About this file

Summary

This is a Conformed Solicitation document for a Women-Owned Small Business (WOSB) Indefinite Delivery, Indefinite Quantity (IDIQ) single-award contract (W81K0426RA019) for Public Health Operational and Manpower Support Services. The contract will have a 1-month transition period, one 8-month ordering period, and four 12-month ordering periods, for a total potential performance period of 56 months, with an optional 6-month extension. The minimum guaranteed contract value is $500, with the maximum value to be determined. All work will be performed at Government facilities across the United States, including the Defense Centers for Public Health - Aberdeen (Maryland), Defense Centers for Public Health - Falls Church (Virginia), and the DHA Joint Trauma System (Fort Sam Houston, Texas). The contract requires firm fixed-price labor rates across 40 labor categories including epidemiologists, biostatisticians, data scientists, laboratory technicians, project managers, administrative support, and specialized public health professionals. Travel support is also included with specific funding caps for Core Funded, Toxicology, Program Evaluation, DoD MWD Trauma Registry, and Red Hill Funded initiatives. Personnel must maintain required security clearances (primarily Public Trust level), complete mandatory training certifications (anti-terrorism, OPSEC, cyber awareness, and DoD-specific training), comply with installation access requirements, and work between 0700-1800 hours Monday through Friday at Government facilities.

The performance work statement establishes comprehensive requirements for quality control, security compliance, personnel identification, training documentation, and reporting procedures. Key deliverables include a Quality Control Plan due within 15 days of award, monthly progress reports, equipment inventory tracking, staffing reports, and training verification documents. Contractor personnel must possess appropriate clearances, maintain strict key control procedures, adhere to operations security protocols, and comply with privacy and non-disclosure requirements. The contract encompasses support for multiple public health directorates including Clinical Public Health and Epidemiology, Environmental Health Sciences, Occupational Health Sciences, Toxicology, Laboratory Sciences, and Public Health Communication. A designated Onsite Program Manager with healthcare or business administration credentials and government contracting experience is required for each task order location. All materials and documents produced become Government property with unlimited rights.
