About this file

This document is a Questions and Answers record for federal contract solicitation W81K0426RA019, containing 73 offeror inquiries and corresponding government responses addressing contract requirements and clarifications.

The solicitation is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for manpower support services across multiple Department of Defense public health facilities. Performance locations include DCPH-A (Aberdeen, MD), DCPH-FC (Falls Church, VA/Silver Spring, MD), and Joint Trauma System (Fort Sam Houston, TX). The contract period runs from 19 August 2026 through 18 August 2031 with a base year and four option years. Labor categories include specialized positions such as Project Managers, Epidemiologists, Biostatisticians, MSMR Consultants, Data Scientists, and various support specialists. The government will provide wage determinations for three locations, and transition/phase-in costs are handled through a separate fixed-price CLIN (0047) worth $50,000, with no other labor CLINs billable during the 19 August 2026 through 18 September 2026 transition period. Key personnel requirements include one Program Manager per location at task order award, with resumes due within five working days of award. Offerors must submit sanitized and unsanitized technical proposals, with sanitized versions removing all company-identifying information. Security requirements vary by labor category with clearances required at task order award, facility clearance required at IDIQ award, and access to classified information necessary during performance. Past performance will be evaluated based on relevancy within three years prior to solicitation issuance using a tradeoff methodology, with single-award IDIQ proposals acceptable if all task orders are referenced. Pricing will be locked in at award with modifications only for validated wage determination increases.

Offeror’s Questions Government’s Response

17. PWS Estimated Workload Data, Attachment 1 Pricing Matrix Template

115-116 The PWS “Estimated Workload Data” shows one set of quantities (e.g., Biostatistician II = 13, Project Manager II = 3, etc.). The pricing workload template shows different quantities for some roles (e.g., Biostatistician II = 12;

Epidemiologist = 32; Data Scientist/Engineer = 6; etc.). Please confirm which workload data is current for proposal staffing assumptions.

The Attachment numbers noted in the question are incorrect.

The quantities identified on both the Attachment 2

Estimated Workload Data and Attachment 1 Pricing Matrix

Template match and are accurate.

18. PWS (transition / phase-in); Section L (Vol II, Subfactor 1) N/A The PWS references 30 working day phase in/phase out language, and the solicitation technical instructions require a 30-day transition plan. Schedule B includes CLIN 0047 30-Day Phase-In Period and states contractors shall not propose on it.

Offeror’s Questions Government’s Response

31. PWS 27 and 31 Conflict Between Security Clearance Timing and Key Personnel Submission Requirements. PWS Section

1.6.2 requires all contractor personnel to hold active clearances in DISS at the time of proposal submission. However, PWS Section

1.10 does not require named Key Personnel to be identified until 5 working days after contract award. Since personnel cannot be identified in DISS without being named, please clarify: (a) Does the requirement for active clearances at proposal submission apply only to the Security Specialist I position (which requires a Secret clearance per PWS 1.6.1), or does it apply to all labor categories? (b) For positions requiring Public Trust, at what point must the clearance/investigation be active

— proposal submission, contract award, or contract start date?

The applicable Labor Categories (Attachment 8) requiring clearance must hold required clearance at time of task order award.

32. N/A For labor categories not requiring physical presence in laboratories, clinical settings, or secure facilities, will remote or hybrid performance be permitted at the task-order level?

This is case by case and will be identified in the task order.

Page and/or Paragraph

Offeror’s Questions Government’s Response

55. Attachment_2_DD254_Form, and PWS Part 5 Atch 2 and

44 - 81

Several labor categories identify specific personnel security requirements (e.g., Public Trust requirements and a Secret clearance requirement for the Security Specialist I position);

however, the solicitation does not clearly identify the required personnel security clearance or suitability level for all labor categories. Additionally, the DD254 appears to require contractor facility clearance support.

Can the Government please provide a security matrix identifying, for each labor category, 1) the required personnel security clearance and/or suitability determination (e.g., Public Trust, Secret, Top Secret, etc.) and 2) whether the clearance or suitability determination must be in place at proposal submission or may be obtained after award.

Please reference the security requirements for each labor category as identified in the Labor Category Descriptions (Attachment 6). Each

Labor Category details the level of security required.

The Awardee must have a

Facility Clearance (DD254) at the time of award of the IDIQ.

56. Attachment_2_DD254_Form, and PWS Part 5 Atch 2 and

44 - 81

Can the Government please also confirm that access to classified information is required during contract performance, as noted within the DD254?

Please reference the security requirements for each labor category as identified in the Labor Category Descriptions (Attachment 8). Each

Labor Category details the level of security required.

