The purpose of this amendment is threefold fold: 1) To change the format to Combined Synopsis/Solicitation for Commercial Items prepared in accordance with FAR 12.6., 2) to provide Questions/Answers to vendor emails, and 3) to extend the closing date of the solicitation to Monday, 17 September 2018 at 10AM eastern time.

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, Streamlined Procedures for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation number is W81XWH-18-Q-0313. The solicitation is issued as a request for quotation (RFQ). Provisions and clauses in effect through Federal Acquisition Circular 2005-95 are incorporated. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 334118, with a small business size standard of 1,000 employees.

Offerors shall submit a quote in response to the requirements of the United States Army Medical Research Acquisition Activity (USAMRAA) in support of the Telemedicine and Advanced Technology Research Center (TATRC).

1.Q: I believe the existing batteries are the C&D UPS12-490MR by what I can see off the label; please confirm.
A: The battery model number is UPS12-490MR

2. Q: What is the manufacturer and model number of the batteries that are currently installed?

A: C&D is the manufacturer of the currently installed batteries

3.Q: Is an advance delivery notice required?
A: Batteries should be installed the day they are delivered
4.Q: Is there a loading dock on-site?
A: No
5.Q: Will entry permit a 40x40 pallet? If no, then depalletize?
A: Door is 36 inches wide.
6.Q: Is delivery beyond 1St fl/lobby? Please specify.
A: Battery building is located on the ground level outside main building. Access is direct from parking lot.
7.Q: Is there a freight elevator? Capacity?
A: n/a see previous
8.Q: Are there obstructions? (Pathway, stairs, single doorways, or carpet)?
A: The door is 36 inches wide with an 8 inch high curb at the base of door.
9.Q: Is a pallet jack required?
A: You can use a pallet jack to bring the batteries to the door, but not through the door.
10.Q: Is there adequate storage on-site
A: No
11.Q: Are there Security Requirements?
A: Must pass through the Nalin Gate at Fort Detrick. Valid driver’s license is required
12.Q: What is the watts per cell?
A: 140 watts per cell for a 90 minute reserve
13.Q: How many cells?
A: 6 cells per battery
14.Q: What is the KVA rating for APC MGE 5000?
A: 40 KVA
15.Q: In addition, if we are to reuse the existing rack, what are the dimensions of the existing battery?
A: l=13.19in, w=6.77in, h=10.83in. weight =95.9lbs

16. Q: Will you allow a site inspection for us to get an idea on the site logistics?

A: No
