Section C – Section 3.3.2 Data Acquisition System and Answers to Draft RFQ question

Question/Comment: The SOW Section 3.3.2 Data Acquisition System refers to both a “Contractor Factory Acceptance Test (FAT)” and a “Contractor Site Acceptance Test (SAT)”. The FAT is further described in Section 3.7.2 Integration Readiness Review but no further mention of the SAT was found. Please clarify: When and where is this SAT to be performed and does SAT refer to the performance tests in Section 3.7.4 Logistics Demonstration?

Response: The SAT will be performed by the Contractor once the PGS is fully installed and integrated in the PGS building. Full electron beam radiation is a requirement for the SAT. Refer to Statement of Work Section 3.7.3 Test Readiness Review (TRR). The TRR is a multi-disciplined product and process assessment of the PGS system to determine it has demonstrated and achieved performance specification requirements at WSMR. Yes, following this SAT, the Contractor will perform the Logistics Demonstration per requirements of Section 3.7.4. As identified in Section 3.7.4, after successful Logistics Demonstration, the Contractor shall again verify PGS system performance requirements. Only after the Contractor has verified that the PGS operates at specified performance requirements prior and after the Logistic Demonstration, the system shall undergo the Government Acceptance Test

Exhibit A – Contract Data Requirement List (CDRLs)

Question/Comment: The Final RFQ clarifications state that CLIN 0002 NETCM PGS CDRLs should be separately priced, however it is not clear what these CDRLs comprise and what engineering/design and some management tasks comprise. Many of the CDRLs involve development, initial delivery, review, correction, final delivery, and government acceptance. The development of many of the technical CDRLs’ content is naturally performed during the course of a multidisciplinary design effort and are inputs to the reviews specified in the SOW. For example, CDRLs A020 and A021 comprise Commercial and Product Drawings/Models and Associated Lists that are the product of design activities.

How does the specified CDRL review differ from the periodic program/technical reviews, the Preliminary and Critical design reviews, etc.?

Response: The requirements of the CDRLs are contained within the body of the CDRL. The level of information shall be respective to the Technical Review being performed to show contractor’s progress that the design will meet performance specification requirements. Review times for periodic program/technical reviews may be shortened; however, for main reviews such as SRR, PDR, CDR, IRR, TRR and SVR, submittal and review times are as identified in the CDRL.

Is it acceptable for the price of some or all of the CDRLs to be included in the price of the other CLINs (0001,0003 or 0004)?

The level of information shall be respective to the Technical Review being performed to show contractor’s progress that the design will meet performance specification requirements. What specifically composes the scope of work associated with each CDRL that can be used to distinguish it from the scope of the required design and management activities?

Response: The requirements of the CDRLs are contained within the body of the CDRL. The level of information shall be respective to the Technical Review being performed to show contractor’s progress that the design will meet performance specification requirements. The preparation of the CDRL itself once all the information is obtained from the development, design and management tasks is what the Government intend for the contractor to price as part of the CDRL. The CPFF effort will lead up to all the information required to be presented in the CDRL. The preparation of the CDRL is just the final format of how the information will be presented.

Statement of Work Paragraph 3.7.4 Logistics Demonstration, 3.7.5 Government Site Acceptance Test and SVR, 3.8 Site Activation, 3.9 Training Requirements

Question/Comment: Please provide information about the WSMR site that may affect contractors’ work. For example: Is there site specific training required for operation of equipment such as forklifts or cranes, operation of power tools, etc? If so, please describe duration of contractor participation. What days of the week and hours of the day will the work site be available? How many hours during that available time will be required for traveling to and from the site where the PGS will be deployed? (i.e. how may productive hours will contractors have at the PGS site?)

Response: Work days and hours will be standard, Monday thru Friday (8AM-5PM), 8 hours a day, while Government personnel is there. No overtime shall be planned at WSMR. No specific training is required because the warehouse personnel at WSMR are responsible for operation of equipment such as forklifts or cranes or operation of power tools or other heavy equipment. The PGS building will be at WSMR so it is the responsibility of the contractor to determine where their work force is coming from and time to get to WSMR. It is the responsibility of the contractor to determine the time and effort to complete the delivery, integration, testing and provide Government Acceptance Testing support as part of the proposal effort.

Relates to: WSMR Site that might affrect CTR’s work
