% of contract value or more?
Response: The threshold has been increased to $2,000,000. The Government must be able to evaluate all subcontractor’s costs on the TSOMIS II contract. Providing the same level of detail in cost data is necessary for the Government to be able to perform a proper evaluation.
Q46 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: M.5 VOLUME IV – Cost/Price.
Question/Comment: The referenced para states “Labor rates shall be proposed for on-site (Government-site) and off-site (contractor site) locations for both local and high-cost areas.” Please clarify the requirement for “both local and high-cost areas”.
Response: Government has deleted any reference to local and high cost areas.
Q47 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4 and Industry Day Q&A
Document Date: December 14, 2018 Reference Section/Paragraph: M.5 VOLUME IV – Cost/Price and Question 38
Question/Comment: The referenced para states “Labor rates shall be proposed for on-site (Government-site) and off-site (contractor site) locations for both local and high-cost areas.” In contrast, the Industry Day Q&A Response to Question 38 states that “no additional contractor facility will be required”.
Please clarify if all direct contractor support personnel will work within Government facilities or if an offsite contractor facility is required for some of the personnel.
Response: Permanent supervisory personnel (Core) will be located on-site at either RSA, WSMR, NTC, JRTC or JMRC. Core personnel are defined as Program Manager, Operations Manager, and Site Leads. Change was made from “other supervisory personnel “to Site Leads.
Q48 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Section M verbiage on p.233 and p.262
Question/Comment: The RFP has Section M evaluation criteria in two locations (on p.233 as well as p.262), with differences between these sections. Will the Government please fix this in the Final RFP to provide clarity?
Response: Duplicative sections deleted.
Q49 Document Name/Number/Revision No.: W900KK-19-R-0015_Draft_TSOMIS_II_V4
Document Date: December 14, 2018 Reference Section/Paragraph: Proposal Submission Requirement Table (p.245-246); Section L.4 Volume III (p.253); Section L.6 Volume V (p.260)
Question/Comment: The table on p. 245-246 places the Small Business Subcontracting Plan in both Volumes III and V. Additionally, Section L.4 Volume III (p.253) requires a Small Business Subcontracting Plan and so does Volume V (p.260). Will the Government please clarify the location of the Small Business Subcontracting Plan?
Response: Requirement to provide SB subcontracting plan under Volume III has been deleted and moved to Volume V.
Q50 RFP Section K - Submission instructions, A, Basis for Award (Section M). (Pages 233 – 242) This material appears to be in the wrong section of the RFP. It is nearly identical in content to the Section M – Evaluation Factors for Award. Basis for Award material on Pages 262 – 271.
Comment: Review may lead to deletion of the material from Section K.
Response: Section deleted.
Q51 RFP Section L, Para 2, 3). (Page 245). Table indicates the Subcontracting Plan is to be included in Volume III as well as Volume V.
Comment: Review may determine that the subcontracting plan is only required to be included into Volume V.
Response = Subcontracting Plan is to be included in Volume V. Small Business Participation Plan is to be included in section III.
Q52 RFP Section L – Proposal Files, iii, M.5 Volume IV – Cost/Price. (Page 253) M.5 appears to be an incorrect title.
Comment: Review may determine that the title of this section should be iv. L.5 Volume IV – Cost/Price.
Response: Typo corrected to L.5 Volume IV – Cost/Price.
Q53 RFP Section M, Basis for Award, Factor 1. (Page 262) Bullets used are d, e, and f.
Comment: Review may determine the bullets for Factor 1 should be a, b, and c.
Response: Section corrected.
Q54 PWS, Section 1, 1.1.2. “TSMO” is currently undefined in the PWS document.
Comment: Review may determine that “TSMO” should be defined prior to first use in the document.
Response: Threat Systems Management Office (TSMO) is now defined in the PWS.
Q55 PWS, Section 3.1 Administration. Current sub-section 3.2.2 – Work Locations. 3.2.2 appears to be incorrectly numbered.
Comment: Review may determine that the current sub-section numbering (3.2.2) should be 3.1.2 – Work Locations.
Response: Number corrected.
Q56 PWS, Section 3.8.2, e. Use of the word “disseminating” in the Section appears to be incorrect.
Comment: Review may determine that the word “disseminating” should be “disseminate”
Response: “disseminating” was changed to “disseminate” .
Q57 PWS, Section 3.8.3, a. “PD” is undefined in the document.
Comment: Review may determine that “PD” should be defined prior to first use in the document.
Response: Program Director (PD) has been defined.
Q58 PWS, Section 3.20. Use of the word “a” in the Section which reads “within a 5 working days.”
Comment: Review may determine that the word “a” should be deleted.
Response: “a” has been deleted.
Q59 Material presented within one section (Subfactor) of a Volume may also be applicable to another section (Subfactor) of the same Volume. For example: Volume I Sub-factor 1- Sample Task Approach and Volume I Sub-factor 2 – Management/Transition Approach each may encompass material common to both.
Question: Will the Government allow referencing of material between Sections/Subfactors within a single Volume of the proposal?
Response: The Government does not restrict the use of referencing between different sub-factors within the same Volume. However, it is the responsibility of the offeror to provide clear information and not be ambiguous. If the offeror decides to reference between material and it is not clear as to what is being referenced, the offeror runs the risk of miss-labeling or not answering the sub-factor in its entirety. If a partial answer is provided under the proposal due to referencing the offeror runs the risk of receiving a lower rating than otherwise would have been provided.
Q60 Based on the Draft RFP, a portion of the work will be executed using the Department of Labor (DOL) Service Contract Act (SCA) Wage Determine (WD) labor. The DOL WD labor rates are location specific (i.e. Orlando, FL).
Question: Will the Government provide a listing of the SCA WDs that the offerors should use for this proposal?
Response: See Attachment 12, DOL WD.
Q61 The technical description of the TSOMIS II equipment set lacks full information such as frequency capabilities, fuel usage estimates, manning requirements, etc. Full equipment descriptions will help offerors respond to the Volume I, Sub-factor 1 Technical/Management requirements.
Question: Will the Government provide full technical descriptions for all TSOMIS II equipment?
Response: Technical descriptions were provided. Industry Day provided offerors access to all equipment on the site visit to WSMR as well.
Q62 RFP Section B addresses multiple systems and events, but does not appear to address basic management functions such as leadership, logistics, vehicle maintenance, safety and environmental compliance, training, work management, etc. Question: Does the Government want offerors to include these costs in G&A and Overhead at Attachment 17, Workbook?
Response: Basic management functions such as leadership, logistics, vehicle maintenance, safety and environmental compliance, training, work management, etc. should be priced in accordance with the companies accounting system. All of the requirements within the PWS must be fully met and the prices of the CLINS should reflect all of the cost required to fully meet the PWS requirements to include all burdening of the prices.
Q62 The RFP does not include a schedule of events, yet, CLINs XX15-XX18 instruct proposers to bid prices for travel and event support, including VV&A support.
Question: Should contractors assume the Attachment 14-03 Notional Schedule is the baseline against which we should propose?
Response: The Sample task provides the information
Q63 Answers to several of these Draft RFP questions will be helpful in the planning and preparation for the Final RFP.
Question: When does the Government anticipate providing answers to these questions?
Response:Once the DRFP has been reviewed by ACC O, the answers and the revised RFP will be posted to FEDBIZOPS.
Q64 FFP in RFP Section B are established for the sole purpose of facilitating administration of the Contract in the Government’s Procurement Desktop Defense System (PD2)."
Question 1 of 2: Request Government clarification. Is there an implication that these CLINs are something other than Firm Fixed Price and should be proposed as a different type?
