The solicitation seeks one full-time equivalent (FTE) IT Healthcare Support professional and is a follow-on purchase order to incumbent contract W91YTZ22P0088, which expires February 14, 2026. The requirement is set aside 100% for small business, with offers due January 28, 2026, following publication on January 16, 2026. Technical proposals are limited to five pages (excluding cover letters, executive summaries, and tables of content), with Arial 12-point font recommended. Offerors must submit no more than five past performance references consisting of task orders or standalone contracts for government or commercial clients, with the Cage Code and UEI belonging to the offeror itself—not subcontractors. Previously completed Past Performance Questionnaires (PPQs) may be submitted, and the Government reserves the right to verify performance information through CPARS, FAPIIS, eSRS, and other sources. The awardee is responsible for vetting the proposed FTE and Project Manager to ensure they possess the skills required by the Performance Work Statement, though no resume is explicitly required. Overall pricing must be inclusive of all scope of work outlined in the Performance Work Statement and CLIN Price Matrix.

Consolidated Industry Questions and Answers for Solicitation W81K0426QA022, Requirement: x1 Full-Time Equivalent (FTE) IT

Healthcare Support, Extract Lab Management System (ELMS) Enhancement and Upgrades for United States Army Centralized Allergen Extract Laboratory (USACAEL), Kimbrough Ambulatory Care Center, Fort Meade (KACC), MD

Question: Is there an incumbent currently?

Answer: Yes, there currently is an incumbent

Question: If so, what is the current contract value and status?

Answer: This is a follow-on purchase order to W91YTZ22P0088, the current Period of Performance expires on 14 February 2026. Additional information regarding contract value can be found through open source / public search or you may submit a request for

FOIA.

Question: The Solicitation is asking for 1 FTE, but also mentions retraining PM support.

Should we assume that PM support is minimal and should be inclusive of the overall price?

Answer: Overall price is inclusive of the Scope of Work to be performed as outlined throughout the Performance Work Statement and CLIN Price Matrix (Attachment A).

Question: We are seeking a brief clarification regarding the PPQ requirements (Attachment B). Could you please confirm whether the past performance of the proposed resource(s) may be used to satisfy the PPQ, in cases where the agency/company itself does not have directly applicable past performance?

Answer: Refer to Addendum to 52.212-2, Factor 2 Past Performance:

• Page 138. The Offeror shall submit no more than five (5) past performance references as part of the past performance submittal. A past performance reference shall consist of a Task Order or stand alone contract for a Government or commercial client. All past performance references submitted by the Offeror shall be submitted in the Past Performance Summary Sheet. “Cage Code, UEI, must be that of the offeror”.

• Page 139. This factor is assessed with an overall Performance Confidence Assessment (PCA) rating (Table 4) which is based on an integrated assessment of the Offerors recent, relevant, and quality of past performance. The resulting performance confidence assessment rating is determined at the factor level and represents an overall evaluation of contractor performance. Offerors without a record of recent, relevant, and quality past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a "Neutral Confidence" rating for the Past Performance factor.

Question: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand-new, could you please provide the current / previous contract number?

Answer: This is a follow-on Purchase Order to W91YTZ22P0088.

Question: Would you be open to discussing the possibility of a direct award under the 8(a) program?

Answer: Based on market research, it is in the best interest of the Government to set aside this action 100% for Small Business. There is a reasonable expectation that offers will be obtained from at least two responsible small business concerns capable of providing the requirement. This strategy ensures the requirement is fulfilled by a qualified small business providing the best value through a competitive source selection process.

Question: We would appreciate clarification on whether this is a new requirement or if there is an incumbent contractor. If applicable, kindly share the relevant contract details.

Answer: Yes, there currently is an incumbent, this is a follow-on purchase order for

W91YTZ22P0088.

Question: Is there a page limit for the proposal volume?

Answer: Refer to ADDENDUM TO 52.212-1, Page 146. Factor 1: Technical Plan:

• Provide a brief description of the service contract with sufficient written detail for the Government to determine if the quoter understands how your company will comply with the requirements in the Performance Work Statement. This response should be no more than 5 pages.

Question: How many Past Performance required to submit?

Answer: Refer to Addendum to FAR 52.212-2, Page 138. Factor 2. Past Performance

• The Offeror shall submit no more than five (5) past performance references as part of the past performance submittal. A past performance reference shall consist of a Task Order or standalone contract for a Government or commercial client. All past performance references submitted by the Offeror shall be submitted in the Past Performance Summary Sheet. Cage Code, UEI, must be that of the offeror.

Question: Is a resume required for the proposed FTE?

Answer: No, the Awardee is responsible for vetting FTE(s) to ensure they possess the skills required to meet the demands of the Performance Work Statement.

Question: Are any specific documents or qualifications required for the Project Manager?

Answer: The Awardee is responsible for vetting Project Managers to ensure they possess the skills required to meet the Performance Work Statement (PWS) demands.

A Project Manager role requires a blend of formal education, relevant professional experience, strong project management skills, and, in some cases, state licensing or certifications. Review the PWS for specific selective and preferred qualifications

Question: Given the current timeline, would the Government consider an extension of the response deadline?

Answer: The solicitation was published on 16 JAN 26 with offers due on 28 JAN 26.

This 12-day solicitation period provides the necessary time for vendors to submit proposals for this requirement, ensuring an on-time award to avoid a lapse in service.

Question: Is there a specific font and size recommended for the response?

Answer: Arial 12 Font is recommended

Question: Are Cover Letters, Executive Summaries and Table of Content allowed? If yes, do they count toward the page limit?

Answer: Cover Letters, Executive Summaries and Table of Content are allowed Does not count toward the page limit.

Question: Can past performance be from the Subcontractor?

Answer: No, refer to ADDENDUM TO 52.212-2 Page 138.

Question: We have come across this opportunity and see that Past Performance Questionnaires are required. We respectfully request that you consider allowing respondents to provide CPARS evaluations and /or previously completed PPQs in lieu of new PPQs. Our federal clients have been stretched thin given the current climate as

I’m sure you are aware. They have taken the time and effort to complete CPARS and PPQs in past and we feel that asking yet again puts an undue burden on them.

Can you please consider our request?

Answer: refer to ADDENDUM TO 52.212-2 Page 139. Factor 2. Past Performance

• Note: The Offeror will send blank PPQs to Government agencies and private sector companies requesting past performance information on applicable projects. PPQs may be submitted by the Offeror as part of the Offeror's past performance submittal. If the PPQ is received from the Offeror the PPQ must contain an electronic signature from the PPQ Point of Contact (POC).

Previously completed PPQs may be submitted.

• The Government reserves the right to use both the information provided in the Offeror's Past Performance submittals and information obtained from other sources available to the Government, to include, but not limited to the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and commercial sources and/or non-Government sources, such as any commercial business or customers referenced by the Offeror in any of the past performance information disclosed.
