Recent and relevant past performance information for this solicitation is described as past performance within the previous 36 months (from the date established for submission of proposals) in a medical facility similar in size to or larger than WBAMC performing services similar in scope and complexity to those specified in this solicitation. Does this mean any relevant performance within 36 months regardless of length of contract? If an offeror performed a relevant contract that started on October 1, 2021 and therefore has only 1 month and 16 days of past performance as of current submission date, does this count the same as an offeror who had 36 months of continuous relevant performance? Does the Offeror need to have performed a minimum number of months within the previous 36 months to be considered relevant (e.g. 12 months out of the previous 36 months)?
No: This information has been revised in the Addendum to 52.212-1, Paragraph D.2.c(1), to state, “Recent and relevant past performance information for this solicitation is described as past performance not more than 36 months of, but not less than six months (from the date established for submission of proposals) in a medical facility similar in size to or larger than WBAMC performing services similar in scope and complexity to those specified in this solicitation.”

Attachment 4 assumes hours and FTE’s for years 2-5 are consistent, however year 2 will require additional hours and impact FTE Calculation.

Question: Please provide direction on how to populate attachment 4 for year 2.

The productive hours have been re-calculated and a Revised Attachment 4 for Year 2 is included as part of Amendment 1.

#70 Page 184, Section C, Supplemental C-1 Procedures Manual

The RFP asks for sample procedures manual “to include a sampling of three specific task procedures of the offeror’s choosing for Types I, II, IV, and VI only,” along with listed nonrecurring services. What services are nonrecurring and how many do you want us to sample?
As listed on page 184 (1) Supplemental C-1 Sample Healthcare Environmental Cleaning Procedures Manual, non- recurring services are floor stripping, waxing and sealing, carpet shampooing, wall and ceiling cleaning, light fixture cleaning and exterior window cleaning, etc. The guidance says you are to illustrate a sampling of specific cleaning procedures to accomplish each task and the project frequency or standard at which each specific task will be accomplished.

#71 Pg. 184, paragraph 5

(1) Supplement C-1 - The Government states:

"For non-recurring services, (e.g., floor stripping, waxing, and sealing, carpet shampooing, wall and ceiling cleaning, light fixture cleaning, exterior window cleaning, interior HVAC diffuser cleaning, blind cleaning, or snow/ice removal) the healthcare environmental cleaning procedures manual shall clearly illustrate a sampling of specific cleaning procedures which will be used to accomplish each task and the projected frequency or standard at which each specific task will be accomplished."

Background: Non-recurring services are not defined within the PWS. The instructions to offerors do not define which or how many of these non-recurring services should be included in the sample manual.

Question: Can the government define the specific non-recurring service task procedures they would like sampled from the offeror's cleaning manual?

See the answer above

#72 Attachment 4 CBA Provided Agreement Executive Order 14026 Main Topic – Full Time Equivalent (FTE) Sub-Topic – Variations to provided FTE Description/Concern: The USG has directed the bidders to calculate Productive Hours based on 1,515 Hours for base year and 1,818 for years 2 thru 5. In many cases, the final FTE/Productive Hours vary, in part to CBA benefits, employees’ health situation and family matters, etc.

Question: Upon award, will the USG allow a REA to adjust the proposed price for actual current work population dynamics?

Per the CBA, the calculation of the productive hours took into account the number of vacation days, holidays, sick hours, bereavement time and jury time. As this is an Indefinite-Delivery, Indefinite-Quantity contract under which firm-fixed price task orders will be issued, any equitable adjustments would only be allowed in extreme cases, such as contingency situations. The Administrative Contracting Officer in coordination with the contractor would determine what constituted as a contingency and adjust as necessary.

#73 Attachment 4 CBA Provided Agreement Wage Determination Executive Order 14026

The current CBA wages for the employees are below $15.00 an hour. Since this will be a new contract/base year, will the contracting command recognize that all employee salaries have to be at least $15.00 to comply with the applicable Executive Order?
The Executive Order takes effect January 30th 2022 and annually thereafter. The CBA will be revised to comply with the Executive Order.
#74
Main Topic – Incumbent Un-fair Competitive Advantage

Sub-Topic – Taxes Paid Under Current Contract Description/Concern: Under the current contract the incumbent will have paid for and met the maximum cost of State Unemployment Insurance (SUI) and Federal Unemployment Tax (FUI) for FY 2022. The SUI is based on employees’ first $9,000 of payroll and FUI is based on employees’ first $7,000 of payroll.

Depending on the company’s SUI rate, this sum of these statutory requirements equates to approximately $950.00 per employee or approximately $150,000 of un-fair advantage in FY 2022.

Question: Will the USG consider removing this un-fair advantage within FY2022 for the incumbent?

This is a Department of Labor issue and is not something that contracting has control over.

#75 General Question

To adequately incorporate the USG’s response to questions, would the USG extend the due date by two weeks after the sending answers to questions?
An amendment has been posted on SAM.gov extending the due date for proposals to 12:00 p.m. CST on 3 Dec 2021.

#78 Past Performance Question

We have a question about the WBAMC requirements for square footage in regards to past performance. WBAMC currently does not provide this information in regards to what specific square footage meets the relevancy requirements. What is the minimum square foot requirement? Is it the size of the main building, or is it all of the buildings under the contract?

This information is stated in the solicitation on page 211 paragraph b.(1)(ii) Relevant: Past Performance in a medical facility similar in size to or larger than WBAMC performing services similar in scope and complexity to those specified in the solicitation requirements.

File details come from the government source that posted it. Updated .
