About this file
This document contains questions and answers related to a federal solicitation for aerial target flight services. The solicitation seeks proposals to provide multiple Aerial Target Flight Services for the U.S. Army, other U.S. agencies and allied nations, to operate and maintain aerial target flight operations at Fort Bliss, Texas, White Sands Missile Range in New Mexico, and other locations in the continental U.S. and overseas. The contract would be a standard non-commercial C-Type contract with a 12-month base period and four 12-month optional periods of performance. Questions addressed in the document include location of operations, classified storage requirements, potential extension of the proposal due date, evaluation of resumes submitted, requirements for supporting labor rate details, and clarification on small business size representations.

# Document Question Answer 1 PWS Is the ATFS primary base of operations required to be solely at Orogrande, NM, or will the
Government consider a secondary base of operations in close proximity to WSMR (El Paso) in cases where the contractor can offer superior facilities and workspace which exceed those available to TSMO at Orogrande ?
ATFS would consider any location that meets or exceeds ATFS needs near WSMR/McGregor Range. Additional cost or excessive travel time could reduce the proposals efficiency and feasibility rating.
2 DD‐254 The example DD‐254 provided for reference specifies classified storage within the overall requirements, but item 1.b. does not show contractor safeguarding is required (i.e. GSA‐ approved container or secure facility for large hardware items). Is it to be assumed that the final DD‐254 at the time of contract award will include a contractor safeguarding requirement ?
The current requirement specifies classified storage and does require GSA approved container.
Based on future needs, ATFS may update the DD‐254 to include classified storage of large items to include the requirement of a Sensitive Compartmented Information Facility (SCIF), however, there is no requirement now.
3 Solicitation Will the Government consider extending the proposal due date by up to 30 days ? The Government does not intend to extend the due date of proposals.
4 PWS 2.6.2 In recent pre‐RFP Q&A, the Government indicated that they would edit L.4.1.3 to allow for key personnel resumes and that L.2.7 would be edited to exclude resumes from page count. The final RFP excludes resumes from page count and allows offerors to submit key personnel resumes as part of their Section L.4.1.2 response; however, there are no specific Section M evaluation criteria for how the Government will evaluate submitted resumes.
Attachment 7 Cross reference matrix identified that section L.4.1.2 will be evaluated as identified in Section M.4.1.1. Resumes along with other documentation will be used to evaluate the feasibility of the proposed staffing as well as the adequacy of the Offerors response to provide the required knowledge, skills, experience, and qualifications.
5 Solicitation L.7.7
Is this level of supporting detail required for labor categories that are subject to the CBA and its specified wage rates?
No. No additional backup is required for WD/SCA rates however, the indirect rates applied still need to be shown in the proposal breakout.
6 Solicitation L.7.8
These two statements are in conflict with each other. As L.7.8 notes typically, SCA and CBA rates are not escalated in proposals and contracts until the WD or CBA is issued with rate increases. Please clarify.
No conflict is present as L.7.7.2 is referencing exempt and non‐exempt labor categories which is not the same thing as L.7.8 which is specifically referring to SCA labor categories.
7 Solicitation L.7.7.3
If an offeror does not currently possess a FPRA or FPRR from their ACO, what other data can be provided to satisfy this requirement?
The Offeror can provide 3 years of historical actual rates if a FPRA or FPRR is not available. This also applies to L.7.7.4.
8 Solicitation L.6.1.e
Clarify whether the referenced senior company representative must be from the prime company or the first tier subcontractor.
The written representation (signed letter/memorandum) of the size status as a "small business" must be signed by a senior company representative of the first tier subcontractor.