Page and/or Paragraph

Offeror’s Questions Government’s Response

57. PWS Part 5 44 - 81 The solicitation does not appear to identify minimum qualification requirements for the labor categories beyond what is required for Key Personnel.

Can the Government please provide a labor category qualification matrix for all positions that identifies the minimum education requirements, minimum years of relevant experience, required certifications, licenses, registrations, professional credentials, and any allowable education/experience substitutions that offerors must use when proposing personnel and developing labor rates.

Please reference Attachment 8 for Labor Category qualifications

58. Attachment_2_DD254_Form and Performance Work Statement (PWS) Part 5.

Atch 2 and

44 - 81

The DD254 identifies performance locations including Aberdeen Proving Ground, MD; Silver Spring, MD; Dayton, OH; Fort Sam Houston, TX; Portsmouth, VA; and Falls Church, VA.

However, the PWS identifies only DCPH-A (Aberdeen, MD), DCPH- FC (Falls Church, VA/Silver Spring, MD), and the Joint Trauma System at Fort Sam Houston, TX.

Can the Government please clarify and specify the performance locations for each LCAT in the

PWS?

The performance locations are DCPH-A (Aberdeen, MD), DCPH-FC (Falls Church, VA/Silver Spring, MD), and the Joint Trauma System at

Fort Sam Houston, TX.

59. PWS Section 1.5.1 24 - 25 Can the Government please clarify if the days provided in PWS 1.5.1 refers to calendar days or working days?

calendar days

Page and/or Paragraph

Offeror’s Questions Government’s Response

60. PWS Section 1.5.1 & Technical Exhibit B, Deliverables Schedule, B: 001Qaulity Control Plan

24 - 25 and

P.W.S 1.5.1 states that the QCP is due within 15 days after contract award, while Deliverable B: 001 states that it is due within 10 days.

Can the Government please clarify when this deliverable is due initially?

15 calendar days

61. PWS Section 1.5.5 27 PWS Section 1.5.5 states that each Task Order will identify the place of performance for each labor category; however, does not provide details on which positions require on-site support or are eligible for remote performance.

Can the Government please clarify which labor categories require full-time onsite support, which labor categories are eligible for remote performance, and any restrictions applicable to remote personnel (including geographic or commuting-distance requirements)?

The remote vs. on-site requirements are case by case upon award of each task order.

Page and/or Paragraph

Offeror’s Questions Government’s Response

62. RFP Continuation of Supplies or Services and Prices/Costs, and Performance Work Statement (PWS) 1.5.5 Place of Performance, and PWS Part 5.

2- 22 and and

44 - 81

PWS Part 5 identifies performance requirements at DCPH-A (Aberdeen, MD), DCPH-FC (Falls Church, VA/Silver Spring, MD), and the Joint Trauma System at Fort Sam Houston, TX, and several labor categories appear to support multiple locations. However, PWS Section 1.5.5 states that each Task Order will identify the place of performance for each labor category, and the solicitation does not appear to identify how the estimated labor hours/FTE quantities are distributed among the various performance locations.

Because labor rates, wage determinations and compensation requirements vary by location, can the Government please provide a labor category staffing matrix identifying, for each labor category, the anticipated place(s) of performance and the estimated labor hours/FTE quantities associated with each location? If such information is not available, please clarify how offerors should account for location-specific labor costs and locality differences when proposing fully burdened labor rates at the IDIQ level?

The hours per FTE is 1912.

Use FTE hours with Location

Workload Estimate to calculate hours per location.

63. PWS 1.6.1 27 PWS Section 1.6.1 states that the Security Specialist I must have a Secret security clearance at the time of proposal submission. Given personnel are not being proposed, can the Government please confirm this should state “within 30 days of contract award to coincide with the Phase-In Period?

The Labor Category is Security Specialist I must hold required clearance at time of task order award.

Page and/or Paragraph

Offeror’s Questions Government’s Response

64. PWS 1.6.2 27 PWS Section 1.6.2 states that contractor personnel performing work under this contract must have an active personnel security clearance at the level identified in each Labor Category description to the level in the Defense Information System for Security (DISS) at time of the proposal submission. Given personnel are not being proposed, can the Government please confirm this should state “within 30 days of contract award” to coincide with the Phase-In Period?

Any Labor Category that specifies a clearance requirement (Attachment 8) must hold required clearance at time of task order award.

65. Addendum to 52.212-1, Instructions to Offerors. PROPOSAL

SUBMISSION REQUIREMENTS
