Question/Comment Government Response
84 Question 33, Government Q&A released 13 November 2017
Issue: The question and answer to question 30 creates new ambiguity regarding pricing of RedHat Linux license. In the answer to question 30, the government stated “Operating system licenses will be provided as a part of the initial GFE delivery. Those licenses will be renewed annually. Any increase to the number of required licenses for developmental purposes will be the responsibility of the M3 contractor”.
Question: If the government will be providing licenses for RedHat Enterprise Linux for GFE and PDSS, will the government also be providing licenses and license renewals for RedHat Enterprise Linux license for *currently fielded* systems at each site?
a. The Government will provide the M3 contractor with valid licenses for "currently fielded" products during contract transition. These licenses will be provided with the remaining months of the current cycle plus 1-year renewal (minimum of 12-months). The M3 contractor will then be responsible for renewing all of licenses required for the M3 effort.
b. The M3 contractor is responsible for all "new" licenses (not part of currently fielded assets) from development through fielding for 1 full year (12-months). After new products have been fielded for at least 1-year, the Government is responsible license renewals.
c. The Government is responsible for "renewing" product licenses that are fielded. The Government is not responsible for initial licensing.
85 Questions 1, 52, and 76, Government Q&A released 13 November 2017
Issue: Several answers to questions asking for clarification on quantities of SAF workstation to be delivered conflict with each other and with the plain reading of the PWS. These issues need to be rectified in order to adequately propose and price a solution that meets PWS and specification requirements.
Question: Question 1, when asked about SAF workstations, states “All CCTT assets shall function without PIE. They should be considered as part of the AAR.”
Questions 52 & 76, when asked about quantities of SAF workstations (consoles) at sites, states, “The quantity shall be determined by the offeror's design.” These statements are in conflict. Will the Government please clarify?
Question: Section 3.1.3.4 PWS D001 states “The contractor shall perform hardware and software design, development, and integration efforts to replace and reduce the computing hardware footprint of each CCTT workstation.” (emphasis added). The phrase “of each” implies that while the footprint of the computing hardware may be reduced, the quantity of workstations, and their function will not change. Thus, it is essential to adequate pricing and fair competition for there to be unambiguous identification of the quantities of delivered workstations. Will the Government please provide specific quantities of SAF workstations to be delivered?
Question 1 asks about current assets, and the correct response is as stated: “All CCTT assets shall function without PIE. They should be considered as part of the AAR.”.
Questions 52 & 76 ask about SAF quantities to be delivered and the correct response is as stated: "The contractor's design will determine the quantities to be delivered." In addition, see PWS paragraph 3.1.3 as provided in the earlier response to questions 52 &76. Also see Attachment 1 (p) - CCTT Specification - Appendix P - Work Stations Paragraph P.3.2 Hardware Configuration CCTT workstation hardware specifications are left as broad as possible to allow for a range of potential implementations. The workstation shall fully support all performance requirements identified in this specification document. The workstation implementation shall be scalable, allowing for the addition and removal of individual workstations with minimal changes to the network configuration. In P.3.2.1, Workstation Hardware Computer equipment shall be provided to support all CCTT fixed site and mobile configurations. Workstation hardware shall be common between all configurations. The number of workstations required at each configuration shall be determined by the amount needed to execute the maximum number of simultaneous exercises required for each type of site. The Governent will not be providing the specific SAF workstation quantities as the it is the contractors design and solution that will determine the quantity.
